Reason for urgency: In order that the Council can minimise the financial risk caused by currency fluctuations in procuring a new telephony solution, and to avoid further cost for the installation of communications solution in the new building being built on Edward Street, it is necessary for a decision to be taken as a matter of urgency without giving the required 28 days’ notice.
