To consider a report of the Stockport Place Finance Lead (NHS GM)

The purpose of the report is to consider the proposed Section 75 Agreement and Memorandum of Understanding between NHS Greater Manchester and Stockport Metropolitan Borough Council. Section 75 of the National Health Service Act 2006 allows partners (NHS bodies and councils) to contribute to a common fund which can be used to commission health or care related services. This power allows a local authority to commission health services and NHS commissioners to commission social care services. It enables joint commissioning and commissioning of integrated services.

The Board is asked to - 

(1)  Approve the S75 agreement for the three-year period 1 April 2024 to 31 March 2027.

(2)  Approve the Memorandum of Understanding for the two-year period 1 April 2024 to 31 March 2026.

To consider a report of the Director for Finance (S151 Officer) (SMBC) and Stockport Place Finance Lead (NHS GM)

This report provides the Board with the Better Care Fund (BCF) End of Year Template, which was submitted to the national BCF Team within the submission deadline of 6 June 2025, and to also provide the Board with an update on the overall financial performance of the BCF for the year ending 31 March 2025.

The Board is asked to:

1)    Approve the BCF 2024-25 Year End Template submitted to the National BCF Team by 6 June 2025.

2)    Note the finance performance of the BCF the year ended 31 March 2025.

This report provides an update on the Better Care Fund (BCF) Planning Submission for 2025/26 which was submitted to NHS England on 31 March 2025.

To consider a report of Deputy Place Lead, NHS GM Integrated Care Board (Stockport)

The purpose of this report is to inform the Health and Wellbeing Board of the latest NHS GM position in responding to the enforcement undertakings issued in July 2024.

The Board is asked to note the progress made against the undertakings.

To consider a report of the Deputy Place Lead, NHS Greater Manchester (GM) Integrated Care Board (Stockport)

The purpose of this report is to inform the Health and Wellbeing Board on the latest update on NHS Greater Manchester’s response to NHS Reform announced by the UK Government on 12 March 2025.

The Board is asked to note the update particularly -

1)    The continued commitment in GM to integrated care through our proven model;

2)    The partnership engagement to date and ongoing commitment to this; and

3)    The development of a strengthened place-based locality model for GM.
