The Executive Meeting considered an update on the first phase of the consultation on the A6 to Manchester Airport Relief Road scheme and the proposed next stages in the development of the scheme, and has agreed that:-
· a report be prepared on the first phase of the consultation process and a proposed preferred scheme be prepared for consideration by relevant scrutiny committees and the Executive in spring 2013 and that work commences on developing the second phase of public consultation for the preferred scheme; and
· work continue on developing the draft documents to accompany the proposed planning application for the scheme.
The Executive Meeting considered an update on the A6 to Manchester Airport Relief Road Scheme, including proposed councillor involvement in the process over the next year and the proposed consultation process.
The Executive Meeting then agreed
· to the commencement the consultation process for the A6 to Manchester Airport Relief Road scheme in autumn 2012 and that approval of the detailed consultation and engagement plan and material be delegated to the Chief Executive in consultation with the Executive Councillor (Economic Development & Regeneration)
· the proposed councillor engagement process as detailed in paragraphs 3.3-3.8 of the report.
(Note: The Leader of the Council clarified at the meeting that the proposed commencement of the consultation scheme was autumn 2012, not 2013 as stated in the report.)
The Executive Meeting considered an update on the business case for the A6 to Manchester Airport Relief Road Scheme and has agreed that:-
· approval be given to the submission of the business case for the A6 to Manchester Airport Relief Road Scheme to the Department of Transport and that the approval of the final submission be delegated to the Chief Executive in consultation with the Executive Councillor (Economic Development & Regeneration) and
· subject to the final approval of the Combined Authority to allocate funding from the Earn Back model to the Scheme, the Corporate Director for Corporate and Support Services be authorised to sign the Section 151 Agreement on behalf of the three promoting authorities with regards to the estimated costs and funding of the Scheme for the purposed of submitting the business case to the Department of Transport.
