Urgent Decisions To report that the Deputy Chief Executive has taken urgent action under the Constitution to approve the following park use and ward flexibility funding applications:
· Marple Poppy Appeal Ride of Remembrance
It was requested by the Marple Area Poppy Appeal to finish the Ride of Remembrance within Marple Memorial Park. The event is scheduled to take place on Sunday 23 October 2022, and permission has been requested to use the park from 1pm - 4.30pm to enable event set up and close down of the event. The Ride of Remembrance involves 100 motorbikes riding through the town. Each rider will carry one of the large street poppies with the name of one of the fallen men from the Marple area. Once in park, the poppies carried by the riders will be transferred onto the Wall of Remembrance. Money raised from the event will go to the Royal British Legion.
· Brabyns Park Bonfire & Fireworks Display
The Marple Scouts and Girlguiding requested to hold their annual Bonfire and Fireworks Display at Brabyns Park on Saturday 5 November 2022; the event is expected to run from 7pm until 9pm. However, the organiser will require access from 8am on the 5 November 2022 to set up and will vacate the site at 10am on the 6 November 2022 after completing a litter pick. There will be an entrance fee payable and tickets will be available prior to the event (£8 for adults and £4 for kids). Food will be available to purchase, first aid will be provided by Kinder Scout Mountain Rescue Team, and all proceeds will go to the Girlguiding and Scouting Marple Districts.
The decisions were taken as urgent action as the events were due to take place imminently and, as such, the ordinary approval process was not followed to enable the events to take place as scheduled.
· Ward Flexibility Funding – Brookside Primary School
The Corporate Director for Corporate Support Services & Deputy Chief Executive has taken urgent action under the constitution to give approval to an application from Brookside Primary School for a grant of £1,000 from the Ward Flexibility Funding Budget (Marple South & High Lane ward allocation) towards the cost of replacing a lunchtime play equipment shed with a new shed and subfloor.
The decision had been taken as urgent action as the last Area Committee meeting would have been rendered inquorate for the consideration of this matter by virtue of interests held by members, and as a result the decision could not be taken and the applicant needed to urgently secure the grant monies to replace the shed before the start of the new term.

Chair's Announcements To receive any announcements from the Chair about local community events or issues. Additional documents: Minutes: The Chair on behalf of the Area Committee informed the Marple residents regarding:-
· A repair shop - at St Thomas Church on 29 October between 10am and 12pm. · A Poppy Appeal Ride of Remembrance – 23 October, starting at St Paul’s Church in Compstall at 2pm. · A Light Over Water event - at Etherow Country Park on Saturday 12th November between 6pm and 9pm. · The Marple Scouts and Girlguiding Marple holding their annual bonfire in Brabyns Park on Saturday 5th November. · New Horizons – operating a Santa canal barge on 27th November. · Marple Festival group - on 18th December from 12pm to 9pm with a Santa grotto and live music. · A Winter Wonderland - in Marple Bridge on the first Saturday in December. · The annual Poppy Appeal was ongoing. Members of the public were encouraged to volunteer to host the stall in Asda to collect donations, by contacting Kevin Murray on social media. · The Chair read a Statement from Cabinet Member for Finance outlining a new Warm Spaces Program in Stockport running from 1st November 2022 to 31st March 2023. Local organisations would be available as warm spaces for members of the public struggling during the cost of living crisis. An interactive map would be available on the Council website to indicate which organisations were participating around the borough, with printed materials available in local libraries. |

Neighbourhood Policing Councillors and members of the public are invited to raise ‘Neighbourhood Policing’ issues with the local Neighbourhood Policing Team. The following comments were made/issues raised:-
· Members of the public were encouraged to report theft and vandalism in local parks to the police, following an incident in Marple Memorial Park in which newly planted flowers had been stolen within 3 days. · Local councillors had been invited to meet with the Chief of the Greater Manchester Police in Manchester and would provide updates on social media following the meeting on issues pertaining to the local area. · A member of the public raised the issue of vandalism in Marple Memorial Park, with a recent incident of damage to a tree frequented by local children to play and socialise. Members expressed the view that any damage to local trees was wrong and that deliberate vandalism to prevent children from congregating was unjustified. · It was noted that a crime prevention meeting would be taking place at the Guild Hall on 25October from 6pm to 9pm.

Public Question Time Members of the public are invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice (Questions must be submitted prior to the commencement of the meeting on the cards provided. Seven public questions were submitted as follows:-
· Relating to an update on the proposed new leisure centre in Marple.
In response, it was commented that Members were united in their wish for work to commence as soon as possible on this project and frustrated by the delay in the decision making over Levelling Up funding bids until 2023, which had been announced by central government. It was noted that a specific timescale could not be provided for the project, but that the planning process would be beginning imminently in the hope of receiving the necessary funding next year.
· Relating to blocked drains causing surface water on Garth Road, Winnington Road and others in the Ley Hey area, and how the Council intended to solve these issues. · Relating to the recently updated Council system for reporting blocked drains, which prevented the reporting of blocked drains unless they were causing serious flooding, and whether there was a point to reporting issues if the Council would not act on the report.
In response, it was commented that the questioners’ frustrations were understandable and that Councillors were now inundated with reports of blocked drains directly due to the change in the reporting system. It was reported that the Council would be implementing a new system that would assess drains and give each one a period in which it will be cleared on a case-by-case basis. It was noted that some issues, such as those on Garth Road, were difficult for Council officers to solve as they involved issues on private property, which would need to be fixed by the property owner. Furthermore, it was commented that local Councillors had campaigned for an extra drain cleaner for Stockport, as there were currently only 2 in the borough.
· Relating to whether there would be a public consultation in the near future addressing plans for transport in Marple District Centre.
In response, it was commented that a report in relation to this was currently being worked on. Members were supportive of action being taken on this issue as soon as possible, with a meeting of stakeholders on this issue due to take place on November 7th.
· Relating to the Council policy on the installation of heat pumps on private homes, and whether it addressed the potential issues of visual intrusion and noise to neighbouring properties.
In response, it was commented that a formal response would be provided by the relevant planning officers. It was commented that some renewable energy schemes did not require planning permission, and that issues of visual intrusion and noise could only be looked at if planning permission was required.
· Relating to the removal of traffic calming measures on Windlehurst Road, and whether Members could confirm which speed humps would be removed and provide a date by which the work would be completed.
In response, it was commented that this issue would be discussed during Item 8 of the meeting. Members noted that this was a contentious issue among local residents and needed to be looked at with due care and regard to the relevant legislation.
· Relating to the Council’s energy use in public buildings such as libraries, as well as in private businesses that leave their lights on overnight in Marple and whether lights could be switched off overnight to save energy.
In response, it was commented that this was a good point to raise and that Members would encourage better energy use in the local area. It was noted that public buildings such as libraries would play an important role in keeping people warm over the winter, so may have high energy use due to this. Open Forum - COVID Commemoration Fund PDF 733 KB To consider a presentation of the Corporate Director for Corporate and Support Services & Deputy Chief Executive.
Communities across Stockport and the UK came together in the earliest days of the COVID pandemic to provide support and neighbourliness, and this continued throughout the pandemic.
Communities then turned their energy towards commemoration of this period; this happened organically and without statutory intervention. With this in mind, the Council has used a variety of networks to promote the COVID Commemoration Project and a number of proposals have been received from communities across Stockport.
The Area Committee is recommended to note the report and consider the proposals (if any) for projects within the area represented by the Area Committee.

The presentation outlined how communities came together in Stockport and across the UK throughout the COVID pandemic, and how this period is now being commemorated via the COVID Commemoration Project. Members were invited to consider proposals for projects within the area represented by the Area Committee.
The following comments were made/issues raised:-
· The work had been instigated by a cross-party working group, reflecting the need for a variety of groups to commemorate this period. · Grants for COVID commemoration projects had been set up through the Stockport Local Fund, which would enable some areas to participate and others not to if they did not wish to. · Funding would be available for the approval of multiple projects across both wards in Marple. · Proposals for similar projects in similar areas but by different groups were discouraged, and it was suggested that there needed to be a degree of ongoing support by community groups for projects that require long term maintenance. · Members indicated their support for local projects and felt that low maintenance projects would be better so as to reduce the burden on local community groups.
RESOLVED – That the report be noted and Members’ support be expressed for local commemoration projects.

Following this, Members would be able to decide on any proposals once the results of the consultation were received following the legal notification. · Members emphasised the need to consult local residents on this issue and to be guided by local residents’ views due to the contentious nature of the traffic calming measures.

The following comments were made/issues raised:-
· Members expressed their support for the ongoing usage of quiet lanes in the local area. · Members were invited to propose further measures at ward highway briefings, as some funding was available from the Delegated Budget for this work. It was commented that larger measures would need further investigation work and funding. · It was questioned what was meant by ‘modal filters’ as mentioned in the report. It was commented that this referred to the type of limits that would be placed on modes of transport in particular schemes, for instance if routes were reduced to just pedestrian and cycling usage. · It was commented that the quiet lane scheme had not been publicised well nationally, with no mention of them in the Highway Code or government website.
RESOLVED – That the Cabinet Member for Highways, Parks & Leisure Services be recommended to approve the retention of Quiet Lanes. |

Parks Event Application: Etherow Sailing Club Lights Over the Water Event PDF 270 KB To consider a report of the Director for Place Management.
The report provides the details of an event application that has been received from Etherow Country Park Sailing Club (ECPSC) to hold a Lights Over the Water Community Event at Etherow Park Saturday 12 November 2022. The event will run from 6pm until 9pm on the 12 November 2022. Permission has been requested to use the park until 11pm to close the event.
The Area Committee is asked to approve the application subject to all appropriate paperwork, licences and fees being submitted to the council.

The report sets out the intention of Crazy Legs Events to repeat their successful Stockport Trail Half Marathon Event on 26 February 2023, and asks the Area Committee to consider the application.
The Area Committee is recommended to consider and approve an application received from Crazy Legs Events to hold a Stockport Trail Half Marathon Event at the greenspace area at Wood Lane on 26 February 2023, subject to the organiser obtaining appropriate papers, event plans, health & safety documentation, licenses, insurances and any fees and charges that apply. To also include checks for and removal of litter.
