The report details an application from Northern Beer Traders Ltd for a premises licence to be granted under the Licensing Act 2003 at Traders, 111-115 Stockport Road, Marple, SK6 6AF.

A representative of the Director of Place Management submitted a report (copies of which had been circulated) detailing an application from Northern Beer Traders Ltd for a new premises licence to be granted under the Licensing Act 2003 at Traders, 111-115 Stockport Road, Marple, SK6 6AF, seeking to permit:-
· Sale of alcohol (on and off the premises) from Monday to Sunday between 11:00 – 00:00 hours
· Recorded music (indoors) from Monday to Sunday between 11:00 – 00:00 hours
The applicant attended the meeting and answered questions in relation to the application.
A representative from the Licensing Authority attended the meeting and answered questions in relation to the application
The Sub Committee, having heard the interested parties, proceeded to consider the licensing objectives in respect of the application, together with the relevant parts of Stockport Council’s Licensing Policy. The decision was then reached on consideration of all the arguments given in relation to this specific application.
The Sub Committee found the following:-
(i) Crime and Disorder
The Sub Committee was satisfied that no relevant representations had been raised in respect of this licensing objective.
(ii) Protection of Children
The Sub Committee was satisfied that no relevant representations had been raised in respect of this licensing objective.
(iii) Public Safety
The Sub Committee was satisfied that no relevant representations had been raised in respect of this licensing objective.
(iv) Public Nuisance
The Sub Committee was satisfied that relevant representations had been raised in respect of this licensing objective. Specifically, the representations raised concerns in relation to the increased potential for noise disturbance to neighbouring properties as a result of the proposed additional hour for the playing of recorded music at the premises.
The Sub Committee was satisfied that the applicant had demonstrated that sufficient mitigations were in place to address these concerns, noting with approval that the music-based events would be moving to a section of the building with enhanced soundproofing and double glazed windows. The Sub Committee further noted that the premises had already been operating and playing recorded music up to 23:00 hours for a number of years without issue.
Therefore, the Sub Committee agreed to grant the application that sought the sale of alcohol (on and off the premises) from Monday to Sunday between 11:00 – 00:00 hours and the playing of recorded music (indoors) from Monday to Sunday between 11:00 – 00:00 hours. The Sub Committee agreed to impose the conditions as proposed by the applicant.

RESOLVED – (1) That approval be given to the sale of alcohol (on and off the premises) from Monday to Sunday between 11:00 – 00:00 hours;
(2) That approval be given to the playing of recorded music (indoors) from Monday to Sunday between 11:00 – 00:00 hours;
(3) That approval be given to the following seasonal variations for the supply of alcohol:-
· New Years Eve – 11:00 – 01:00 hours
· Christmas Eve – 11:00 – 01:00 hours
(4) That approval be given to the imposition of the following further conditions, as proposed by the applicant in agreement with Greater Manchester Police:-
· The premise is to operate an effective CCTV system which is to be maintained in good working order at all times the premises is open for business.
· The recording medium (e.g. discs / tapes / hard drive etc) and associated images are to be retained and securely stored for a minimum period of 28 days and are to be made available to the Police Constable / Authorised Officer of the Licensing Authority upon request.
· The Designated Premises Supervisor is to provide the Police with the contact details of at least two members of staff (or other person(s)) who are trained and familiar with the operation of the equipment so that, at the expense of the Premises Licence holder, they are able to check that the equipment is operating properly and that they are able to provide copies of recorded data upon request and within no more than 24 hours from the time of the request.
· The Premises Licence holder / Designated Premises Supervisor must notify the Licensing Office or the Police in the event of CCTV breakdown or malfunction as soon as is reasonably practicable and in any event within 24hrs.
· The premises will operate a “Challenge 25” proof of age policy which will require any person who appears to be under the age of 25 to produce identification to prove they are 18 or over.
· Only a passport, photo-card driving licence, Armed Forces ID cards or a proof of age card bearing the official “PASS” accreditation hologram should to be accepted as proof of age.
· The premises is to maintain an incident book to record details of the following:-
- Any violence or disorder on or immediately outside the premises,
- Any incident involving controlled drugs (supply / possession or influence) on the premises,
- Any other crime or criminal activity on the premises,
- Any call for police assistance to the premises,
- Any ejection from the premises,
- Any first aid/other care given to a customer.
