To approve as a correct record and sign the Minutes of the meeting held on 13 January 2016.

The Minutes (copies of which had been circulated) of the meeting held on 13 January 2016 were approved as a correct record and signed by the Chair.

Councillors and Officers to declare any interests which they have in any of the items on the agenda for the meeting.

To consider a report of the Corporate Director for Place Management and Regeneration

The Corporate Director for Place Management and Regeneration is authorised to determine conditions and reasons and they are not therefore referred to in committee minutes unless the committee makes a specific decision on a condition or reason. Hybrid planning application comprising: Detailed Application for the erection of 5,110sqm of A1 use floorspace with associated external garden centre, access, car parking, landscaping and associated works. Outline application for 4650sqm of B1/B2/B8 use, 2095sqm of trade counter use and an A3/A5 Cafe, access, car parking, landscaping and associated works (all matters reserved except for access).

The Committee is recommended to approve the application subject to conditions and subject to the HSE withdrawing its current objection, and refer the application to the National Planning Casework Unit to determine whether the application needs to be referred to the Secretary of State for a decision.

RESOLVED – That consideration of the application be deferred and the application re-submitted to a meeting of the Committee to be held at 6.00pm on 20 June 2016 in the Town Hall.
