Both the report and appendices contain financially privileged information and are exempt under paragraphs 3 and 5 of Schedule 12A of the Local Government Act 1972 (as amended) in respect of which the public interest in maintaining the exemption outweighs the public interest in disclosing the information. Disclosure of this information would prejudice the Council in future negotiations.
