To approve as a correct record and sign the Minutes of the meeting held on 12 November 2012.

Minutes:

The Minutes (copies of which had been circulated) of the meeting held on 12 November 2012 were approved as a correct record and signed by the Chair.

To report any urgent action taken under the Constitution since the last meeting of the Committee.

Public Question Time

Members of the public are invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice (Questions must be submitted prior to the commencement of the meeting on the cards provided. Development Applications

To consider a report of the Service Director (Place Development).                                   

 

(a)              To consider development applications where members of the public have attended the meeting in order to hear the Committee's deliberations.

 

(b)              To consider the remaining development applications.

 

NOTE: Councillors are requested to note that if they withdraw from the meeting during the consideration of a development application upon their return they should not participate any further in the deliberation or vote on that planning application.

A development application was submitted.

The Service Director (Place Development) is authorised to determine conditions and reasons and they are not therefore referred to in committee minutes unless the committee makes a specific decision on a condition or reason. Outline planning permission (with all matters reserved except for access) for the construction of a new mixed development including retail (classes A1 & A3), cinema (class D2), hotel (class C1), together with multi-storey car parking, the creation of a new car park access ramp, public amenity space & pedestrian circulation routes, highways & infrastructure works, demolition & alteration of existing buildings & associated works.

 

The Committee is recommended to grant planning permission subject to conditions in the report.

In respect of plan no. 50705 for outline planning permission (with all matters reserved except for access) for the construction of a new mixed development including retail (classes A1 & A3), cinema (class D2), hotel (class C1), together with multi-storey car parking, the creation of a new car park access ramp, public amenity space & pedestrian circulation routes, highways & infrastructure works, demolition & alteration of existing buildings & associated works at ‘Bridgefield’ – land bound by Great Egerton Street (A560), Little Egerton Street, Princes Street & Wellington Road North & Port Street

It was then

 

RESOLVED – (Councillor Philip Harding abstained) (1) That planning permission be granted subject to the conditions contained in the report.

 

(2) That approval be given to the highway works shown on plan 5110538/HW/GA/001 Rev D attached to the report and that the Service Director (Place Development) be authorised to enter into a Section 278 Agreement with the developer for the design and construction of the works.

 

(3) That approval be given to the highway closures of Woodman Street and Port Street.
