To consider a report of the Deputy Chief Executive (S151 Officer) Stockport and the Stockport Place Finance Lead (NHS GM)

The report presents the Better Care Fund (BCF) Q1 template, which was submitted to the national BCF Team within the submission deadline of the 29th August 2024 and provide an update on the overall financial performance of the BCF as at 30th June 2024 (Quarter 1).

The Board are recommended to: -

(i)              Approve the BCF 2024-25 Q1 Reporting Template submitted to the National BCF Team by 29 August 2024.

(ii)            Note the finance performance of the BCF as at 30th June 2024 (Quarter 1).

A report was submitted on behalf of the S151 Officer (Stockport Metropolitan Borough Council) and the Stockport Place Finance Lead (NHS Greater Manchester) (copies of which had been circulated) detailing the Better Care Fund (BCF) Q1 template and provided an update on the overall financial performance of the BCF as at 30 June 2024 (Quarter 1).

The following comments were made/issues raised:

·         It was reported that the Q1 template was submitted to the national BCF Team within the submission deadline of the 29 August 2024.

·         It was noted that there was a requirement for the monitoring report to be considered by the Health & Wellbeing Board.

·         The report contained narrative on the overspend and underspend, and a £310k underspend was forecast for this financial year.

RESOLVED – (1) that the Better Care Fund 2024-25 Q1 Reporting Template submitted to the National BCF Team by 29 August 2024 be approved; and

(2) that the finance performance of the Better Care Fund as at 30 June 2024 (Quarter 1) be noted.

To consider a report of the Director of Children’s Services.

The report is the refreshed Children and Young People Plan 2024-2027 that the Stockport Family Partnership Board have collaborated to develop. The Plan reflects the shared partnership priorities from our One Stockport Borough Plan, ‘One Stockport: One Future’ and the Greater Manchester shared priorities for children and young people; and is aligned with other key strategy documents including the Stockport Council Plan and the Stockport Safeguarding Children Partnership Plan. The plan also provides a focus on the children and families responsibilities set out in the Stockport One Health and Care Plan.

The Board is asked to comment on the refreshed strategy as part of the engagement programme and approve release for next stages of engagement, including One Health and Care Board and Children and Family Scrutiny Committee.

The Director of Children’s Services submitted a report (copies of which had been circulated) which contained the refreshed Children and Young People Plan 2024 – 2027.

The following comments were made/issues raised:

·         The plan reflected the shared partnership priorities from the One Stockport Borough Plan ‘One Stockport: One Future’ and the Greater Manchester shared priorities for children and young people. The plan aligned with other key strategy documents, including the Stockport Council Plan and the Stockport Safeguarding Children Partnership Plan.

·         The plan contained 7 ambitions for children and young people in helping them to achieve the best start in life and the best outcomes as they moved into adulthood. This included but was not limited to, a focus on supporting children in care and care leavers.

·         Additional areas of focus were set out in the plan and emphasised the importance of meeting the diverse needs of Stockport’s children and young people.

·         The plan would be overseen by the Stockport Family Partnership Board.

·         It was recognised that the plan largely focussed on early years as a critical element of the plan. However, members noted that the Director of Education, Work and Skills was developing of Skills Strategy to support readying young people for work.

·         The increase in children coming into care since 2019 had proved challenging in relation to the sufficiency of places in Stockport. The team endeavoured to place children in Stockport or as near as possible to the borough. A strategy was in place to increase places, and the priority was that children remained within their local communities. It was noted that there were a high number of private residential homes in the borough. It was also noted that the number of children from out of borough in Stockport had slightly decreased in recent years. Other local authority areas had a responsibility to inform the council if they were to place a child in Stockport, and they had a responsibility to ensure that the child’s needs were being met.

RESOLVED – That the next stages of engagement be approved for release (including One Stockport Health & Care Locality Board and Children & Families Scrutiny Committee).

To consider a report of the Director of Public Health.

The report provides an overview of JSNA (Joint Strategic Needs Assessment) activity in 2023/24 and the proposed work plan for the Stockport JSNA for 2024/25.

The Board is asked to consider and comment on the proposals for the 2024/25 JSNA set out above and approve priorities for the work programme for the year.

The Director of Public Health submitted a report (copies of which had been circulated) which provided an overview of Joint Strategic Needs Assessment (JSNA) activity in 2023/24 and the proposed work plan for the Stockport JSNA for 2024/25.

The following comments were made/issues raised:

·         The report was considered by the Health & Wellbeing Board on an annual basis, and summarised the work completed over the past year and set out plans for the forthcoming year. The council also had a duty to publish a pharmaceutical needs assessment, which would be published in 2025.

·         The JSNA gave the council and partners a refreshed understanding of the borough’s demographics.

·         The JSNA work had informed the Children and Young People Plan 2024-27, as well as the SEND plan. It was noted that Stockport had higher numbers of children and young people with SEND than the national average and Greater Manchester counterparts.

·         Specific priorities around frailty, inequalities and specialist housing were noted.

RESOLVED – That the proposals for the Joint Strategic Needs Assessment 2024/25 and priorities for the work programme for the year be approved.

To consider a report of the Director of Public Health.

The report draws attention to stark health inequalities in Stockport and outlines how social determinants of health play a role in driving and therefore addressing these inequalities. It presents the principle of addressing health inequalities by improving everyone’s health, but doing so according to people’s different levels of need: proportionately more support and resources are needed for those already disadvantaged or at higher risk / need.

The Board is asked to discuss how the report can be used to best effect to support the work to reduce health inequalities across the system.

The Director of Public Health submitted her annual report (copies of which had been circulated).

The following comments were made/issues raised:

·         There was a statutory duty for a report on the status of the health of the population to be published annually.

·         The focus of the report was health inequalities. The report drew attention to stark health inequalities in Stockport and how more support and resources were needed for those disadvantaged, or at higher risk or need.

·         Thanks were expressed to the Public Health Team for their work on the report. Work for the report had also been supported by an advisory group and co-designed with partners.

·         The report advocated for ‘proportionate universalism’, which was ensuring universal provision for the whole population at the same time as increasing support proportionately in accordance with the need in the population.

·         A full system approach was required to address inequalities. Early conversations were being had with housing associations and charity organisations around the opportunities for collaborative working to support reducing inequalities. It was noted that the Stockport Local website had been revived and had up to date news on community groups and organisations.

·         Case studies were included within the report to indicate the ongoing work to combat inequalities.

RESOLVED – That the report be noted.

To consider a report of the Deputy Place Based Lead Stockport NHS Greater Manchester

The report informs the Health and Wellbeing Board of the decision by NHS England to issue NHS GM with enforcement undertakings and to set out how NHS GM will respond.

The Board is asked to:

(i)              Note the Enforcement Undertakings issued to the NHS GM ICB.

(ii)            Note the four pillars of the improvement plan and the priorities identified within each in response to the grounds for the undertakings.

Agenda items 8 ‘NHS Great Manchester Enforcement Undertakings’ and 9 ‘NHS Greater Manchester Single Improvement Plan’ were taken together.

The Deputy Place Based Lead Stockport NHS Greater Manchester submitted a report (copies of which had been circulated) detailing the decision by NHS England to issue NHS Greater Manchester (GM) with enforcement undertakings, as well as how NHS GM were expected to respond.

The following comments were made/issues raised:

·         It was reported that the GM system faced huge financial and other challenges.

·         Members were advised that prevention, proactive care and early intervention were key to addressing challenges.

·         Lots of work was ongoing to combat challenges faced. By way of example, there was an active programme to support reducing waiting times and support people whilst on the waiting list. Further, a community diagnostic centre had recently opened which was expected to reduce diagnostic waiting times. The national team were also providing support to NHS GM.

RESOLVED - (1) That the enforcement undertakings issued to NHS Greater Manchester be noted.

(2) That the four pillars of the improvement plan and the priorities identified within each in response to the grounds for the undertakings be noted.

The report provides the Forward Plan of agenda items for future meetings of the Health & Wellbeing Board.

The Board is asked to consider the information in the report and put forward any agenda items for future meetings of the Health & Wellbeing Board.
