Information is exempt to the extent that, in all the circumstances of the case, the public interest in maintaining the exemption outweighs the public interest in disclosing the information.
Information is not exempt if it relates to proposed development for which the local planning authority may grant itself planning permission pursuant to Regulation 3 of the Town & Country Planning General Regulations 1992(a).
The publication of the information contained in the report and appendices may prejudice the Council and Greater Manchester Combined Authority in the negotiations over future allocations of the Greater Manchester Housing Investment Fund and would therefore not be in the public interest to do so.
The decision of the Greater Manchester Combined Authority to proceed with these proposals was taken after the point at which this Council could issue 28 days’ notice of its intention to take a decision in private.
