When in 1997 planning permissions were given for the second runway development at Manchester Airport it was subject to a detailed Planning Agreement under s.106 of the Town and Country Planning Act 1990.
One of the requirements of the Agreement was for the Airport to establish a Community Trust Fund in which it would invest at least £100,000 each year. The agreement also provides that in addition to the Airport's contribution the Trust should receive the penalties imposed on airlines for noise violations and that the Airport should pay for the day-to-day administration of the Trust.
The Trust has a Board of Trustees, six of whom are appointed by the Manchester Airport Consultative Committee from among its representatives (including those from Stockport Council)
