Consideration of this matter cannot reasonably be delayed as to do so may jeopardise the disposal of the site and potential improvements to the building due to funding constraints on the purchaser, and this would in turn effect the delivery of services to vulnerable residents.

Explanation of anticipated restriction:
The exempt text contains information about terms proposed or to be proposed by the Council in the course of negotiations for a contract for the disposal of an asset. Disclosure to the public of those terms would be likely to prejudice the Council in these negotiations and be commercially sensitive to both the Council as vendor and the purchaser.
