Decision:

The Cabinet has considered the Outcomes of the review of the Council’s Medium Term Financial Plan (MTFP) 2021/22 to 2023/24 including the continuing financial scarring impacts as a result of the pandemic and the adjustments needed to the existing MTFP forecasts and assumptions in order to present the most accurate forecast of the Council’s financial position and saving requirement over the medium term period, and has:-

 

(1) Noted the outcomes of the MTFP Update including the continuing financial scarring impacts of the pandemic and the highlighted changes to the MTFP forecasts and assumptions approved in February;

 

(2) Approved the forecast and assumption adjustments as a result of the MTFP Update outlined in the report;

 

(3) Noted that the Council’s savings requirement has reduced to £20.170m in 2022/23 rising to £34.185m in 2023/24 as a result of the adjustment highlighted and subject to further review and updates during the financial year;

 

(4) Noted that due to the significant uncertainty, volatility and risk of the financial landscape the assessment of the MTFP forecasts and assumptions will continue to be iterative with further updates to the MTFP reported to Cabinet as part of the 2022/23 budget setting process;

 

(5) Approved the recommended cap of £20m on the use of reserves to support the Council’s continuing response and recovery from the financial scarring impacts of the pandemic over the medium term period; and

 

(6) Approved the recommended use of one-off resources identified during the financial year to support the Council’s 2022/23 Budget and MTFP.

The purpose of this paper is to provide an overview of national, regional and local developments on Integrated Care Systems (ICSs) and changes to Clinical Commissioning Groups (CCGs) and the proposed Stockport Locality System development in light of the national, regional and local changes.

The paper proposes that a Shadow Locality Board (One Health and Care Locality Board) is established to manage the transition to the new GM ICS and Stockport Integrated Care System arrangements by April 2022.

·         The establishment of 5 sub-groups to drive forward the work required to build the capabilities to meet locality arrangements as set out in section 7.3.

The report outlines the context and process in terms of developing the Stockport One Health and Care Plan and provides the draft document for comment.

The plan has been developed jointly by Stockport Council, the Clinical Commissioning Group and the Foundation Trust and brings together the Health and Wellbeing Strategy, the Population Health Plan and the Locality Plan into one cohesive document.

The Cabinet will be asked to support and endorse the plan, prior to its submission to the Health and Wellbeing Board.

Decision:

The Cabinet Member for Sustainable Stockport has noted that this scheme was the subject of an executive decision made by the Bramhall & Cheadle Hulme South Area Committee at its meeting on 16 September 2021 (ACEDB522).  A summary of the changes was outlined to members at the meeting and were consented to by the area committee; however, it was noted that the proposed modification to the scheme had not been incorporated into the schedule of traffic regulation orders presented to and subsequently approved by the area committee.

 

As a consequence, and in the interests of expediting the taking of the decision, the ward spokesperson has been consulted and has agreed that the Cabinet Member for Sustainable Stockport should take the formal decision to advertise the revised traffic regulation orders in lieu of the area committee doing so.

 

The Cabinet Member for Sustainable Stockport has therefore given approval to the rescission of decision reference ACEDB522, and its replacement with the following:-

 

“That approval be given to the to the legal advertising of the Traffic Regulation Order (TRO) detailed in revised Appendix A to the report and, subject to no objections being received within 21 days from the advertisement date, the subsequent making of the orders at a cost of £1,685 to be funded by way of developer contribution.”
