Many residents and community groups contact Councillors to express concerns about seemingly increasing incidents of sewer pollution to rivers and streams in our area. The national and local media highlight some of these issues and has become more high profile in the past year or so, particularly with Climate Change. Some campaign groups are encouraging dialogue with relevant authorities to try and improve our rivers for many reasons.

Werneth Area has a number of rivers and streams running through its area and was aware of recent reports on their poor condition with regard to pollution levels. It was therefore agreed the Scrutiny Review of Sewage pollution in local waterways and rivers was needed this is the resultant report

The Council's Medium Term Financial Plan (MTFP) forecasts and assumptions for 2024/25 to 2026/27 as part of setting a robust and resilient budget and financial plan to meet the unprecedented uncertainty, volatility and risk within the financial landscape. This report builds on those updates considering any further national and local changes impacting on the 2024/25 Budget and MTFP.

This report builds on previous updates to scrutiny and cabinet and presents the cabinet’s change proposals for final consideration ahead of Budget Council in February 2024. The report sits alongside a suite of budget papers presented elsewhere on this agenda.

Part A outlines the outcomes of the Medium Term Financial Plan (MTFP) Update, highlighting the continuing financial challenges and the adjustments needed to the approved MTFP forecasts and assumptions in order to present the most accurate forecast of the Council’s financial position and saving requirement over the medium term period. It is recommended that the updating of the MTFP continues to be iterative and the underpinning MTFP forecasts and assumptions retested throughout the year and reported to Cabinet and Scrutiny Committees as part of the Council’s 2024/25 budget setting process.

Part B outlines the Cabinet’s response to addressing the financial challenges the Council faces over the medium term period.
The Cabinet’s ambition remains on delivering impactful and outcomes-focused transformational change for communities and businesses across Stockport. This will involve bold and ambitious decisions about how the Council works in the future. However, in order to do that the Council needs a robust and resilient budget and MTFP to enable us to face and respond to the unprecedented uncertainty, volatility and risk ahead.
The report provides an overview of the significant complexity facing the Council’s financial position. It outlines the approach the Cabinet is proposing to take to meet the budget gap identified within the MTFP update and introduces a series of proposals which seek to deliver a financially resilient position.
