The minutes (copies of which had been circulated) of the meeting held on 25 May 2011 were approved as a correct record and signed by the Chair.

Community Engagement

4a

Chair's Announcements

To receive announcements from the Chair about local community events or issues.

Minutes:

The Chair reported that 'Civic Voice Day' would take place on Saturday 25 June 2011 and that various events would be held throughout the Marple area culminating with a picnic in Marple Memorial Park commencing at 1.00pm.

 

He further reported that the Locks Festival would take place in Marple Memorial Park on 3 July 2011.

Neighbourhood Policing

Councillors and members of the public are invited to raise neighbourhood policing issues with local Neighbourhood Policing Team.

Minutes:

Inspector Brendan O'Brien (Greater Manchester Police) attended the meeting to answer questions from Councillors and members of the public in relation to Neighbourhood Policing issues within the area represented by Marple Area Committee. The following comments were made/issues raised:-

 

  • There had been a substantial decrease in all types of crime in the first quarter of this financial year.
  • The Neighbourhood Policing Team had recently been involved filming with ITV for a programme which would be aired on 30 June 2011.
  • There had been 71 fewer instances of anti-social behaviour compared to the same period last year.
  • The continued involvement of the Neighbourhood Policing Team in community events was welcomed.
  • The recent consultation event at Stockport Town Hall involving the Chief Constable.

 

RESOLVED - That Inspector O'Brien be thanked for his attendance.

Public Question Time

Members of the public are invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice (questions must be submitted prior to the commencement of the meeting on the cards provided. These are available at the meeting and on the Council’s website at www.stockport.gov.uk/areacommittees).

Environmental and Highway Services

The local Area Conditions Officer and the Highways Officer will attend the meeting to provide an update on matters raised at previous committee meetings. Councillors and members of the public are invited to raise issues affecting local environment quality.

Minutes:

Rachel Bingham (Highways Officer) attended the meeting to answer questions from Councillors and members of the public in relation to highways issues in the Marple area.

 

RESOLVED (1) That the report be noted and Rachel Bingham be thanked for her attendance and presentation.

 

(2) That the Area Committee would welcome the attendance of the Service Director (Environment) as agreed in January 2011, to explain the structure of the new service in respect to both the Highways and Traffic section.

Two development applications were submitted.

A representative of the Chief Executive, Stockport Homes Ltd submitted a report (copies of which had been circulated) providing the Area Committee with an update on progress in the delivery of the Stockport Homes Neighbourhood Action Plans. The following comments were made/issues raised:-

 

  • The proposed estate walkabouts with PCSO's on 8 September and 6 October were noted.
  • Parking issues at Park Bungalows.
  • The recent Age Reduction consultation.
  • Tenancy contracts in respect to the ownership of waste and recycling bins.
  • The attendance by Stockport Homes representatives at community events.

 

RESOLVED - That the report be noted and the representatives of Stockport Homes be thanked for their attendance.

Use of Commuted Sums in the Marple Area Committee pdf icon PDF 26 KB

To consider a report of the Service Director (Communities)

 

The report requests the Area Committee to consider the use of commuted sums for play provision in the Marple Area Committee area and to approve the location of the pay areas where these sums are to be spent.

 

The Area Committee is requested to determine how the commuted sums are to be spent.

A representative of the Democratic Services Manager submitted a report of the Service Director (Communities) requesting the Area Committee to give consideration to the use of commuted sums in the Marple area.

 

RESOLVED - (1) That the use of commuted sums be approved at the locations identified:-

 

Brabyns Park - £4015.44

Moor End Road Mellor - £107.26

Marple Memorial Park - £1840.41

 

(2) That the Services Director (Communities) be requested to attend the next meeting of the Area Committee to contribute to the discussions in respect to the allocation of the remaining sums of £110.43, £22,188 and £334.62 and the possible allocation of money to alternative areas including Strines Road Rec and Carver Road.

 

(3) That the Service Director (Communities) be requested to consult with residents of Cromwell Avenue, Claremont Avenue and Marple Hall Drive as to how they would wish the £4,148.39 already allocated to be spent.

9.

Rose Hill Primary School - Proposed Traffic Regulation Orders, Marple pdf icon PDF 43 KB

To consider a report of the Service Director (Environment)

 

The report outlines the results of the public consultation exercise carried out in June 2011 concerning the proposed waiting restrictions in the Rose Hill Primary School Area and seek approval to proceed with the implementation of the waiting restrictions and associated TRO's.

 

That the recommendations contained in the report be approved.

The Area Committee is requested to consider an application for NB Leisure Scotland to hold a Charity Fun Fair at Marple Memorial Park from 15 Sept - 18 September 2011.

Street Trading, Market Street

Minutes:

(Note: The Chair was of the opinion that this item although not included on the agenda should be considered as a matter of urgency in accordance with Section 100B 4 (b) of the Local Government Act 1972 to enable the Area Committee to consider as a matter of urgency a request for Street Trading Consent on Market Street Marple)

 

The Chair reported that an event would be taking place on Market Street, Marple on 16 July 2011 for which Street Trading consent was required.

 

RESOLVED - That the Service Director (Regeneration) in consultation with the Chair of the Area Committee be authorised to approve a Street Trading consent application for Market Street on 16 July 2011.
