Reason for urgency: It is not reasonably practicable to delay the Executive’s consideration of this matter, as to do so would mean that responsibility for the Housing Investment Fund could not be devolved to the Greater Manchester Combined Authority on the 1 April 2015 deadline. Delay may potentially limit the effectiveness of the Fund in contributing to growth in the Greater Manchester economy and the provision of new housing needed in Greater Manchester. The decision of the Greater Manchester Combined Authority to proceed with these proposals was taken after the point at which this Council could issue 28 days’ notice of its intention to take a decision on a share of indemnification of the Fund.
Anticipated restriction: Fully exempt - view reasons
Explanation of anticipated restriction: The publication of the information contained in the report and appendices may prejudice the Council and Greater Manchester Combined Authority in the negotiations over future allocations of the Greater Manchester Housing Investment Fund and would therefore not be in the public interest to do so.
The decision of the Greater Manchester Combined Authority to proceed with these proposals was taken after the point at which this Council could issue 28 days’ notice of its intention to take a decision in private.
