Election of Chair

Minutes:

In the absence of the Chair and Vice-Chair of the Committee it was:-

 

RESOLVED – That Councillor Linda Holt be elected Chair of the Committee for the duration of the meeting.

Declarations of Interest

Councillors and officers to declare any interests which they have in any of the items on the agenda for the meeting.

Minutes:

No declarations of interest were made.

3.

Public Question Time

Members of the public are invited to put questions to the Chair and members of the Committee on any matters within the powers and duties of the Committee, subject to the exclusions set out in the Code of Practice. Questions must be submitted prior to the commencement of the meeting on the cards provided. These are available at the meeting, at local information and advice centres and via the Council’s website at www.stockport.gov.uk/publicquestions

Exclusion of the Public and the Public Interest Test

To consider whether it is in the public interest to exclude the public during consideration of agenda item 5 (Appeal 261) which contains information “not for publication” by virtue of the categories set out in the Local Government Act 1972 (as amended).

Minutes:

RESOLVED – That the public be excluded from the meeting during consideration of agenda item 4 to prevent disclosure of information relating to an individual. It would not, on balance, be in the public interest to disclose this information to the public because disclosure of the personal information would not be fair to the appellant and therefore be in breach of Data Protection regulations.

Appeal A261

To consider a grievance appeal from an employee of Services to People.

 

This item is confidential and has been circulated to Councillors only.

Minutes:

The Committee considered a grievance appeal from an employee in the Services to People Directorate. The appellant and their representative attended the meeting and presented their case. 

 

RESOLVED – The Committee considered the grievance appeal, presentation and the written documentation that was submitted and heard Management’s response.  Having listened to all that was said and having read the documentation, the Committee decided that, following a thorough investigation by Management, the appeal be upheld.

 

The Committee found that the Personal Development Review (PDR) process had not been followed, which stemmed from Management not ensuring that the PDR document was ‘signed off’ by the employee. The Committee agreed that the two specific paragraphs identified in the documentation needed to be removed from the PDR document.

 

In light of these factors the Committee upheld the appeal.
