The Minutes (copies of which had been circulated) of the meeting held on 30 September 2021 were approved as a correct record and signed by the Chair.

5.

Matters Arising

To discuss any matters arising.

Minutes:

Members of Schools’ Forum were provided with an update on membership of the Forum.  Further to the report presented at the last meeting, Jo Lowe, (Headteacher at Kingsway Academy School) commenced a new term of office as an academy representative from December 2021.

 

In relation to the DfE national funding reforms consultation, the Local Authority response as reported and discussed at the last meeting of the Schools Forum, was submitted as agreed and the DfE outcomes/response were expected in Spring 2022.

The report provides Schools’ Forum members with an executive summary report of the business matters included on the main agenda.

 

Schools’ Forum is recommended to note the executive summary and offer any views, comments and feedback to be considered for future executive summary reports.

A representative of the Borough Treasurer submitted a report (copies of which had been circulated) which provided the Forum with an executive summary of the business matters on the agenda.

The report provides the outcomes of the recent School’s Financial Consultation 2021.

A representative of the Deputy Chief Executive submitted a report (copies of which had been circulated) which provided the outcomes of the recent School’s Financial Consultation 2021.

 

RESOLVED – That the report be noted.

To consider a report of the Deputy Chief Executive.

 

The report provides Schools’ Forum members with details of the 2022/23 budget setting requirements, plans and indicative timeline. The report also discusses the local options and overall construction of the 2022/23 total Schools Budget financed by deployment of the dedicated schools grant (DSG), and further discusses 2022/23 budget matters requiring consultation and the management of the DSG deficit position.

 

Schools’ Forum members are asked to note and comment on the report.

The Deputy Chief Executive submitted a report (copies of which had been circulated) which provided Schools’ Forum members with details of the 2022/23 budget setting requirements, plans and indicative timeline. The report also discussed the local options and overall construction of the 2022/23 total Schools Budget financed by deployment of the dedicated schools grant (DSG), and further discussed 2022/23 budget matters requiring consultation and the management of the DSG deficit position.

 

The following comments were made/issues raised

 

·         Members of the Forum were advised on further funding announcements which had been made that were not available at the point of writing the report.  These related to the 2022/23 funding rates and the additional £1.6bn national investment in schools and the high needs block as per the recent Chancellor statement.

·         A short discussion took place in relation to the Local Funding Formula and the ‘hard’ versus ‘soft’ National Funding Formula options.

·         In the discussion relating to de-delegation decisions, a request was made from secondary Head Teacher representatives regarding the current BSS support package, and that this be aligned to the Local Authority Education Welfare Team.

·         The recent School Improvement Consultation was discussed.

·         The local specialist SEND place provision was to be commissioned in 2022/23 as per appendices 3-5.

·         The Local Authority proposal to transfer up to 0.5% of the school’s block funding as per section 7.5 was also discussed.

 

RESOLVED (i) That the report be noted.

(ii) Primary and Secondary sector de-delegation discussions were confirmed for 2022/23 i.e as per the current 2021/22 arrangements.

(iii) That e central reserve at £0.7 million be approved.

(iv) That the proposal to transfer up to 0.5% of schools’ block funding to other blocks as required be approved.

(v) Officers to circulate the Local Authority response to the recent School Improvement consultation from the DfE

(vi) A further update to the budget to be provided at the January 2022 meeting of the Schools Forum.

9.

DSG Review Implementation Update

To consider a verbal report of the Director of Children’s Services.

 

The verbal report updates Schools’ Forum members on the dedicated schools grant (DSG) Implementation.

 

Schools’ Forum members are asked to note and comment on the update.

Minutes:

A representative of the Director of Children’s Services gave a verbal presentation which updated Schools’ Forum members on the dedicated schools grant (DSG) review.

 

The following comments were made/issues raised:

 

·         Members of the Forum expressed that it was important to have a variety of voices heard on this matter.

·         Primary Heads Consortia would continue to share information.

·         Trade Union representatives were to be included in discussions and information sharing.

·         A briefing for Governors was to be re-arranged.

·         A formal report providing an update would come before Schools Forum members in spring/summer 2022.

 

RESOLVED – That the report be noted.

The report provides Schools’ Forum members with details of the calendar dates of meetings agreed for the 2021/22 academic year.

 

The report also provides Schools’ Forum members with the opportunity to request reports for future meetings and/or make amendments to the forward planner (Appendix 1). The report provides Schools’ Forum members with the opportunity to request any items for training/development sessions.

 

Schools Forum members are asked to:

 

a) note the report;

b) request any reports for future meetings;

c) note the academic year meeting dates provided;

d) discuss and propose any amendments to the forward planner; and

e) request any items for training/development sessions.
