The Chair wished all present a happy New Year. The Chair, on behalf of the Committee thanked all the Heatons and Reddish community groups for their support in helping residents celebrate the Christmas period in a number of different ways.

Neighbourhood Policing

Councillors and members of the public are invited to raise ‘Neighbourhood Policing’ issues with the local Neighbourhood Policing Team.

It was reported that the Neighbourhood Police Sergeant Daniel Jones (Greater Manchester Police) was unable to attend the meeting, but welcomed any neighbourhood policing questions or issues to be raised.

 

The Chair informed the Committee that Sergeant Daniel Jones would be attending the next meeting in March 2023 and would respond accordingly.

To consider an application for Ward Flexibility Funding received from the Friends of Heaton Moor Park for a grant of £757 (£500 from the Heatons North and £257 from the Heatons South ward allocations) towards the cost of grounds maintenance equipment.

A representative of the Friends of Heaton Moor Park attended the meeting and submitted an application for a grant from the Ward Flexibility Budget towards the cost of grounds maintenance equipment.

 

RESOLVED – That approval be given to an application received from the Friends of Heaton Moor Park for a grant of £757 from the Ward Flexibility Budget (£500 from Heatons North and £257 from Heatons South ward allocations) towards the cost of grounds maintenance equipment.

To consider an application for Ward Flexibility Funding received from Bee Sober CIC for a grant of £244.40 (£47.00 from Heatons North, £56.40 from Heatons South, £70.50 from Reddish North and £70.50 from Reddish South wards allocation) towards the cost of organising walk and talk events, supplying refreshments, and the printing of leaflets and posters to increase awareness to support those in recovery.

The report details a proposal to approve permanent measures relating to the Active Neighbourhood scheme in the Heatons.

 

The Area Committee is requested to recommend that the Cabinet Member for Highways, Parks and Leisure Services gives approval to the legal advertisement of the package of traffic regulation orders and associated measures detailed in Appendix A of the report, and subject to the receipt of no objections within 21 days from the advertisement date, the subsequent making of the orders to be funded from the Active Neighbourhoods programme.

A representative of the Director of Place Management submitted a report (copies of which had been circulated) detailing a proposal to approve permanent measures relating to the Active Neighbourhood scheme in the Heatons.

 

The following comments were made/ issues raised:-

 

·         Members welcomed the introduction of the one way system on Ash Grove.

·         It was noted that no objections to the speed calming measures had been received from the public.

·         Concern was raised that there was not enough funding to deliver everything from the trial and the issue of problem drivers may still remain despite the new 20 MPH limits put in place.

 

RESOLVED – That the Cabinet Member for Highways, Parks and Leisure Services be recommended to give approval to the legal advertisement of the package of Traffic Regulation Orders and associated measures detailed in Appendix A of the report, and subject to the receipt of no objections within 21 days from the advertisement date, the subsequent making of the orders to be funded from the Active Neighbourhoods programme.

The report details the findings of a consultation on proposals to introduce a residents permit parking scheme on David Street, Reddish; and to seek approval for the advertising/introduction of a Traffic Regulation Order (TRO) to that effect.

 

The Area Committee is recommended to give approval to the legal advertising of the following traffic regulation order and, subject to the receipt of no objections, the subsequent making of the orders:-

A representative of the Director of Place Management submitted a report (copies of which had been circulated) detailing the findings of a consultation on proposals to introduce a residents permit parking scheme on David Street, Reddish and seeking approval for the advertising/introduction of a Traffic Regulation Order (TRO) to that effect.

 

The following comments were made/ issues raised:-

 

·         It was noted that the scheme had received a lot of support and residents had been in contact with Members to express this support.

·         It was queried, if there were no objections, what was the envisaged timescale for the residents permit parking scheme to be introduced.

·         In response it was confirmed three months.

A representative of the Director of Place Management submitted a report (copies of which had been circulated) detailing the findings of a consultation exercise for the Road Safety around Schools scheme around All Saints Church of England Primary School and seeking approval for the introduction of Traffic Regulation Orders (TROs) and associated signage; implementation of dropped kerbs with tactile paving; provision of bollards and new school warning signs.

 

The following comments were made/ issues raised:-

 

·         Members expressed support for the measures and commented that they had received complaints about traffic in the area prior to the measures being proposed.

·         It was queried when the new crossing on Manchester Road would be operational.

·         Clarification was sought on what measures were in place to address the issue of motorists who were in violation of the measures and if the police would be involved to monitor the orders.

·         In response it was confirmed that enforcement officers visit every school six times per year which was twice per term. However, if there was a particular issue, they would visit to monitor the orders more frequently. In relation to any moving orders, this was a police matter which the police traffic officers would deal with. It was reported that the service delivered Road Safety training within the schools and tried to encourage walking and cycling where possible.

·         It was noted that the Traffic Regulation Order on Churchill Street introduce no loading areas which enabled enforcement officers to issue immediate fines where the order was contravened.

·         It was commented that there was a need to balance the measures with the parking needs of residents.

·         Members commented on the importance of road safety at schools for the safety of children.

 

RESOLVED – That approval be given to the legal advertisement of the following Traffic Regulation Orders and, subject to the receipt of no objections within 21 days of the advertisement date, the subsequent making of the orders and associated signage; implementation of dropped kerbs with tactile paving; provision of bollards and new school warning signs to be funded form the Road Safety Around Schools Programme budget:-

The report details the locations of council-owned parking spaces within the Heatons North, Heatons South, Reddish North and Reddish South wards where it is planned to install Electric Vehicle Charging Infrastructure.

A representative of the Director of Place Management submitted a report (copies of which had been circulated) detailing the locations of council-owned parking spaces within the Heatons North, Heatons South, Reddish North and Reddish South wards where it was planned to install Electric Vehicle Charging Infrastructure.

 

The following comments were made/ issues raised:-

 

·         It was queried how enforcement would work to prevent non electric vehicles using the electric vehicle charging spaces.

·         In response it was confirmed that there was a blanket order on the carparks which would cover the charging points in the same way as the disabled bays. It was reported that any car found to be using the charging bays that were either not charging their car or a non electric vehicle would receive a ticket.

·         Supported the locations proposed.

·         It was noted that supply and demand of the electric vehicle charging spaces would need to be managed and residents consulted.

·         Members welcomed the use of the charging points and commented that they would like to see more, however voiced concern over how widely available they were to all residents across the borough.

·         Welcomed the Electric Vehicle Charging Infrastructure being extended beyond the town centre.

·         It was queried whether there would be a time limit imposed on how long one vehicle could use a charging bay.

·         In response it was confirmed that there would be a time limit imposed and the service was currently investigating the length of time it took for a car to charge which would inform the decision.

·         It was queried whether it would be possible to impose a penalty for a car that left their vehicle charging bay once the vehicle was fully charged.

·         It was requested that information be provided in relation to the existing policy around time limits within car parks and considerations be given to the options of enforcing a time limit particularly around the electric vehicle charging bays.

·         It was commented that whilst public sector car parks were central to providing the electrical vehicle charging infrastructure within the borough, private business’ needed to be encouraged to offer their own charging points.

The report provides an overview of the proposed implementation of Speed Indicators Devices (SID’s) in the Heatons & Reddish Area.

 

The Area Committee is recommended to support the SID programme and for the Highway Ward Spokespersons for each ward to be authorised to submit four potential locations where they would like the SIDs to be installed.

A representative of the Director of Place Management submitted a report (copies of which had been circulated) detailing the proposed implementation of Speed Indicators Devices (SIDs) in the Heatons & Reddish Area.

 

The following comments were made/ issues raised:-

 

·         It was proposed that two of the locations for Reddish North ward be Longford Road West and Station Road, with the third location to be determined after May.

·         It was queried whether the SIDs captured vehicle registration information where the driver was exceeding the speed limit.

·         In response it was reported that the SIDs display the speed that the vehicle was travelling. It was stated that where a driver was excessively exceeding the speed limit the SID would not display the speed captured as the service did not want to encourage speeding. The SID also provided data in relation to the number of vehicles using the road, the speed they were travelling and the time that the vehicle passed the device used to inform decisions around the area which could be used to improve the issue. 

·         It was queried why the devices were unable to capture the vehicle registration data where the driver was exceeding the speed limit.

·         In response it was stated that the purpose of the device was to encourage responsible driving and for individuals to slow down their speed, not for enforcement purposes as this was a police issue. 

·         It was queried whether the SID would provide proof of a speeding problem required to access additional funding.

·         In response it was confirmed that the difference between the Automated Traffic Counts and the SIDs was that the SIDs were able to detect more accurate and reliable data such as the type of vehicle and direction that it was travelling.

·         It was suggested that the turnaround be shortened to two weeks in order to maximise the use of the device.

·         Welcomed the flexibility of the devices.

·         It was requested that officers provide Members with information around where speed strips could be placed to assist and inform Members decisions around where the SIDs should be placed.

·         It was queried whether the data provided by the SIDs was linked to greater enforcement action from the police where a speeding issue in the area had been identified.

 

RESOLVED – That the Director of Place Management be authorised to determine the locations for the installation of mobile speed indicator devices within the Heatons North, Heatons South, Reddish North and Reddish South wards (four locations per ward) following consultation with the Highway Ward Spokespersons.
