Minutes: A representative of the Democratic Services Manager reported that Chief Executive, in consultation with the Chair, had agreed to the use of Torkington Park on 12 December 2015 by Hazel Grove Together to hold the postponed Christmas Festival that had not taken place as planned on 5 December 2015 due to adverse weather conditions.

This report provides details of the consultation on the proposed Poynton Relief Road Scheme and requests comments from Members on the proposed scheme.

A representative of the Chief Executive submitted a report (copies of which had been circulated) inviting the Area Committee to consider the proposals for the Poynton Relief Road being developed by Cheshire East Council, working in cooperation with Stockport Council. The Relief Road was proposed to relieve congestion in and around Poynton, improve links to Macclesfield and support economic, physical and social regeneration of the area.
The following comments were made/ issues raised:-
· The importance of measures to effectively enforce proposed weight restrictions through Poynton Town Centre was emphasised. · Members queried the reasons for the anticipated reduction of vehicles travelling on through Hazel Grove and requested further information on the modelling. · Concerns were raised about the accuracy of the traffic modelling given the time that had elapsed since the completion of the modelling for the A6 – Manchester Airport Relief Road upon which these proposals were based. · It was confirmed that as part of the route of the proposed relief road was within Stockport borough, there would be a planning application submitted to this Council.
RESOLVED – (1) That the report and presentation be noted, and the comments of the Area Committee considered as part of the Council’s response to the Poynton Relief Road consultation.
(2) That the Chief Executive be requested to provide members with further details on the modelling/ assumptions of the scheme in relation to projected reduced traffic flows through Hazel Grove. |

In order to regularise the Traffic Regulation Orders on Dialstone Lane, it is proposed to introduce No Waiting at Any Time restrctions on part of Dialstone Lane in Offerton near the junction of Lisburne Lane. These had been omitted in error from previous Orders.
The Area Committee is invited to recommend that the Executive Councillor (Supporting Places) approve the introduction of No Waiting at Any Time restriction on Dialstone Lane on the east side from a point 10 metres north of the northerly kerb line of Lisburne Lane for a distance of 7.5 metres in a northerly direction.

Councillors discussed the merits of the proposals and the likely effectiveness. Some councillors were of the opinion that current parking facilities to the rear of the shops would be insufficient to accommodate peak levels of parking at this location should further restrictions be introduced. Other councillors expressed the view that the current levels of on-street parking served to slow traffic speeds in the vicinity. Concerns were also raised about the efficacy of waiting restrictions and whether this proposal would represent value for money.
RESOLVED – (One Against, one abstention) That the proposals for No Waiting Restrictions on Arundel Avenue, Hazel Grove not be proceeded with.

RESOLVED – That the Corporate Director for Corporate and Support Services be informed that this Area Committee does not support disposal of the Council owned land at Vernon Street, Hazel Grove on the grounds that:-
· the land was currently used as parking in a heavily built up area and its loss would have a detrimental impact on residents and business in this area; · additional housing in this vicinity may exacerbate parking problems; · land in this area may be needed in the event of the A6 to M60 Relief Road being approved and junction works needing to be undertaken; · disposal and subsequent development of this site may lead to problems accessing the rear of properties on Vernon Street.
