Portfolio Performance and Resources - Year-End Reports 2024/25 To consider a joint report of the Deputy Chief Executive and the Director of Place Management.
The report presents the Year-End Portfolio Performance and Resource Reports (PPRRs) for the Climate Change & Environment and Economy, Regeneration & Housing Portfolios. The Year-End Reports focus on delivery of the portfolio priorities from October 2024 to March 2025. They include forecast performance and financial data (where this is available) for the portfolios, along with an update on the portfolio savings programmes.
The Scrutiny Committee is recommended to
(1) Consider the Year-End Portfolio Performance and Resource Reports;
(2) Review the progress against delivering key projects, priority outcomes, targets and budgets for 2024/25;
(3) Highlight key areas of and responsibility for taking forward corrective action to address any performance or resource issues;
(4) Highlight any significant issues or changes to be fed back to the Cabinet alongside the Corporate Performance and Resource Report;
(5) Identify how areas of strong performance and good practice can be shared in other services.

Climate Action Now (CAN) Annual Report 2024/25 To consider a report of the Director of Place Management.
The 5th CAN annual report outlines progress made by the council in implementing the Climate Action Now (CAN) programme over the last financial year 2024-25. It focuses on projects completed or underway aligned to each of the core CAN programme workstreams: Council CAN, Renewable Energy, Low Carbon Buildings, Sustainable Transport, Natural Environment and Climate Friendly Borough.
The Scrutiny Committee is recommended to comment on and note the report and endorse the publication of the report on the Council’s website.

ONE Stockport Climate and Nature (CAN) Strategy 2025 - 2030 To consider a report of the Director of Place Management.
After declaration of a climate emergency in 2019 by the council, the first CAN strategy was devised and adopted in 2020. The initial strategy set out a 5-year plan which indicated it would be updated in future years. This approach was also in line with the wider GM Environment Plan, which also spanned 5-year periods, with the most recent published by GMCA in December 2024 which covers a plan for 2025-2030.
The attached papers are a ‘refresh’ of Stockport Council’s CAN strategy which covers the next 5-year period from 2025 to 2030.

Joint Greater Manchester Waste and Minerals Plan To consider a report of the Deputy Chief Executive.
Greater Manchester leaders at the Association of Greater Manchester Authorities (AGMA) Executive Board meeting on 28th March 2025 agreed to the production of a statutory Greater Manchester Joint Minerals and Waste Plan (GMJMWP) for Greater Manchester. This report considers the necessary resultant steps required in relation to the decision making process.
