The Minutes (copies of which had been circulated) of the meeting held on 10 November 2015 were approved as a correct record and signed by the Chair.

A representative of the Democratic Services Manager reported that Chief Executive, in consultation with the Chair, had agreed to the use of Torkington Park on 12 December 2015 by Hazel Grove Together to hold the postponed Christmas Festival that had not taken place as planned on 5 December 2015 due to adverse weather conditions.

RESOLVED – That the urgent action be noted.

To receive any announcements from the Chair about local community events or issues.

There were no announcements made.

Members of the public are invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice (Questions must be submitted prior to the commencement of the meeting on the cards provided. These are available the meeting.  You can also submit via the Council’s website at www.stockport.gov.uk/publicquestions.

There were no public questions submitted.

The local Public Realm Inspector will attend the meeting to provide an update on matters raised at the last committee meetings. Councillors and Members of the public are invited to raise issues affecting local environmental quality.

A representative of the Democratic Services Manager reported that the Public Realm Officer was unable to attend the meeting.

In accordance with the Code of Practice no organisation has indicated that they wished to address the Area Committee as part of the Open Forum arrangements.

The Chair reported that there were no Open Forum presentations, but that he was proposing to take the late item on Poynton Relief Road as an Open Forum item to enable members of the public to participate if they wished to.

(Note: the Chair was of the opinion that this item, although not originally included on the agenda, should be considered as a matter of urgency in accordance with Section 100B(4)(b) of the Local Government Act 1972 to allow the Area Committee the opportunity to respond to the consultation)

To consider a report of the Chief Executive.

This report provides details of the consultation on the proposed Poynton Relief Road Scheme and requests comments from Members on the proposed scheme.

Information on the scheme, the exhibition boards and the leaflet can be found at www.cheshireeast.gov.uk/highways_and_roads/poynton_relief_road/poynton_relief_road.aspx

There will be a short presentation at committee based on the information provided at the exhibitions.

The Area Committee is invited to comment on the proposals contained in the public consultation.

(Note: the Chair was of the opinion that this item, although not included on the agenda, should be consider as a matter of urgency in accordance with Section 100B(4)(b) of the Local Government Act 1972 in order to allow the Area Committee’s views to be included within the consultation response on the Poynton Relief Road Scheme.)

A representative of the Chief Executive submitted a report (copies of which had been circulated) inviting the Area Committee to consider the proposals for the Poynton Relief Road being developed by Cheshire East Council, working in cooperation with Stockport Council. The Relief Road was proposed to relieve congestion in and around Poynton, improve links to Macclesfield and support economic, physical and social regeneration of the area.

The following comments were made/ issues raised:-

·         The importance of measures to effectively enforce proposed weight restrictions through Poynton Town Centre was emphasised.

·         Members queried the reasons for the anticipated reduction of vehicles travelling on through Hazel Grove and requested further information on the modelling.

·         Concerns were raised about the accuracy of the traffic modelling given the time that had elapsed since the completion of the modelling for the A6 – Manchester Airport Relief Road upon which these proposals were based.

·         It was confirmed that as part of the route of the proposed relief road was within Stockport borough, there would be a planning application submitted to this Council.

RESOLVED – (1) That the report and presentation be noted, and the comments of the Area Committee considered as part of the Council’s response to the Poynton Relief Road consultation.

(2) That the Chief Executive be requested to provide members with further details on the modelling/ assumptions of the scheme in relation to projected reduced traffic flows through Hazel Grove.

To consider any applications for Area Flexibility Funding or to receive feedback from organisations who have received funding.

Extension of the original planning permission DC014715 for the existing double modular classroom unit.

The Area Committee is recommended to grant planning permission.

In respect of plan no. 59861 for the extension of the original planning permission DC014715 for the existing double modular classroom unit at Warren Wood Primary School, Turnstone Road, Offerton, it was

The report summarises recent appeal decisions; lists current planning appeals and dates for local enquiries; informal hearings for planning appeals, and enforcement action within the Stepping Hill Area Committee area.

A representative of the Democratic Services Officer submitted a report of the Deputy Chief Executive (copies of which had been circulated) listing any outstanding or recently determined planning appeals and enforcements within the area represented by the Stepping Hill Area Committee.

To consider a report of the Chief Executive.

In order to regularise the Traffic Regulation Orders on Dialstone Lane, it is proposed to introduce No Waiting at Any Time restrctions on part of Dialstone Lane in Offerton near the junction of Lisburne Lane. These had been omitted in error from previous Orders.

The Area Committee is invited to recommend that the Executive Councillor (Supporting Places) approve the introduction of No Waiting at Any Time restriction on Dialstone Lane on the east side from a point 10 metres north of the northerly kerb line of Lisburne Lane for a distance of 7.5 metres in a northerly direction.

A representative of the Democratic Services Manager submitted a report of the Chief Executive (copies of which had been circulated) inviting the Area Committee to consider a proposal to introduce No Waiting at Any Time restrictions on part of Dialstone Lane in Offerton near the junction of Lisburne Lane to regularise errors that had arisen in a previous Order.

RESOLVED – That the Executive Councillor (Supporting Places) be recommended to approve the introduction of No Waiting at Any Time restriction on Dialstone Lane on the east side from a point 10 metres north of the northerly kerb line of Lisburne Lane for a distance of 7.5 metres in a northerly direction.

The report proposes to amend the existing order for Limited Waiting on Alldis Street in Great Moor to improve access to the businesses on Aldiss Street.

A representative of the Democratic Services Manager submitted a report of the Chief Executive (copies of which had been circulated) inviting the Area Committee to consider a proposal for Limited Waiting on Alldis Street, Great Moor in order to improve access to businesses at this location.

RESOLVED – That the Executive Councillor (Supporting Places) be recommended to approve the introduction of Limited Waiting restrictions as detailed in the report.

To consider a report of the Chief Executive.

The report proposes upgrading existing Restricted Waiting on part of Lyndhurst Avenue to No Waiting at Any Time, and to install wooden posts, to improve parking around Moorfield Primary following concerns raised. The proposals have been developed following meetings at the school.

The Area Committee is invited to approve the introduction of the following Traffic Regulation Order, and wooden posts, at a cost of approximately £1200 to be funded from the Area Committee’s delegated budget:-

A representative of the Democratic Services Manager submitted a report of the Chief Executive (copies of which had been circulated) inviting the Area Committee to consider additional measures to reduce inappropriate parking on Lyndhurst Lane to reduce the danger to pedestrians and pupils attending Moorfield Primary School.

RESOLVED – (1) That approval be given to the statutory legal advertising of the following Traffic Regulation Order and, subject to no objections being received within 21 days of the advertisement date, the subsequent making of the Order at a cost of approximately £1,600 (including works outside of the legal Order) to be funded from the Area Committee’s Delegated Budget (Stepping Hill Ward allocation):-

The report sets out a proposal to introduce No Waiting at Any Time restrictions on part of Arundel Avenue, Hazel Grove (including the junctions at Harlech Drive and Warwick Drive) to alleviate inappropriate parking at these junctions.

The Area Committee is recommended to approve the introduction of the following Traffic Regulation Order, including the introduction of additional signage, at a cost of £400 to be funded from the Area Committee’s delegated budget:-

A representative of the Democratic Services Manager submitted a report of the Chief Executive (copies of which had been circulated) inviting the Area Committee to consider No Waiting Restrictions on part of Arundel Avenue, Hazel Grove to reduce congestion and conflict caused by parking near the junction with Lyndhurst Avenue.

Councillors discussed the merits of the proposals and the likely effectiveness. Some councillors were of the opinion that current parking facilities to the rear of the shops would be insufficient to accommodate peak levels of parking at this location should further restrictions be introduced. Other councillors expressed the view that the current levels of on-street parking served to slow traffic speeds in the vicinity. Concerns were also raised about the efficacy of waiting restrictions and whether this proposal would represent value for money.

RESOLVED – (One Against, one abstention) That the proposals for No Waiting Restrictions on Arundel Avenue, Hazel Grove not be proceeded with.

The report sets out a proposal to introduce No Waiting at Any Time restrictions at the junction of Conway Drive and Harlech Drive in Hazel Grove to reduce inappropriate parking and improve safety for pedestrians.

The Area Committee is asked to approve the introduction of the following Traffic Regulation Order, at a cost of approximately £550, to be funded from the Area Committee delegated budget:-

A representative of the Democratic Services Manager submitted a report of the Corporate Director for Corporate and Support Services (copies of which had been circulated) inviting the Area Committee to consider a proposal to dispose of a parcel of surplus land on Vernon Street, Hazel Grove, by way of a public auction.

RESOLVED – That the Corporate Director for Corporate and Support Services be informed that this Area Committee does not support disposal of the Council owned land at Vernon Street, Hazel Grove on the grounds that:-

·         the land was currently used as parking in a heavily built up area and its loss would have a detrimental impact on residents and business in this area;

·         additional housing in this vicinity may exacerbate parking problems;

·         land in this area may be needed in the event of the A6 to M60 Relief Road being approved and junction works needing to be undertaken;

·         disposal and subsequent development of this site may lead to problems accessing the rear of properties on Vernon Street.

The report summarises an application received from Circus Starr to hold their annual event in Torkington Park on Monday 25th April 2016.

RESOLVED – That the application from Circus Starr for the use of Torkington Park on 25 April 2016 for a circus be approved.
