Reason for urgency:
Consideration of this matter cannot reasonably be delayed beyond the meeting of the Cabinet on 20 July 2021 in order that the proposed statutory consultation is able to commence on or around 1 September 2021. The introduction of any further delay in the taking of the decision to allow for publication in the next iteration of the Forward Plan would result in further uncertainty and jeopardise the already published timeline for the construction of the new site.
