Councillors and members of the public are invited to raise ‘Neighbourhood Policing’ issues with the local Neighbourhood Policing Team.

Members of the public are invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice (Questions must be submitted prior to the commencement of the meeting on the cards provided. In accordance with the Code of Practice no organisation has indicated that they wished to address the Area Committee as part of the Open Forum arrangements.

To consider an application received from Odyssey Art Academy for Ward Flexibility Funding for a total grant of £960 (£50 from Heatons North and £50 from Heatons South ward allocations) towards the cost of hosting a series of acting workshops, culminating in a public performance, to empower individuals, particularly those from marginalised or vulnerable backgrounds.

To consider an application received from Feel Good Fridays @ Heaton Norris Community Centre for Ward Flexibility Funding for a total grant of £1,000 (£200 from Heatons North, £300 from Heatons South, £100 from Reddish North and £100 from Reddish South ward allocations) towards the cost of a day trip to Buxton for members of the group.

To consider an application received from Heaton Mersey Village Cricket Club for Ward Flexibility Funding for a total grant of £945 (£45 from Heatons North, £45 from Heatons South, £45 from Reddish North and £45 from Reddish South ward allocations) towards the cost of hosting a family fun day open to the community. The club draws members from across the Stockport Borough.

To consider a report of the Deputy Chief Executive.

The following development applications will be considered by the Area Committee:-

Change of use of existing residential dwelling (use class C3) to 8-bedroom single occupancy House in Multiple Occupation (use class Sui Generis).

The Area Committee is requested to grant planning permission subject to conditions and the completion of a Section 106 legal agreement to secure financial contributions of £2,992.00 towards public open space provision and maintenance (plus monitoring and reporting fees).

To consider a report of the Director of Place Management.

The report details the legal advertising of the Traffic Regulations Orders relating to ‘No Waiting at Anytime’ restrictions on parts of Moston Street and Williamson Street in Reddish.

The Area Committee is asked to: -

a)    Approve the legal advertising of the Traffic Regulation Orders at a cost of £850 to be funded from the Delegated Ward Budget (North Reddish) as shown in Part A. of the Appendix as follows: -

Moston Street

Both sides from the Northern kerb line of Williamson Street for a distance of 10 metres in a Northerly direction.

Williamson Street

Northern side from a point 10 metres West of the Western kerb line of Moston Street in an Easterly direction to a point 10 metres East of the Eastern kerb line of Moston Street (to tie-in with the aforementioned).

b)    Recommend that the Cabinet Member (Parks, Highways and Transport Services) approves the legal advertising of the Traffic Regulation Orders as shown in Part B. of the Appendix as follows: -

Northern side from the Western kerb line of Gorton Road for a distance of 18 metres in an Easterly direction.

To consider a report of the Director of Place Management.

The report provides details relating to ‘A Traffic Regulation Order’(TRO) for the Road Safety around Schools – Whitehill Primary School in Heaton Norris which was approved for advertisement on 2 December 2024 which was subsequently legally advertised between Wednesday 29 January 2025 and Tuesday 18 February 2025, with five objections being received and considered by the Heatons & Reddish Area Committee on the 10 March 2025.

The Area Committee is asked to comment on and recommends that the Cabinet Member for Parks, Highways and Transport Services approves the legal advertisement of the amended Traffic Regulation Orders (TRO’s) as set out in Appendix A of the report, and that subject to no objections being received within 21 days from the advertisement date, that the Orders be made.
