Reason for urgency: The development agreement has been under development for some time and is overdue for signing/sealing. Further delays in this process will impact on: • Resident and Member expectations • Developer willingness to enter into the agreement (further delays will add to the cost implications for the developer) • the delivery timetable for the new sports centre (and financial model if the housing developer pulls out) • the start on site timescales for the housing (initial clearance works have already been undertaken with temporary barriers having been put in place)

Explanation of anticipated restriction: The appendix to the report contains information 'not for publication' due to its commercial sensitivity. Disclosure of this information is not in the public interest as it would prejudice the Council in future negotiations for goods or services.
