The Area Committee has given approval to an application received from Wendy Green to hold the annual Paws and Play event in Lumb Lane Park on Monday 1^st May 2023, subject to the event organiser obtaining the correct permissions including Health and Safety paperwork, insurances, site plan and payment of agreed fees and charges.

The Area Committee has given approval to an application received from Bramhall and Woodford Rotary Club to hold their annual Duck Race and Family Fun Day event in Bramhall Park on Sunday 21^st May 2023, subject to the event organiser obtaining the correct permissions including a Temporary Events Notice, Health and Safety paperwork, insurances and payment of agreed fees and charges.

The Area Committee has given approval to an application received from Hursthead Outdoor Spaces Society for a grant of £600 from the Ward Flexibility Budget (£100 from Bramhall South & Woodford and £500 from Cheadle Hulme South) towards the cost of improving Thorn Grove Park by replacing play equipment, creating a safe space for local people to meet and purchasing a noticeboard to keep the public updated of upcoming plans.

The Area Committee has given approval to an application received from I Am Wendy Green for a grant of £750 from the Ward Flexibility Budget (£500 from Bramhall South & Woodford, £250 from Bramhall North ward allocations) towards the cost of running a Paws and Play dog show and family fun day for local residents and the wider community.

The Area Committee has given approval to an application received from Bee Sober CIC for a grant of £70.50 from the Ward Flexibility Budget (£23.50 from Bramhall North, £23.50 from Bramhall South & Woodford and £23.50 from Cheadle Hulme South wards allocation) towards the cost of organising walk and talk events, supplying refreshments, and the printing of leaflets and posters to increase awareness to support those in recovery.

The Area Committee has given approval to the introduction of a pedestrian dropped crossing on Dale Road, as shown on Drawing No: NM18-6372-000, as appended to the report, at a cost of £3,650 to be funded from the Area Committee’s Delegated Budget (Marple North ward allocation).

The Area Committee has authorised the Director of Place Management to determine the locations for the installation of mobile speed indicator devices within the Bramhall North, Bramhall South & Woodford and Cheadle Hulme South wards (four locations per ward) following consultation with the Highway Ward Spokespersons.

The Area Committee has declined to make a grant to Drawing Board Productions on this occasion on the grounds that it was felt there was insufficient information in the application to be able to justify the making of a grant. 

The Area Committee has given approval to an application from Bee Sober CIC for a grant of £56.40 from the Ward Flexibility Budget (£28.20 from Marple North and £28.20 from Marple South ward allocations) towards the cost of organising walk and talk events, supplying refreshments, and the printing of leaflets and posters to increase awareness to support those in recovery.

The Area Committee has declined to make a grant to Brazilian Festival on this occasion on the grounds that it was felt there was insufficient information in the application to be able to justify the making of a grant.  

The Area Committee has given approval to the proposals associated with the ITB – Ramilies Estate Scheme and to the legal advertising of the Traffic Regulation Orders contained in Appendix A to the report and, subject to no objections being received within 21 days of the advertisement date, the subsequent making of the orders to be funded from the ITB budget.

The Area Committee has authorised the Director of Place Management to determine the locations for the installation of mobile speed indicator devices within the Marple North and Marple South & High Lane wards (four locations per ward) following consultation with the Highways Ward Spokespersons.

The Area Committee has given approval to an application received from the Friends of Heaton Moor Park for a grant of £757 from the Ward Flexibility Budget (£500 from Heatons North and £257 from Heatons South ward allocations) towards the cost of grounds maintenance equipment.

The Area Committee has given approval to Network Management’s commendation that no further action be taken in relation to the introduction of a residents permit parking scheme on Bulkeley Road, Newboult Road and New Hey Road, Cheadle, and to the return of the £3,000 funding previously allocated from the Cheadle and Gatley Delegated Ward Budget to progress a scheme, to the ward budget, due to the discontinuation of the scheme.

The Area Committee has given approval to an application received by the Council from Morleys Funfair to hold a Family Funfair at Torkington Park on 29 June - 2 July 2023, subject to the organiser producing the appropriate health & safety documentation, insurances being in place and paying the fee.

The Area Committee has given approval to an application received from the Friends of Tangshutt Fields to hold a ‘May Day on the Meadow’ event at Tangshutt Fields on the 1 May 2023 subject to all appropriate paperwork and licences being obtained and submitted to the Council at least one week prior to the event taking place.

The Chief Executive and Director of Education, Work & Skills are recommended to give approval to the pausing of considerations of the discontinuance of St Mary’s RC Primary School until June 2023 at which point, should it be necessary, a further officer decision will be taken regarding the progress of the discontinuance process.

The Council Meeting has given approval to the following in respect of the Council Tax and Business rates Discounts and Exemptions:-

(1) That the CASC Top-up scheme be continued for the year 2023/24, enabling CASCs to achieve 100% relief from Non-Domestic Rates, provided they meet the qualifying criteria at Appendix 2.

(2) That Charity Relief remains limited to the 80% Mandatory Relief for the year 2023/24.

(3) That Rural Rate Relief continues to be limited to 50% Mandatory Relief for the year 2023/24 and should any village shops be established in the future then additional discretionary relief should be awarded up to 100%.

(4) That the 50% discount and qualifying criteria for Not-for-Profit organisations be maintained for the year 2023/24.

(5) That the local scheme for large businesses which are new to the Borough or those undergoing significant expansion in the Borough be continued for 2023/24.

(6) That the continuation of a case-by-case approach for Business Rates discounts where exceptional circumstances exist be continued for 2023/24. It is unlikely that Exceptional Circumstances Relief would be awarded to an organisation which was in receipt of support from the Council, either grant funded or commissioned.

(7) That the Council continues to no longer offer a Council Tax discount in respect of unoccupied and unfurnished properties for 2023/24.

(8) That the maximum Council Tax premium charges continue to be applied in respect of unoccupied and unfurnished properties at the rates shown at para 4.3.3 for 2023/24.

(9) That any Council Tax liability for care leavers up to the age of 25 be reduced to zero for 2023/24.

(10) That Stockport’s Council Tax Support scheme is maintained for 2023/24 as detailed at Appendix 5.

(11) That the Council Tax discretionary fund is set at £0.385m for 2023/24, supporting customers facing financial difficulty, with no alternative means. 

(12) That delegation is given to the Deputy Chief Executive in consultation with the Cabinet Member for Finance and Resources to review and adjust the Council Tax discretionary fund during 2023/24 capped at a total fund of £0.500m if required, to support the Council’s cost-of-living response.

(13) That the Revenues & Benefits Discretionary Support Policy at Appendix 6 is endorsed for 2023/24.

(14) That approval be given to the setting of the Council’s 2023/24 Council Tax Taxbase at 97,533.30 Band D equivalent dwellings.

The Council meeting has:-

(1) Noted the report and the treasury activity in the first half of the financial year.

(2) Noted the revised interest rate forecasts for PWLB rates over the short and medium term, which will drive the Council’s long-term borrowing strategies going forward.

(i)            Scheme 1 – Improvements at the A6 / Manchester Road Junction including incorporation of Toucan crossings;

(ii)           Scheme 2 – New Toucan crossing on the A6 at Heathfield Road / Cambridge Road including retaining two way working on the side roads;

(iii)         Scheme 3a - Improvements at the A6 / School Lane / Heaton Moor Road Junction as detailed in the report;

(iv)         Scheme 4a – Improvement at the Manchester Road / School Lane Junction as detailed in the report;

(v)          Scheme 4c – Cycleways at Manchester Road and School Lane / Broadstone Road but with the Manchester Road cycleways in the form of footway/cycleways;

(vi)         Scheme 5 – Cycleways on School Lane and Toucan crossing on Broadstone Road between Nelstrop Road and Downham Road modified to reduce impact on parking;

(vii)        Scheme 6 – 20mph speed limit on residential streets as listed in the report;

(viii)       Scheme 7 – Side road entry treatments as listed in the report; and

(ix)         Scheme 8 – Bus stop improvements as listed in the report but not moving the Southbound stop on School Lane.
