The proposal had been discussed with the Brinnington & Central Highways Ward Spokesperson who has recommended that the orders be made.

The Cabinet Member for Economy & Regeneration has given approval to the implementation of the scheme and the legal advertising of the necessary Traffic Regulation Orders detailed at Appendix A to the report, and subject to the receipt of no objections within 21 days of the advertisement date, the subsequent making of the orders (to be funded (subject to the approval of the business case by Transport for Greater Manchester) from the MCF Capital fund).

The Central Stockport Area Committee considered the proposal at its meeting on 4 August 2022 where it recommended the approval of the scheme, subject to a reduction in the extent of the traffic regulation orders which has been incorporated into the scheme adopted by the Cabinet Member.

The Cabinet Member for Communities & Housing has given approval to a request for financial assistance from Mosscare St Vincent’s Housing Group of £165,593 from affordable housing commuted sums to support the delivery of the proposed affordable specialist autism house to be let as social rented housing as part of the affordable housing requirement under planning policy on a development site in Heald Green.

The Director of Place Management has given approval to a making of contribution of £2,820.00 from the Cheadle Area Committee’s Delegated Budget (Cheadle & Gatley ward allocation) for the undertaking of the scheme for the resurfacing of the car park and shared surface at Gatley Hill, entrance to William Scholes Park and Gatley Hill Allotments.

The Cheadle Area Committee gave approval the scheme in principal at its meeting on 2 August 2022 (published as Executive Decision reference ACEDC832) subject to further consideration of the contribution from the Area Committee’s Delegated Budget.

The Chair of the Area Committee and Cheadle & Gatley ward councillors have been consulted on this allocation and are in agreement that it be made.

A previous decision covered the appointment of Overbury Plc, under a Pre-Construction Services Agreement. In coming to the decision, the Council engaged with STaR Procurement to establish the most effective way to appoint a contractor via a detailed Options Appraisal. The options appraisal considered a variety of differing procurement routes and frameworks and provided options including full competition, mini competition, and direct award. STaR Procurement ensured that all frameworks and procurement routes were fully compliant with Stockport Council Contract Procurement Rules. The direct award route from the Pagabo Framework was selected. The preferred contractor from the Pagabo Framework was Overbury Plc.
