To approve as a correct record and sign the Minutes of the meeting held on 10 June 2018.

The Minutes (copies of which had been circulated) of the meeting held on 5 June 2018 were approved as a correct record and signed by the Chair.

Councillors and officers were invited to declare any interests they had in any of the items on the agenda for the meeting.

Personal Interests

To receive any announcements from the Chair about local community events or issues.

The Chair made the following announcements:-

·         The window for applications to the Stockport Local Fund was now open and community groups were encouraged to bid for funding

·         The ‘Farm Fest’ would take on 28 July 2018

Members of the public are invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice (Questions must be submitted prior to the commencement of the meeting on the cards provided. These are available the meeting.  You can also submit via the Council’s website at www.stockport.gov.uk/publicquestions.

No public questions were submitted.

The local Public Realm Inspector will attend the meeting to provide an update on matters raised at the last committee meetings. Councillors and Members of the public are invited to raise issues affecting local environmental quality.

Carolyn Turner, Public Realm Inspector, attended the meeting to answer questions from councillors and members of the public in relation to highway and environmental quality issues within the area represented by the Stepping Hill Area Committee.

The following additional issues were raised:-

·         Ongoing highway inspections in all three wards.

·         Work had been completed on the leak on Torkington Road; highway collapses on Warwick Drive and Commercial Road. United Utilities had take over responsibility for a collapse on Ripley Avenue. Trial digs and inspections were awaited for collapses on Cherry Tree Lane and on Hillcrest Road.

·         Gully cleansing was due to take place on roads to the north of the hospital following a communication campaign to inform residents and hospital staff.

·         Mowing activity had cleared the backlog but due to the weather conditions highway grass verge mowing would be suspended. Resources would be diverted to strimming round obstacles and edges, and carrying out general vegetation clearance.

·         The Community Payback crew had attended the path alongside the railway line from Chester Road to Adlwyn Crescent and had trimmed the epicormics growth around the base on the verge trees on Conway Drive. The Team had also cleared a large amount of waste from an unadopted passageway at the rear of Clarendon Road, Hazel Grove. The enforcement officer would continue to monitor the area.

·         Following concerns from councillors it was found that of the three cars that appeared abandoned on Lake Street, two had no tax so were reported to DVLA, the other was legally parked.

·         Weedspray has been completed in Offerton and Stepping Hill wards, and the crews were currently in Hazel Grove.

·         Hempshaw Lane (Dialstone Lane to Marple Road) – carriageway resurfacing was due to take place from 19 July to 2 August overnight between 18.30hrs to 00.30hrs.

·         Following a number of fly-tipping incidents on Newby Road Industrial Estate, a male had been interviewed under caution. The case file would be passed to Legal Services for consideration.

The following additional issues were raised:-

·         An abandoned car with no tax or MOT was being stored at the Arc car wash.

·         Action was requested in relation to weeds on Chester Road towards Dean Lane.

·         There were instances of fly tipping on Winterburn Green and extensive detritus and broken flags in places.

·         There was litter and broken glass around the park on Half Moon Lane making it dangerous for children to play.

·         The abandoned vehicles on Lake Street may be associated with local garages.

·         There were several defects to the completed works on Arundel Avenue and Warwick Drive that needed addressing.

·         Lighting column PLC9 on Aldwyn Close footpath was not working.

·         Signage had been erected at the rear of properties on Kinross Avenue that were causing safety concerns for residents and a request was made for them to be moved away from the properties.

·         Barriers have been left on Shearwater Road following the works to install the speed control measures. The chevrons need to be painted in, they have been done faintly but have worn away.

·         Thanks were given to officers for the re-engineering of the speed humps on Bean Leach Road and the timely installation of the speed indicator device on Bean Leach Road.

·         There was further fly tipping on the Royal Oak site and also cars had not yet been removed. Clarification was sought on the guidelines for enforcement in such circumstances.

RESOLVED – That Carolyn Turner be thanked for her attendance and presentation.

To receive petitions from members of the public and community groups.

No petitions were submitted.

In accordance with the Code of Practice no organisation has indicated that they wished to address the Area Committee as part of the Open Forum arrangements.

A representative of the Democratic Services Manager reported that no organisation had indicated that they wished to address the Area Committee as part of the Open Forum arrangements.

To consider a report of the Democratic Services Manager.

The Leader of the Council, in establishing the Borough-wide funding arrangements for 2017/18, agreed that a Review of these arrangements be undertaken and submitted to area committees.

This report sets out that Review and invites comments on the arrangements for 2018/19 and beyond.

The Area Committee is recommended to comment on and note the report.

A representative of the Democratic Services Manager submitted a report (copies of which had been circulated) providing a review of the operation of the Borough-wide funding arrangements for the ward flexibility fund for the 2017/18 municipal year.  The report also outlined the arrangements for the operation of the fund for 2018/19 and sought comments on possible future funding models for the Borough-wide fund for 2019/20 and beyond.

Councillors expressed the view that they would not support any further claw-back or top-slicing of the Ward Funding beyond the current £300.

RESOLVED – That the report be noted.

To consider an application from the Stockport Carnival Committee seeking funding toward the cost of the carnival.

The Cabinet Member for Reform & Governance, following a recommendation of the Borough-Wide Funding Group has already awarded £600. The Group recommended that the application be submitted to all area committees for them to consider whether they wished to make an award toward the remainder of the request.

A representative of the Democratic Services Manager submitted an application from the Stockport Carnival Committee seeking funding toward the cost of organising the event.

The application had been referred to all area committees by the Borough-wide funding group who had made an award of £600 but had invited area committees to consider whether they also wished to support the request.

RESOLVED – That an award of £100 be made to the Stockport Carnival Committee as a contribution to the running cost of the Carnival, and the Democratic Services Manager, in consultation with the Chair, be authorised to make an additional contribution of up to £200 in the event that the Carnival Committee does not secure sufficient grants from the other area committees.

To consider a report of the Corporate Director for Place Management & Regeneration.

The following development applications will be considered by the Area Committee:-

The Chief Executive is authorised to determine conditions and reasons and they are not therefore referred to in committee minutes unless the committee makes a specific decision on a condition or reason. Erection of retirement living accommodation comprising 40 self-contained apartments with associated communal facilities, landscaping and car parking, following demolition of existing buildings/structures.

The Area Committee is invited to recommend to the Planning & Highways Regulation Committee that it grant planning permission subject to conditions and the completion of a legal agreement securing the following heads of terms:

·         £97,000 be paid to the Council to fund improvements to sports, recreation and play facilities in Torkington Park;

·         £30,000 be paid to the Council to fund improvements to the two bus stops on Commercial Road closest to the application site and for the provision of additional dropped kerbs and tactile paving in the vicinity of the application site; and

·         £248,000 be paid to the Council for the provision of affordable housing off-site subject to a recovery provision reducing/eliminating this commuted sum should the development be prevented from generating income from ground rents prior to occupation of proposed dwellings.

The report summarises recent appeal decisions; lists current planning appeals and dates for local enquiries; informal hearings for planning appeals, and enforcement action within the Stepping Hill Area Committee area.

The report details a request for a diversion of a section of an unrecorded path that forms part of Fred Perry Way off Blackstone Road in Offerton to facilitate a new housing development

The Area Committee is invited to

(i)     Authorise the making of an order under section 119 Highways Act 1980, diverting that section of unrecorded path shown as a solid black line marked A – B to a broken black line marked A – C, as shown on the plan at Appendix 1.

(ii)    In the event that objections are received and sustained to the order, forward the order to the Secretary of State for confirmation.

A representative of the Democratic Services Manager submitted a report of the Corporate Director for Place Management & Regeneration (copies of which had been circulated) inviting the Area Committee to consider proposals to resolve an anomaly relating to the 3.5 Tonne Weight Restriction covering streets in the Woodsmoor area.

RESOLVED – That the Cabinet Member for Communities & Housing be recommended to approve the advertising of the Weight Restriction Order for the roads in the Woodsmoor area as set out in the report.

The report seeks approval for the introduction of No Waiting at Any Time restrictions at the junction of Wensley Drive and Chester Road in Hazel Grove in order to improve highway safety by improving visibility at the junctions for motorists.

The Area Committee is invited to recommend to the Cabinet Member for Communities & Housing that the proposed order set out in the report be approved for advertising.

A representative of the Democratic Services Manager submitted a report of the Corporate Director for Place Management & Regeneration (copies of which had been circulated) inviting the Area Committee to consider the introduction of No Waiting at Any Time restrictions at the junction of Wensley Drive and Chester Road in Hazel Grove in order to improve highway safety by improving visibility at the junctions for motorists.

RESOLVED – That the Cabinet Member for Communities & Housing be recommended to approve the advertising of the No Waiting at Any Time Order on Chester Road and Wensley Drive as set out in the report.

To consider a report of the Corporate Director for Place Management & Regeneration.

The report details the receipt of commuted sums for play from planning consents in the Stepping Hill Area Committee and makes recommendations for their allocation.

The Area Committee is invited to consider the proposals set out in the report and allocate the commuted sums to the following play areas as follows:-

·         Half Moon Lane                   - £50,193.00

·         Great Moor Play Area        - £58,306.70

·         Green Lane Play Area       - £57,470.15

·         Torkington Park Play Area    - £14,803.01

A representative of the Democratic Services Manager submitted a report of the Corporate Director for Place Management & Regeneration (copies of which had been circulated) detailing proposals for the use of commuted sums for play provision in the Stepping Hill area and locations of the play areas where those sums were proposed to be spent.

RESOLVED – (1) That approval be given to the following allocations of commuted sums for the Stepping Hill Area Committee area:-

·         the use of £114,940.30 from development no.1258 (DC056357, Former Man Diesel Site, Mirlees Drive) allocated to Great Moor Park (£57,470.15) and Green Lane (£57,470.15)

·         the use £836.55 from development no.1214 (DC050260, April Cottage, 18 Flowery Field) to Great Moor Park

·         the use of £669.24 from development no.1260 (DC55032, 18 Hazel Street) to Torkington Park

·         the reallocate of £14,133.77 from development no.1267 (DC056267, Chapel Street) to Torkington Park.

(2) That the use of the sums from development no.1164 (DC048027, Former Dialstone Centre, Offerton) and no.1197 (DC057193, The Dialstone Centre, Lisburne Lane) be deferred and the Corporate Director for Place Management & Regeneration be requested to report back to the next meeting with clarification on whether these sums can be spent to upgrade facilities on the Offerton Park Estate.

The report provides an update on progress since the last meeting on decisions taken by the Area Committee and details the current position on area flexibility funding. The report also includes the current position on the highway and traffic management delegated budget.
