The Executive Meeting considered a proposal to vary the current Development Agreement made between the Council and THI Riverside Limited for the redevelopment of Dialstone Centre and Blackstone Fields to allow the Developer to secure an end user operator for the care retirement element of the scheme and has given approval to the preferred Option 2 in the report) and delegated authority to negotiate the required amendments to the Development Agreement to the Service Director (Place Development) and the Corporate Director for Corporate and Support Services in consultation with the Executive Councillors (Governance & Support Services) and (Economic Development & Regeneration).
The Executive Meeting noted progress with the redevelopment scheme for Dialstone Centre, Blackstone Fields and the former Dial Park School sites and delegated to the Corporate Director of Place and the Corporate Director for Corporate and Support Services, in consultation with the relevant Executive Councillors, authority to:
(i) progress the re-opening of Offerton Social Club as a community facility as detailed in the report;
(ii) allow the extension of the longstop date as detailed in the report, and
(iii) incur expenditure to progress the scheme subject to ensuring that all costs be within the envelope of affordability from any future estimated capital receipt.
