On behalf of the Area Committee the Chair thanked all those volunteers and officers who had participated in spring clean events over the course of the last few weeks. The litter picks in particular had a positive impact on the local environment.

4.(ii)

Public Question Time

Members of the public are invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice (Questions must be submitted prior to the commencement of the meeting on the cards provided. Public Realm

The local Public Realm Inspector will attend the meeting to provide an update on matters raised at the last committee meetings. Councillors and Members of the public are invited to raise issues affecting local environmental quality.

Janette Sadgrove (Public Realm Service) submitted a report (copies of which were circulated) providing an update on issues relating to public realm and enforcement matters in the Heatons and Reddish area.

 

The following comments were made/issues raised:-

·         Highway safety inspections were starting on the dark green routes this quarter with annuals and quarters remaining on going.

·         A number of warning/advisory notices and literature for waste presented incorrectly have been sent to residents in hot spot areas.

·         Community payback had recently concentrated their efforts in the area in and around Station Road in North Reddish. They had also undertaken a litter pick in Heaton Mersey Bowl. Councillors suggested a number of further sites in the Heatons and Reddish area that they would like the Team to address some time in the future.

·         Councillors acknowledged the excellent resurfacing works undertaken on Central Drive.

 

RESOLVED – That the report be noted and Janette Sadgrove be thanked for her attendance and presentation.

Open Forum - Report of the September flooding incidents pdf icon PDF 115 KB

To consider a report of the Corporate Director for Place Management and Regeneration.

 

On the 13th September 2016, extreme rainfall events hit parts of south west England and the south Pennines, with significant flooding observed across Greater Manchester, Cheshire, Staffordshire, and also in parts of west Cornwall.

This report presents the various aspects of the flood events in September and specifically incorporates the following:

·         A draft Independent Section 19 Investigation Report in accordance with the Flood & Water Management Act (FWMA) on the investigation into the flooding events undertaken by Jacobs Consulting Engineers.

 

The Area Committee are invited to consider and comment on the report.

A representative of the Corporate Director for Place Management and Regeneration submitted a report (copies of which had been circulated) presenting for comment a draft Independent Section 19 Investigation Report in accordance with the Flood & Water Management Act (FWMA) on the investigation into the flooding events which had occurred in 13 September 2016.

 

Councillors thanked officers for their efforts and the effective response undertaken in response to the extreme weather conditions.

A representative of the Democratic Services Manager submitted an Area Flexibility Funding application (copies of which had been circulated) on behalf of ‘Help the Hatters’ requesting a funding contribution for Stockport County Young Players and the Community Foundation. The representative of the Democratic Services Manager reported that this application had been referred to the Area Committee from the Central Stockport Area Committee.

 

RESOLVED – That consideration of the application be deferred and the applicant be invited to submit a further application bespoke to Heatons and Reddish Area Committee.

In connection with plan no. 63674 for the construction of 11 no. dwellings with vehicular access from Selby Street and conversion of the former Ash Hotel to provide up to 14 no. apartments following the partial demolition of the attached outbuildings to rear at the Ash Hotel, 232 Manchester Road, Heaton Norris

 

The Area Committee are recommended to grant planning permission subject to the conditions outlined in the report and the completion of a section 106 to address Affordable Housing and Public Open Space provision.

The report provides an update on the Rights of Way (ROWIP) review and provides an opportunity to comment on the current state of the Rights of Way network. The review is looking at all off road walking, cycling and equestrian routes in Stockport and is not limited to recorded public rights of way.

A representative of the Democratic Services Manager submitted a report of the Corporate Director for Place Management and Regeneration (copies of which had been circulated) providing an update on the Rights of Way Improvement Plan review and providing the opportunity for Councillors to comment on the current state of the Rights of Way network.

 

The following comments were made/issues raised:-

 

·         It would be helpful if the online map of the rights of way and footpaths included the appropriate number making them more easily identifiable especially if any concerns need to be report or complaint made.

·         Councillors noted that there would be a cut off in 2026 for the identification of and nomination of new public rights of way.

The report requests the Area Committee to approve No Waiting at Any Time and No Stopping Except Buses on part of Crossley Road in Heaton Chapel.

 

The Area Committee are recommended to approve the proposals detailed in the report.

South West side from a point 10 metres North West of the North Westerly kerb line of the entrance to Boundary Court to a point 15 metres South East of the South Easterly kerb line of the entrance to Boundary Court.

The report outlines an objection made by a resident of Heaton Moor who has objected to the proposed kerb to kerb road hump on Shaw Road adjacent its junction with Moorfield Grove.

The report provides an update on noise barrier proposals for Belmont Way and the associated consultation undertaken, and seek approval of the Executive Member (Communities and Housing) to plant a vegetation screen instead of the 2m high, close boarded timber fence barrier proposals consulted.
