3.

To consider a report of the Democratic Services Manager.

 

The report provides an update on progress since the last meeting on decisions taken by the Area Committee and details the current position on area flexibility funding. The report also includes the current position on the highway and traffic management delegated budget.

Minutes:

A representative of the Democratic Services Manager submitted a report (copies of which had been circulated) updating the Area Committee on progress since the last meeting on decisions taken by the Area Committee, the current position on Ward Flexibility Funding and the Highway Maintenance and Traffic Management delegated budget.

 

RESOLVED – That the report be noted.

To report any urgent action taken under the Constitution since the last meeting of the Committee.

Community Engagement

5.(i)

Chair's Announcements

To receive any announcements from the Chair about local community events or issues.

Minutes:

The Chair announced that on the 6 December 2012 the Christmas Lights on Gatley Green, Gatley would be switched on, subject to the approval of the on-street event application later on the agenda, (Minute 15 refers)and that St. Ann’s Hospice’s ‘Light up a Life’ event was taking place in Oak Meadow Park in Cheadle Hulme on the same date.

5.(ii)

Neighbourhood Policing

Councillors and members of the public are invited to raise ‘Neighbourhood Policing’ issues with the local Neighbourhood Policing Team.

Minutes:

Inspector Steve Gilbertson (Greater Manchester Police) attended the meeting to report on current issues and answer questions from Councillors and members of the public in relation to Neighbourhood Policing issues within the Cheadle area.

 

The following issues were raised/comments made:-

 

      The success of Operation Treacle in helping to address anti-social behaviour in the lead up to Halloween and Bonfire Night.

      Problems caused by inconsiderate and dangerous parking in the vicinity of local schools.

      Problems caused to local residents by players and spectators from football teams parking on Grange Park Road, Cheadle.

      The closure of Lee Street police station and the transfer of some staff to Fred Perry House.

      Fireworks let off on Sycamore Walk and a bonfire being lit in Diamond Jubilee Park, Cheadle.

       

RESOLVED –That Inspector Gilbertson be thanked for his attendance and presentation.

5.(iii)

Public Question Time

Members of the public are invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice (Questions must be submitted prior to the commencement of the meeting on the cards provided. These are available the meeting and at local libraries and information centres.  You can also submit via the Council’s website at www.stockport.gov.uk/publicquestions.

5.(iv)

Public Realm

The local Public Realm Inspector will attend the meeting to provide an update on matters raised at the last committee meetings. Councillors and Members of the public are invited to raise issues affecting local environmental quality.

Minutes:

David Wilson (Public Realm Inspector) attended the meeting to report on current issues and to answer questions from Councillors and members of the public in relation to public realm issues within the area represented by the Cheadle Area Committee.

 

The following comments were made/issues raised:-

 

           Problems caused by the incorrect presentation of waste.

           Bogus telephone callers advising people that their black bins were full and that their home was being re-valued.

           The arrangements for waste collection over the Christmas/New Year period.

           A request for information on successful prosecutions for fly tipping.

 

RESOLVED – That David Wilson be thanked for his attendance and presentation.

 

5.(v)

Petitions

To receive petitions from members of the public and community groups.

Minutes:

Kath Hallworth from the West Cheadle Residents Association submitted a petition requesting the Area Committee to give consideration to the introduction of Residents Only Parking Scheme on Warren Avenue, Cheadle.

 

RESOLVED – That the petition be referred to the Service Director (Place Management) for investigation and a report submitted to a future meeting of the Area Committee.

5.(vi)

Open Forum

In accordance with the Code of Practice no organisation has indicated that they wished to address the Area Committee as part of the Open Forum arrangements.

A representative of the Democratic Services Manager reported that no organisations had indicated that they wished to address the Area Committee as part of the Open Forum arrangements.

5.(vii)

Ward Flexibility Funding

To consider any applications for Area Flexibility Funding or to receive feedback from organisations who have received funding.

 

(i)            Oak Meadow Focus Group

(ii)          Cheadle and Gatley U3A

Minutes:

(a) Oak Meadow Focus Group

 

Joyce Buxton of the Oak Meadow Focus Group attended the meeting to answer questions from councillors on the group’s application for funding towards the cost of providing a planted Christmas tree and lighting in Oak Meadow Park.

 

The application would also be considered by the Bramhall and Cheadle Hulme South Area Committee at its meeting on 22 November 2012.

 

RESOLVED – That the Democratic Services Manager be requested to make a grant of up to £1,000 from the Ward Flexibility Fund (Cheadle Hulme North Ward allocation) to the Oak Meadow Focus Group towards the cost of a planted Christmas tree and festive lighting, to match any grant approved by the Bramhall and Cheadle Hulme South Area Committee.

 

(b)Cheadle and Gatley U3A

 

Denise Williams from the Cheadle and Gatley U3A (Gatley Gardening Group) attended the meeting to answer questions from councillors on the group’s application for funding to plant and maintain a display of shrubs and flowering plants in the Patsy Calton Memorial Courtyard Garden at Cheadle Library.

 

RESOLVED –  (1) That the Democratic Services Manager be requested to make a grant of £255 from the Ward Flexibility Fund to the Cheadle and Gatley U3A for funding to plant and maintain a display of shrubs and flowering plants in the Patsy Calton Memorial Courtyard Garden at Cheadle Library.

 

(2) That the funding of £255 be split equally between the Cheadle and Gatley and Cheadle Hulme North Wards.

6.

To consider the development applications where members of the public have attended the meeting in order to speak or hear the Area Committee’s deliberations.

A development application was submitted.

The Service Director (Place Development) is authorised to determine conditions and reasons and they are not therefore referred to in committee minutes unless the committee makes a specific decision on a condition or reason. The Chair outlined the procedure approved by the Council for public speaking on planning applications.

In respect of plan no. 50437 for a residential development for up to 168 dwellings with open space, access and associated infrastructure (outline) on land off Europa Way, Bridgehall, Adswood

 

a representative of the applicant spoke in support of the application.

RESOLVED – That the Planning and Highways Regulation Committee be recommended to grant the application, but the Area Committee’s concerns regarding the potential for increased traffic generation on the surrounding roads be conveyed to that Committee.

The report summarises recent appeal decisions; lists current planning appeals and dates for local enquiries; informal hearings for planning appeals, and enforcement action within the Cheadle Area Committee area.

To consider a joint report of the Service Director (Place Management) and Service Director (Legal and Democratic Services)

 

The Area Committee is requested to consider whether to enter into a dedication agreement with the landowner in respect of a footpath over land off The Paddock, Cheadle, as shown marked A-B on the plan attached as Appendix 1, and the dedication of public footpaths over land owned by the Council marked B-C and B-D on the plan attached at Appendix 1.

A representative of the Service Director (Place Management) submitted a joint report of the Service Director (Place Management) and Service Director (Legal and Democratic Services) (copies of which had been circulated) requesting the Area Committee to consider whether to enter into a dedication agreement with the landowner in respect of a footpath over land off The Paddock, Cheadle.

 

RESOLVED – (1) That an agreement be entered into with the landowner for the dedication of a public footpath over the route shown between Points A-B on the plan attached at Appendix 1 to the report.

 

(2) That approval be given to dedicate public footpaths over the routes between Points B-C and B-D on the plan attached at Appendix 1 to the report.

The Tea Rooms would be responsible for the cost of installation and subsequent energy and water bills.

To consider a report of the Service Director (Place Development)

 

This report advises the Area Committee of the intention to hold the Annual Review of Outcomes Tour on 15 March 2013.

 

The Area Committee is requested to recommend a completed development site within its area to be included on the list of sites to be inspected on the tour and to nominate Members to attend it.

(NOTE: The Chair was of the opinion that this item, although not included on the agenda, should be considered as a matter of urgency in accordance with Section 100 b(4) (b) of the Local Government Act 1972 to enable the Area Committee to make nominations for the Annual Review of Outcomes Tour sufficiently in advance of the proposed date of the Tour to enable the necessary logistical arrangements to be made).

 

A representative of the Democratic Services Manager submitted a report of the Service Director (Place Development) (copies of which had been circulated) detailing proposals to hold the Annual Review of Outcomes Tour on Friday 15 March 2013 and requesting the Area Committee to submit a recommendation for a completed development site within the Cheadle area to be included on the list of sites to be inspected by the Tour delegates.  In addition, the Area Committee was also asked to provide nominations for councillors to attend.

 

RESOLVED – (1) That the Service Director (Place Development) be advised that on this occasion there are no suitable sites in the Cheadle area for the Review of Outcomes Tour to visit.

 

(2) That Councillors Sylvia Humphreys, Adrian Nottingham, Paul Porgess, Iain Roberts and June Somekh be nominated to attend the Tour.

This report advises the Area Committee of an on street event application for the use of Gatley Green, Gatley for a Christmas Lights switch on event on 6 December 2012 at 7.00pm.

 

The Area Committee is requested to approve the application.
