The purpose of this report is to provide the
Scrutiny Committee with the opportunity to comment on and discuss
issues that are relevant to the development of next year’s
Treasury Management Strategy Statement (TMSS), Annual Investment
Strategy (AIS) and Minimum Revenue Provision (MRP) Policy for
2017/18. The strategy will be considered as part of the 2017/18
Budget Setting process at the Executive Meeting on 7 February 2017
and the Council Meeting on 23 February 2017.

Consultation process
The CIPFA Treasury Management in Public
Services Code of Practice places emphasis on regular reporting on
treasury management strategy and performance and scrutiny of
treasury management strategy and policy to a specific named
body.
The Council has accordingly delegated the role of ensuring
effective scrutiny of its Treasury Management Strategy to the
Corporate, Resource and Governance Scrutiny Committee. In line with
the Code, the Executive and CRMG have received annual training and
updates since the 2009/10 financial year.
