Community Heroes

The Chair will present certificates to recognise local people who have been nominated by members of the public for their contributions to the community.

The Chair announced that the Council had recently launched a rolling programme of ‘Community Hero’ civic awards to celebrate the achievements of those residents who ‘went the extra mile’ but often went unrecognised.

 

It was reported that there were four recipients of a ‘Community Hero’ award within the first tranche of awards from the Bramhall & Cheadle Hulme South area who would be duly recognised at the meeting:-

 

·         Harry Needham had been nominated by Jan Atkinson as a community hero in the Borough Hero’ category. 

 

·         Bob and Joan Owen had been nominated by Roger Burgess as a community hero in the ‘Volunteering to promote independence in a community’ category.

 

·         Nick Bishop had been nominated by Chris Jackson as a community hero in the ‘Sport and exercise contributing to health and wellbeing in a community’ category.

 

·         Wendy Green had been nominated by Cllr Brian Bagnall as a community hero in the ‘Borough Hero’ category.

 

The Chair presented an award in the form of a framed certificate signed by the Mayor to each winner along with along with a pass to attend Stockport’s museums and cultural attractions and an invitation to attend the opening of Redrock in Stockport as a token of appreciation.

Chair's Announcements

The Chair announced that services would be held on Remembrance Sunday (12 November) at Bramhall, Cheadle Hulme and Woodford War Memorials.

 

It was further announced that the annual ‘Light Up Bramhall’ event would be held on Sunday, 3 December at 5.00 pm.

Councillors and members of the public are invited to raise ‘Neighbourhood Policing’ issues with the local Neighbourhood Policing Team.

One public question was submitted relating to the planning requirements for a House of Multiple Occupation.

Public Realm

The local Public Realm Inspector will attend the meeting to provide an update on matters raised at the last committee meetings. Councillors and Members of the public are invited to raise issues affecting local environmental quality.

Chris Pollitt (Senior Public Realm Inspector) and Stuart Bingham (Public Realm Inspector) attended the meeting to report on current issues and to answer questions from Councillors and members of the public in relation to environmental and highways issues within the area represented by the Bramhall and Cheadle Hulme South Area Committee.

 

The following comments were made/ issues raised:-

 

·         It was reported that there had been changes to the role of the Public Realm Inspector such that reactive highway maintenance issues were now being dealt with in the Highways Team.

·         The Public Realm Team would now take a more proactive approach to tacking environmental issues.

·         With regard to highway gullies, it was important that the Council’s call centre had a list of priority areas such that when issues were reported in areas which were prone to flooding which put properties at risk or compromised highway safety at risk, these could be dealt with expeditiously rather than within the standard timeframe.

·         As part of the new proactive approach of the Public Realm team, commercial businesses needed to be reminded of their responsibility to maintain the frontage of the property within their purview.

 

RESOLVED – That Chris Pollitt and Stuart Bingham be thanked for her attendance.

A representative of the Democratic Services Manager submitted a report of the Deputy Chief Executive (copies of which had been circulated) listing any outstanding or recently determined planning appeals and enforcements within the area represented by the Bramhall & Cheadle Hulme South Area Committee.

 

It was reported that the appeal in respect of the refusal of a Certificate of Lawful Use relating to the use of land to the rear of the dwellings as residential garden at 378 & 380 Chester Road, Woodford had been withdrawn.

7.

The Rights of Way Improvement Plan - report on draft document for consultation pdf icon PDF 79 KB

To consider a report of the Corporate Director for Place Management & Regeneration.

 

The report details the Rights of Way Improvement Plan (ROWIP) and invites the Area Committee’s comments of the on the draft plan. The Committee is particularly recommended to give their views on the seven conclusions reached in the plan, and the actions suggested.

 

For the purposes of the plan a Right of Way is all off road routes that the public are able to utilise legally. Examples include routes in parks, concessionary paths, public rights of way and access space.

 

The Area Committee is recommended to provide comments upon the draft Rights of Way Improvement Plan in Appendix 1.

A representative of the Corporate Director for Place Management & Regeneration submitted a report (copies of which had been circulated) detailing the draft Rights of Way Improvement Plan and invited the comments of the Area Committee on the draft plan.

 

The following comments were made/ issues raised:-

 

·         A discussion took place in relation to the lighting of footpaths.  It was stated that in some circumstances, in urban areas it may be appropriate to introduce lighting, however in open or rural areas, lighting could detract from the setting of the footpath.

·         Improvements need to be made to online mapping records for Public Rights of Way to incorporate footpath numbers to assist in identifying and reporting issues.

·         There needed to be improvements to the co-ordination between Solutions SK, Public Realm and the Public Rights of Way Team in relation to the maintenance of existing lighting on footpaths and the appropriate allocation and understanding of responsibilities.

 

RESOLVED – That the report be noted.

8.

A6 to Manchester Airport Relief Road (A6MARR) Complementary and Mitigation Measures (CMM) for Bramhall District Centre pdf icon PDF 77 KB

To consider a report of the Corporate Director for Place Management & Regeneration.

 

The report details the outcome of a consultation exercise carried out with key stakeholders within Bramhall District Centre in relation to proposed public realm improvements, improved parking information signing and rationalised waiting and loading restrictions.

 

The Area Committee is requested to recommend that the Cabinet Member for Communities & Housing gives approval to the implementation of the measures detailed in the report.

A representation of the Corporate Director for Place Management & Regeneration submitted a report (copies of which had been circulated) detailing the outcome of a consultation exercise carried out with key stakeholders within Bramhall District Centre in relation to proposed public realm improvements, improved parking information signing and rationalised waiting and loading restrictions.

 

The following comments were made:-

 

·         The proposal to rationalise street signage as a means of mitigating against street clutter was welcomed.

·         It was commented that Bramall Hall had been spelled incorrectly on one of the proposed drawings which needed to be rectified.  In response, it was commented that this had already been identified and resolved.

·         It was noted that the Council had engaged consultants to draw up the proposals due to a lack of capacity within the Council, and the costs associated with this particular scheme were requested.

·         Proposals relating to parking restrictions on Bramhall Lane South, Moss Lane and Woodford Road and other minor requests for parking restrictions on surrounding residential streets would be progressed and submitted for separate approval at December’s meeting of the Area Committee.

 

RESOLVED – That the Cabinet Member for Communities & Housing be recommended to give approval to the package of Complementary and Mitigation Measures for Bramhall District Centre as detailed in the report.

9.

To consider a report of the Corporate Director for Place Management & Regeneration.

 

The report details the findings of a consultation exercise and seeks approval for the introduction of Traffic Regulation Orders, implementation of traffic calming measures, a temporary 20mph speed limit order and provide quiet lane treatments associated with the planning consent for the housing development at the former BAE site on Chester Road, Woodford.

 

The Area committee is recommended to give approval to the measures contained within the report/drawings and the legal advertising of the package of Traffic Regulation Orders detailed in Appendix A of the report, and, subject to the receipt of no objections within 21 days from the advertisement date, the subsequent making of the orders at a cost of £210K and is to be funded from the development agreement.

A representation of the Corporate Director for Place Management & Regeneration submitted a report (copies of which had been circulated) detailing an objection received to a proposed Traffic Regulation Order in the Ravenoak Road / Church Road Area, Cheadle Hulme.

 

It was commented that the scheme had taken a significant period of time to get to this stage, and local councillors had not been sufficiently informed of its progress.  It was requested that following the determination of the Area Committee on the final form of the scheme at this meeting, the Traffic Regulation Orders should be implemented expeditiously.

 

RESOLVED – That, in the light of the objection received to the proposal, the Order be made as advertised, subject to the exclusion of that element of the scheme that proposed the prohibition of waiting along Ravenoak Road, opposite Ravenoak Park Road, from the entrance to the ‘Governors House’ Public House for a distance of approximately 50m in a northerly direction along Ravenoak Road.

The report details a proposal to remove the existing recycling site at Woods Lane Car Park, Cheadle Hulme as the site is subject to fly tipping and unauthorised use by commercial organisations and to facilitate the expansion of the existing car park.

 

The Area Committee is requested to recommend that the Corporate Director for Place Management & Regeneration authorises the removal of the recycling site at the Woods Lane Car Park and that the area be reallocated for car parking.

A representative of the Democratic Services Manager submitted a report of the Corporate Director for Place Management & Regeneration (copies of which had been circulated) detailing a proposal to remove the existing recycling site at Woods Lane Car Park, Cheadle Hulme as the site was subject to fly tipping and unauthorised use by commercial organisations and to facilitate the expansion of the existing car park.

 

It was commented that current facility was well-used, and that following the removal of the recycling site signage should be erected to advise users that the facility had permanently closed and providing directions to alternative facilities.

 

RESOLVED - That the Corporate Director for Place Management & Regeneration be recommended to authorise the removal of the recycling site at the Woods Lane Car Park and that the area be reallocated for car parking.
