To approve as a correct record and sign the Minutes of the meeting held on 24 January 2022.

The Minutes (copies of which had been circulated) of the meeting held on 24 January 2022 were approved as a correct record and signed by the Chair.

Councillors and officers were invited to declare any interests they had in any of the items on the agenda for the meeting.

To receive any announcements from the Chair about local community events or issues.

Councillor Wilson on behalf of the Area Committee expressed the gratitude to local residents for their support for the crisis in Ukraine through the donations both financially and with clothing.

Councillors and members of the public are invited to raise ‘Neighbourhood Policing’ issues with the local Neighbourhood Policing Team.

Inspector Jamie Jeffries attended the meeting to report on neighbourhood policing issues within the Heatons and Reddish area. He also reported on the Chief Constable’s neighbourhood plan to fight, prevent and reduce crime, keep people safe and care for victims.

Inspector Jamie Jeffries reported on the following:

Street Briefing

·       Really successful day with 10 search warrants and 17 arrests.

·       Between £3,000 – £4,000 cash was seized.

·       Traffic prohibited 11 vehicles, with seven arrests and 14 vehicles seized during the day.

Burglaries

·       Still quite high but being managed;

·       Good arrest made over a month ago, which reduced the burglaries.

·       One week ago another slight rise in burglaries.

·       Pad lock scheme to be distributed to repeat victims.

·       Dedicated burglary unit established.

·       Trialling a communication service for victims.

Other Updates & Police Activities

·       Upskilling officers to use speed guns.

·       Looking at community involvement to get involved in the prevention of speeding.

·       Mobile cameras were being reviewed and would be part of the Neighbourhood Policing consultation.

·       Off road bikes was still on the radar and residents were encouraged to continue to provide information to the police.

·       24 March – Stockport County Football Ground, 7.00pm – 9.00pm.

·       ARIS Fund – money still left in the fund to put back into communities.

The following comments were made/issues raised:

·       Members asked for publicity around the results relating to fixed penalty tickets and vehicles being stopped for speeding which could be a deterrent to other drivers in the area.

·       Welcomed the community speed watch initiative and involving local residents.

·       An update was sought regarding the speeding along Haigh Avenue, Craig Street and Manchester Road. In response, it was noted and reported that attention would be paid to the areas accordingly.

·       Clarification was sought regarding involving schools in the speed watch programme and working with the Road Safety Team. In response, it was stated that it would be looked into going forward.

·       What happens with the income generated through Fixed Penalty Tickets. In response, it was commented that this information would be clarified and  shared with the committee.

·       Members requested that the police surgeries and photo sheets with local police teams be circulated to Councillors for distribution in the local libraries and shops.

RESOLVED – That Inspector Jamie Jeffries be thanked for her attendance.

A representative of Strategic Head of Service (Legal & Democratic Governance and Monitoring Officer) reported that no organisations had indicated that they wished to address the Area Committee as part of the Open Forum arrangements.

To consider an application for Ward Flexibility Funding received from Drawing Board Productions CIC – Heatons Post for a grant of £400 (£200 from Heatons North and £200 from Heatons South wards allocation) towards the cost of organising and running a summer festival in Heaton Moor Park.

A representative of the Strategic Head of Service & Monitoring Officer (Legal & Democratic Governance) submitted an application for Ward Flexibility Funding received on behalf of Drawing Board Productions CIC – Heatons Post towards the cost of organising and running a summer festival in Heaton Moor Park.

RESOLVED – That approval be given to an application from Drawing Board Productions CIC – Heatons Post for a grant of £400 from the Ward Flexibility Funding Budget (£200 from Heatons North and £200 from Heatons South wards allocation) towards the cost of organising and running a summer festival in Heaton Moor Park.

To consider an application for Ward Flexibility Funding received from the Stockport Samaritans for a grant of £200 (£50 from each ward allocation) towards the cost of sponsoring two spectator-facing banners on Stockport County’s Edgeley Park grounds for the 2022-23 season in order to raise awareness of the Samaritans suicide prevention work.

A representative of the Strategic Head of Service & Monitoring Officer (Legal & Democratic Governance) submitted an application for Ward Flexibility Funding received on behalf of Samaritans of Stockport and District towards the cost of sponsoring two spectator-facing banners on Stockport County’s Edgeley Park grounds for the 2022-23 season in order to raise awareness of the Samaritans suicide prevention work.

RESOLVED – That approval be given to an application from the Samaritans od Stockport and District for an increased grant of £1,100 from the Ward Flexibility Funding Budget (£500 from Heatons South ward, £500 from Heatons North ward, £50 from Reddish North ward and £50 from Reddish South ward allocation) towards the cost of sponsoring two spectator-facing banners on Stockport County’s Edgeley Park grounds for the 2022-23 season in order to raise awareness of the Samaritans suicide prevention work.

To consider an application for Ward Flexibility Funding received from Help the Hatters for a grant of £190.44 (£47.61 from each ward allocation) towards the cost of a discounted ticketing scheme to provide discounted Stockport County tickets to disadvantaged children within the community.

A representative of the Strategic Head of Service & Monitoring Officer (Legal & Democratic Governance) submitted an application for Ward Flexibility Funding received on behalf of Help the Hatters towards the cost of a discounted ticketing scheme to provide discounted Stockport County tickets to disadvantaged children within the community.

RESOLVED – That approval be given to an application from Help the Hatters for a grant of £190.44 from the Ward Flexibility Funding Budget (£47.61 from each ward allocation) towards the cost of a discounted ticketing scheme to provide discounted Stockport County tickets to disadvantaged children within the community.

A representative of the Corporate Director for Place Management and Regeneration submitted a report of the Strategic Head of Service & Monitoring Officer (Legal & Democratic Governance) (copies of which had been circulated) listing any outstanding or recently determined planning appeals and enforcements within the area represented by the Heatons and Reddish Area Committee.

Members enquired about the North Reddish entry for Longford Road West which had been omitted from the report.

RESOLVED – (1) That the report be noted.

(2) That the Strategic Head of Service & Monitoring Officer (Legal & Democratic Governance) be asked to look into the omitted entry for North Reddish, Longford Road West and report back to the Committee.

To consider a report of the Corporate Director for Place Management & Regeneration.

The report provides details relating to the introduction of a pedestrian dropped crossing at the junction of Amesbury Grove to aid accessibility.

The Area Committee is asked to approve the installation of a pedestrian dropped crossing  and said costs for the works as set out in Drawing No. NM1-6348-000.

A representative of the Corporate Director for Place Management & Regeneration submitted report (copies of which had been circulated) providing details relating to the introduction of a pedestrian dropped crossing at the junction of Amesbury Grove to aid accessibility.

RESOLVED – That approval be given for the installation of a pedestrian dropped crossing at the junction of Amesbury Grove to aid accessibility as set out in Drawing No. NM1-6348-000 at a cost of £2,064.00 to be funded from the Reddish South Delegated Ward Budget.

This report provides results of a consultation on the Mayor’s Challenge Fund (MCF) Bee Network Crossing proposals on Manchester Road, Heaton Norris to upgrade the existing obsolete Pelican pedestrian crossing near the junctions with Bourne Street and All Saint’s Road, to a Toucan crossing facility so that it can be used by both pedestrians and cyclists, and to convert a short section of the existing footpath to a shared use foot and cycleway between the newly located crossing and Bourne Street on the north side and All Saint's Road on the south side.

The Area Committee is asked to recommend that the Cabinet Member (Economy & Regeneration) approves the proposed measures and the legal advertising of the Traffic Regulation Orders contained in Appendix B and subject to no objections being received within 21 days from the advertisement date the orders can be made.

·       Would the introduction of the new crossing impact the width of the carriageway. In response, it was noted that the width of the carriageway would be reduced, but will still be safe and wide enough for use.

·       Could Chandos Road be reduced from 30mph to 20mph.

·       Could double yellow lines along the side of the school be returned in the vicinity of Broomfield.

·       Parking along the railway embankment to be conserved for as long as possible.

·       Could another bench be placed in the vicinity of the triangle area, if funding permits.

·       Safety audit has been completed and will be repeated once the scheme is complete.

·       More 20mph zones would be rolled out across the area, when the opportunities allow it.

RESOLVED – That the Cabinet Member (Economy & Regeneration) be recommended to approve the proposed measures and the legal advertising of the Traffic Regulation Orders contained in Appendix B and subject to no objections being received within 21 days from the advertisement date the orders can be made.

To consider a report of the Corporate Director for Place Management.

The report provides an update on and the outcomes of the Heaton Chapel Active Neighbourhood post trial consultation.

The Area Committee is asked to approve the research and design of a permanent active neighbourhood scheme for the trial area taking into account the results of the post-trial consultation exercise.

A representative of the Corporate Director for Place Management submitted a report (copies of which had been circulated) providing an update on and the outcomes of the Heaton Chapel Active Neighbourhood post trial consultation.

The following comments were made/issues raised: -

·       Clarification was sought regarding the modal filters and the views of the local residents to not implement it. In response, it was noted that the views of the Committee would be taken into account and options would be presented to the Committee.

·       Members noted that there needed to be lessons learnt and do better through the process e.g. air quality control.

·       It was commented that there needed to be a response to what local residents needed e.g. better looking gates.

·       It was commented that there needed to be work done regarding how traffic could be managed around the Broadstone School.

·       Could consideration be given to increasing the number of pedestrian crossing points along Manchester Road.

RESOLVED – That the Cabinet Member (Economy & Regeneration) be recommended to approve the research and design of a permanent Active Neighbourhood scheme for the trial area taking into account the results of the post-trial consultation exercise.

The report provides details relating to the Stockport County Supporters Co-operative and their application to hold their annual half-marathon on Sunday 4th September 2022 long the Trans Pennine Trail between the Woolpack Bridge through Mersey Vale and on into Manchester. The event will start at 9.30am and finish at 12.30pm, setting up from 9.00am.

The Area Committee is asked to approve this event subject to the organiser obtaining and submitting the appropriate papers, event plans, health & safety documentation, licences and/or insurances and fees and charges.
