The Chair reported that a representative of Greater Manchester Police had been unable to attend the meeting, but welcomed any neighbourhood policing questions or issues to be raised.

 

It was commented that although a representative of Greater Manchester Police was not in attendance at the meeting, members were in regular contact with the Police.

Two public questions were submitted relating to Item 8 - City Region Sustainable Transport Settlements – A6 Corridor Improving Journeys

 

RESOLVED – That the Director of Place Management be requested to respond to the questioners in writing.

 

One further public question was submitted relating to Item 15 - Broadstone Road, Keswick Road & Briarfield Road, Reddish – Toucan Crossing Objection Report.

 

The following comments were made/issues raised: -

 

·       It was commented that the questioner’s address was included in the proposal so should have received notification by letter in addition to the public notices posted.

·       It was noted that the alternative proposal submitted by the questioner had been included in the report.

RESOLVED – That the Director of Place Management be requested to respond to the questioner in writing.

To consider a report of the Director of Development & Regeneration.

 

The report provides an update on delivering Reddish District Centre Action Plan including recent successes and priorities for the next 6 months.

 

The Area Committee is asked to:-

 

a)    Note the progress made in delivering projects and events.

b)    Provide feedback on initial ideas for priority projects to allocate the £5,000 UKSPF which will be discussed with Reddish Vision Group.

Darren Flannery attended the meeting to provide an update on delivering the Reddish District Centre Action Plan including recent successes and priorities for the next 6 months.

 

The following comments were made/issues raised: -

 

·       Members expressed their appreciation for the work that had already been undertaken and were pleased with the success of events such as ReddFest and were looking forward to the Christmas Light Switch On event planned for later in the year.

·       It was stated that the work in the community to support residents with their skills, raise awareness of statutory responsibilities and also helping the volunteers was welcomed.

·       The opportunities for development of a food and hospitality workshop for businesses across Stockport would be organised to be held in September 2024.

·       It was suggested that the potential for a cargo bike hire scheme could be explored for future development.

RESOLVED – That the report be noted.

To consider an application received from Heatons Heritage Society for Ward Flexibility Funding for a grant of £1,000 (£250 from each ward allocation) towards the cost of commissioning and installing a blue plaque for the Grade II Listed building - Crown Inn.

A representative of the Assistant Director for Legal and Democratic Governance submitted an application received on behalf of Heatons Heritage Society for a grant of £1,000 from the Ward Flexibility Budget (£250 from each ward allocation) towards the cost of commissioning and installing a blue plaque for the Grade II Listed building - Crown Inn.

 

RESOLVED - That approval be given to an application from Heatons Heritage Society for a grant of £1,000 from the Ward Flexibility Budget (£250 from each ward allocation) towards the cost of commissioning and installing a blue plaque for the Grade II Listed building - Crown Inn.

To consider an application for Ward Flexibility Funding received from DOSportUK for a grant of £400 from the Heatons South ward allocation only towards the cost of Stockport Jets Basketball sessions aimed at people with a learning disability and/or autism, but also open to all ages and abilities.

To consider a report of the Deputy Chief Executive.

 

The report announces the intention to hold the Annual Review of Outcomes on Friday, 4 October 2024 and requests the Area Committee to submit its recommendations for a completed development site within its area to be included on the list of sites to be inspected by the Tour delegates. In addition the Area Committee is asked to provide nominations for delegates to attend.

 

The Area Committee is recommended to:

 

(a)            Nominate a completed development site to be included on the list of sites to be inspected on the 2024 Annual Review Tour.

 

(b)            Nominate Members to attend the Annual Review Tour on 4 October 2024.

A representative of the Deputy Chief Executive submitted a report (copies of which had been circulated) detailing a proposal to hold the Annual Review of Outcomes Tour on Friday 4 October 2024.

 

Members suggested that the developments on Harwood Road and Reuben Street would be the proposed sites.

 

RESOLVED – (1) That the developments on Harwood Road and Reuben Street be nominated to be included on the list of sites to be inspected on the 2024 Annual Review of Outcomes Tour.

 

(2) That Councillor Claire Vibert be nominated as the delegate to attend the Annual Review of Outcomes Tour on Friday 4 October 2024.

8.

City Region Sustainable Transport Settlements – A6 Corridor Improving Journeys pdf icon PDF 1 MB

To consider a report of the Director of Place Management.

 

This report provides the results of a consultation process on the CRSTS A6 Corridor: Improving Journeys, including proposals for improving bus journeys and active travel for the A6 corridor, from the border with Manchester to Stockport Town Centre. The scheme aims to increase the number of people travelling by bus, improve bus journey time, the reliability of frequent services, and increase the number of people travelling using active travel. It includes measures to improve road safety, reduce bus journey times, improve crossings for pedestrians and cyclists, and cycle routes parallel and across the A6 to make walking, wheeling and cycling easier.

 

The Area Committee is asked to consider the contents of the report, noting the results of the recent consultation exercise carried out with residents and businesses in the surrounding area of the proposals, and recommends that the Cabinet Member (Cabinet Member for Parks, Highways & Transport Services) approves the proposed measures.

·         Members welcomed the report and the long term vision and the continued pursuit of the scheme along the A6.

·         It was commented that the lack of a direct, segregated cycle lane on the A6 was disappointing. In response, it was stated that if this was to be achieved, the scheme would be subject to an increased financial and time cost, there would need to be a very large number of land acquisitions and that cycling infrastructure would need considerable investment as part of the proposals.

·         It was suggested that bus lanes could provide protection to cyclists on a direct route and that the hours of operation for the bus lanes could be extended.

·         It was commented that School Street schemes were important and had the support of parents and that enforcement cameras could be introduced to reduce the burden on volunteers.

·         Concern was raised regarding safety and lighting on the proposed cycle lanes.

·         It was stated that there needed to be a more creative approach for better bus usage and more opportunities for walkers and cyclists.

·         Comments were made regarding the St Thomas’ Primary & Infant School schemes on Buckingham Road, Brownsville Road and Tatton Road North aspects of the schemes and that it be reviewed.

·         Option 2A was the preferred option by the Committee.

·         Members expressed an interest in receiving updates as the scheme was progressed.

 

RESOLVED – That the Area Committee recommended that the Cabinet Member (Parks, Highways & Transport Services) approves the implementation of the recommendations contained in Section 6 of this report and that the following ‘elements’ be reviewed by officers in consultation with ward councillors and that the Area Committee be updated of the discussions and activities accordingly: -

 

(1)  That Elements A and E – be reviewed, especially around the subject to review of the measures over the extent of the St Thomas’ Primary and Infant Schools ‘School Street’ Schemes on Buckingham Road, Brownsville Road and Tatton Road North.

 

(2)  That Element B - Preference for Option 2A.

The Area Committee is asked to consider and comment upon the following proposals and recommends that the Cabinet Member for Parks, Highways & Transport Services approves the Traffic Regulation Order set out in Appendix A of this report be established on a permanent basis.

A representative of the Assistant Director for Legal and Democratic Governance submitted a report of the Director of Place Management (copies of which had been circulated) detailing the Permanent and existing Experimental Traffic Regulation Order in relation to St. Thomas’s CoE Primary School, Heaton Chapel as set out in Appendix A of this report.

 

The following comments were made/issues raised: -

 

·       It was suggested that the alternative of permanent signage should be explored. In response, it was stated that there were school streets in the borough which had these installed so this option could be reviewed however the process was complicated.

·       The viability of camera enforcement for the scheme was questioned, to which it was stated that an application had been made to Government however this had been delayed as a result of the General Election.

·       Members welcomed the potential for camera enforcement on school streets.

RESOLVED – That the Cabinet Member for Parks, Highways & Transport Services be recommended to approve the Traffic Regulation Order set out in Appendix A of the report be established on a permanent basis.

The report outlines a request for the award of Ward Discretionary Budget to Norris Bank Open Space for a Covid Memorial sculpture.

 

The Area Committee is asked to recommend that the Cabinet Member for Finance & Resources approves the allocation of £1,230 from the Ward Discretionary Budget (Heaton South) for the Norris Bank Open Space Covid Memorial.

The report provides details relating to the objections which have been returned in relation to the introduction of a Toucan Crossing with associated measures on Broadstone Road at the junctions with Keswick Road and Briarfield Road.

 

The Area Committee is asked to consider the comments in the report and provide approval for the orders to be made as advertised and that objectors are informed of the decision.

A representative of the Assistant Director for Legal and Democratic Governance submitted a report of the Director of Place Management (copies of which had been circulated) detailing objections which had been returned in response to the legal advertising of a Toucan Crossing and associated measures.

 

The following comments were made/issues raised: -

 

·       Concern was expressed concern regarding the loss of parking outside two properties on Broadstone Road and the impact this would have on residents.

·       Members enquired about aspects of the scheme relating to Broadstone Road. In response, it was stated that it would be looked at and as part of the scheme it would be re-kerbed and widened.

RESOLVED – That approval be given for the legal advertising of a Toucan Crossing and associated Traffic Regulation Orders (‘No Waiting at Any Time’ restrictions and raised tables) be introduced on Broadstone Road, Keswick Road and Briarfield Road and objectors be informed of the decision.
