On 13 March 2024, the Cabinet Member for Parks, Highways & Transport Services gave approval to the introduction of an Experimental Traffic Regulation orders to provide Limited Waiting and Loading Bays as a means of improving loading/unloading and pick up and drop off facilities for businesses in Stockport Town Centre.  This was published on 20 March 2024 as decision reference CMDHPL104.

Subsequent to the decision being taken, and following further discussions and clarification from Legal Services, the proposals have now been amended to permit disabled badge holders to park within the limited waiting areas.

The Cabinet Member for Parks, Highways & Transport Services has therefore given approval to the introduction of the revised package of Experimental Traffic Regulation Order (ETRO) to provide Limited Waiting and Loading Bays, as set out in Appendix A to the report, and shown on the associated drawings. 

The Cabinet Member for Parks, Highways & Transport Services has considered details of a proposed package of traffic regulation orders associated with the ATF4 Romiley project.  The initial proposals were developed under the Mayor’s Cycling and Walking Challenge Fund (MCF) as part of the ‘Romiley District Centre’ and ‘Romiley to Stockport’ packages. These were previously presented along with the consultation reports containing representations by residents and businesses and approved by the Werneth Area Committee at meetings that took place on 8 March and 21 November 2021 respectively.

Following the meeting of the Werneth Area Committee on 4 March 2024, late feedback was received from Active Travel England, which has resulted in the location for the new toucan crossing on Hatherlow needing to be moved 3 metres south of its original proposed location. In addition to this, anomalies have been noted within the traffic regulation order (TRO) schedule presented to the Area Committee.

The amendments to both the plan and TRO Schedule are shown on the revised drawing and detailed in the revised TRO Schedule.

Ward councillors have been consulted on the proposed amendments in advance of their consideration by the Cabinet Member.

The Cabinet Member for Parks, Highways & Transport Services has subsequently given approval to the legal advertisement of the traffic regulation orders detailed in Appendix A and B to the report and, subject to the receipt of no objections within 21 days of the advertisement date, the subsequent making of the orders to be funded by funds availed to Stockport Council from the Active Travel Fund (Tranche 4).

The council's current Local Development Scheme was approved in January 2024.  It set out that consultation would be undertaken on a draft of the Stockport Local Plan in July and August 2024.

As a consequence of the announcement that a general election will be held on 4 July 2024, and seeking to avoid making a decision which is controversial in the context of the election, there has been a delay to the decision making process required to enable the July/August consultation to commence.  The council subsequently needs to update the LDS to reflect the rescheduled consultation period.  It is now proposed that consultation will be undertaken on a draft of the Stockport Local Plan from the start of September until mid-October.

The Cabinet Member for Climate Change & Environment has therefore given approval the July 2024 update of the Stockport Local Development Scheme (LDS) set out in Appendix A to this report.

The Cabinet Member for Finance & Resources has given approval to the write off 18 outstanding sundry income debts (total value of £333,436.16) considered to be irrecoverable. 

Every possible method of recovery has been attempted to recover these debts. However, for the reasons stated in the report, there is no further recovery action that can be taken to recover the money owed.

If circumstances change and it becomes possible to recover the debt, recovery can be reinstated even if the debt has been written off.

It is recommended that these debts are now written off as all attempts to recover the monies owed have been exhausted.

The Cabinet Member for Finance & Resources has given approval to the allocation of £4,000 from the Ward Discretionary Budget (Marple South and High Lane) towards the cost of play area improvements at Brookside Park and for the funds to be deposited in Capital Schemes for Parks as soon as practicable to support future play equipment procurement.

The Cabinet Member for Parks, Highways and Transport Services has given approval to the legal advertising of the Traffic Regulation Order 'No Waiting At Any Time' on Woodlands Drive and Offerton Lane, Offerton, (appendix A) and subject to no objections being received within 21 days from the advertisement date, that the order be made:

From the intersection of the north eastern projected kerb line of Offerton Lane for a distance of 15 metres in a north easterly direction.

From a point 24 metres north west of the intersection of the north western projected kerb line of Woodlands Drive to a point 17 metres south east of the south eastern projected kerb line of Woodlands Drive.

The Cabinet Member for Finance & Resources has given approval to the use of £8,700 from the Ward Discretionary Budget (Cheadle Hulme South) towards the cost of new play equipment for younger children at Oak Meadow Park.

The Cabinet Member for Finance & Resources has given approval to the allocation of £10,000 from the Ward Discretionary Budget (Davenport and Cale Green) towards the cost of play area improvements in the Davenport and Cale Green ward.

The Cabinet Member for Parks, Highways & Transport Services has given approval to the allocation of £25,000 in formal sports commuted sums to basketball court improvements and the allocation of £40,000 in formal sports commuted sums to improved multi-sport provision at Thorn Grove Park.

The Cabinet Member for Parks, Highways & Transport has given approval to the allocation of £2,000 in formal sports commuted sums to improved security at Offerton Cricket Club.
