The Cabinet Member for Sustainable Stockport has approved the statutory legal advertising of the Traffic Regulation Order detailed in the TRO Schedule and subject to no objections being received within twenty one days from the advertisement date, the Order can be made.

The Cabinet Member for Sustainable Stockport has agreed that formal sports commuted sums will be allocated to: -

£85,000 to North Reddish for an improved tennis facility.

£30,000 to Heaton Moor Park for an improved tennis facility

The Area Committee has given approval to an application received from the Cash for Kids Charity for a grant of £525 (£175 from each ward allocation) towards the cost of providing Christmas gifts to disadvantaged children in Stockport

The Area Committee has given approval to an application from Stockport Armed Forces & Veterans Breakfast Club for a grant of £104.68 from the Ward Flexibility Funding Budget (£26.17 from each ward allocation) towards the cost of replacing two pull-up banners and purchasing two large feather banners for signposting the venue used for the Breakfast Club.

The Area Committee has given approval to an application from Stockport Armed Forces & Veterans Breakfast Club for a grant of £52.34 (£26.17 from each ward allocation) towards the cost of replacing two pull-up banners and purchasing two large feather banners for signposting the venue used for the Breakfast Club.

The Area Committee has given approval to an application from Cash for Kids Charity for a grant of £666 (£333 from each ward allocation) towards the cost of providing Christmas gifts to children in Stockport.

The Cabinet Member for Resources, Commissioning & Governance has considered a report setting out the context and considerations for the allocation of the Household Support Grant and the proposed local approach to allocation including the proposed provision of support for an initial allocation to support the issuing of October half term holiday vouchers for income-based free school meals (FMS) cohort at October half term.

The Cabinet Member for Resources, Commissioning and Governance has then:-

•             Given approval to the issuing of holiday support voucher to the income-based FSM family cohort at the level set out in option 2 at October half term - £15 per child, per week;

•             Endorsed the development of a HSG schemes under the 4 pillars set out at 6.2 of the report; and

•             Noted that a fuller report at a future date will set out the detail of each scheme including proposals for future FSM holiday support vouchers.

The Area Committee has approved the Road Safety around Schools scheme around Bridge Hall Primary School, as shown on drawings 0305/51/BH/001 Rev A and 0305/51/BH/002 Rev A attached to the report, to be funded from the Road Safety around Schools programme budget allocation. The proposals include:-

·                A footway build-out at the existing uncontrolled crossing on Siddington Avenue to improve visibility for pedestrians;

·                Replacement of existing bollards at the junction of Siddington Avenue/ Cuddington Crescent with pencil bollards to highlight to drivers that children will be crossing the road;

·                Relining of the existing road markings at the Siddington Avenue / Cuddington Crescent junction;

·                Provision of school warning signs on Siddington Avenue;

·                Provision of access protection markings on Cuddington Crescent at properties with dropped kerbs;

·                Provision of kerb blips on Cuddington Crescent to reinforce the existing No Loading restrictions (8am – 5pm Monday to Friday);

·                Existing sign posts on Cuddington Crescent to be painted to highlight the school entrance; and

·                An upgrade of the school warning signage on Adswood Road including provision of ‘School 20 When Lights Show’ signage to encourage vehicles to slow down at school times.

The Area Committee has approved the Road Safety around Schools scheme around St. Ambrose Catholic Primary School, as shown on the drawings attached to the report, to be funded from the Road Safety around Schools programme budget allocation. The proposals include:-

·                An upgrade of the school warning signage on Adswood Road including provision of ‘School 20 When Lights Show’ signage to encourage vehicles to slow done at school times;

·                Provision of ‘SLOW’ road markings on Adswood Road;

·                Provision of a new school warning sign on Roslyn Road;

·                Provision of dropped kerbs and tactile paving at the vehicular entrance to the school on Rostrevor Road to assist pedestrians; and

·                Provision of hatching at the junction of Roslyn Road and Rostrevor Road to encourage vehicles to slow down when turning left from Roslyn Road.

The Area Committee has requested that the Cabinet Member (Economy & Regeneration) approves the implementation of the proposed measures and the legal advertising of the below Traffic Regulation Orders and subject to no objections being received within 21 days from the advertisement date the Order can be made.

(ii)              the allocation of £2,400 from the Area Committee’s Delegated Budget (Manor Ward allocation) for the full cost of the ‘Park Frog’ that had been located in Woodbank Park.

The Area Committee has given approval to the allocation of £600 from the Area Committee’s Delegated Budget (Bramhall North Ward Allocation) for the outstanding balance of the ‘Tudor Frog’ that had been located in Bramall park.

The Area Committee has approved an application from Stockport Harriers & Athletic Club to utilise Woodbank Memorial Park for a running event on 12 December 2021, subject to all appropriate paperwork and licences being obtained and submitted to the Council at least one week prior to the event taking place and this being confirmed to the Ward Councillors.

The Area Committee has approved measures to expand the coverage of the existing 20mph speed limit repeater signage and road markings on Canterbury Road, between Hall Street and Turncroft Lane, and the surrounding streets in Offerton, with a particular emphasis on Canterbury Road and Glebe Street which provide a straight corridor between Hall Street and Turncroft Lane (as shown on drawing number NM18-6359 attached to the report) at an approximate cost of £1,300 to be funded from the Area Committee’s Delegated budget (Manor Ward allocation).

The Area Committee has given approval to an application received from the Cash for Kids Charity for a grant of £999 from the Ward Flexibility Budget towards the cost of providing Christmas gifts to disadvantaged children in Stockport.

The Area Committee has given approval to an application from Cash for Kids Charity for a grant of £1,332 from the Heatons and Reddish Area Committee (£333 from each ward) towards the cost of their appeal to bring the magic of Christmas to children who would otherwise go without. Throughout November and December they are based in a warehouse in Hazel Grove where they rely on volunteers to help them achieve their mission. Children are identified by social services, teachers, Greater Manchester Police, and other charitable organisations, and we fulfil as many applications as possible depending on the donation levels.

The Area Committee has given approval to an application received from the Cash for Kids Charity for a grant of £340 towards the cost of providing Christmas gifts to children in Stockport subject to the receipt of satisfactory confirmation that any allocation of funding would be ring-fenced to residents of Stockport, and if possible to those resident within the Werneth area,

The Area Committee has approved Ward Flexibility Funding of £999 to Hits Radio and Greatest Hits Radio Cash for Kids (Greater Manchester) towards the cost of providing Christmas gifts to children in Stockport, to be funded as follows:-

Cheadle and Gatley Ward - £333

Cheadle Hulme North Ward - £333

Heald Green Ward - £333

The Area Committee has approved Ward Flexibility Funding of £1,000 for a defibrillator to be located at the Wobbly Stamp public house in Cheadle, to be funded from the Cheadle Hulme North Ward allocation.

The Area Committee has given approval to an application received from Romiley Bowling and Tennis Club for a grant of £500 from the Ward Flexibility Budget towards the cost of converting two Tennis courts into Petanque (otherwise known as French Boules) courts.

The Area Committee has appointed Councillor Paul Ankers to lay a wreath on behalf of the Council at the Hazel Grove War Memorial on 14 November 2021.

The Area Committee has given approval to an application received from the First Davenport/Mile End Scout Group for a grant of £500 from the Ward Flexibility Budget towards the cost of building and establishing an indoor archery & shooting activity as part of the Scout Christmas project

The Area Committee has given approval to:-

(i)            the allocation of £2,400 from the Place Directorate Reserve Budget for the full cost of the “Farm Frog” that had been located in Reddish Vale country Park.

(ii)          The allocation of £2, 400 from the Ward Discretionary Budget for the full cost of the “River Frog” that had been located opposite the Heaton Mersey shops.

The Area Committee has given approval the replacement of old bench at Short Street, Hazel Grove with a new black steel bench at a cost of £1200 to be funded from the Area Committee’s Delegated Budget (Hazel Grove Ward Allocation).

The Area Committee has given approval to:-

(i)            the allocation of £1,200 from the Area Committee’s Delegated Budget (Bredbury Green & Romiley ward allocation) for the outstanding balance of the ‘Theatre Frog’ that had been located in Romiley Precinct.

(ii)               the allocation of £2,400 from the Area Committee’s Delegated Budget (Bredbury & Woodley ward allocation) for the full cost of the ‘Baker Frog’ that had been located in Woodley Precinct.

The Area Committee has given approval to an application from St Winifred’s Monday Club for an increased grant of £1,500 from the Ward Flexibility Funding Budget (£1,000 from Heatons South and £500 from Heatons North ward allocations) towards the cost of a Christmas meal to bring everyone together and repair the loneliness and the damage caused by the pandemic to the minds and friendships of all our members.

The Area Committee has approved Ward Flexibility Funding of £250 to the Heald Green Christmas Committee towards the cost of a Christmas event to be held in Heald Green on 28 November 2021.

The Area Committee has given approval to:-

(i)     the allocation of £2,400 from the from the Place Directorate Reserve Budget for the full cost of the ‘Industry meets Nature’ that had been located in Offerton Precinct.

(ii)    the allocation of £2,400 from the Place Directorate Reserve Budget for the full cost of the ‘Florence Frog’ that had been located in Stepping Hill Precinct.

(iii)   the allocation of £2,400 from the Place Directorate Reserve Budget for the full cost of the ‘Hazel Frog’ that had been located in Hazel Grove Precinct.

The Area Committee has considered the findings of a consultation exercise in relation to a proposed road safety around schools scheme around Great Moor Primary School and has given approval to the following:-

(1)   Legal advertising of the package of traffic regulations detailed in Appendix A to the report and the associated revocations and, subject to the receipt of no objections within 21 days of the advertisement date, the subsequent making of the orders.

(2)   The installation of signage, implementation of dropped kerbs with tactile paving; bollards; and new school warning signs associated with the above traffic regulation order and as detailed in the report.

Any costs associated with this decision are to be funded from the Road Safety around Schools programme budget allocation.

The Area Committee has given approval for the proposals including the
