Portfolio Performance and Resources - Annual Reports 2015/16 PDF 89 KB To consider a report of the Corporate Director Services to People.
The Annual Portfolio Performance and Resource Reports (PPRRs) for the Supporting Children and Safe & Resilient Communities Portfolios are presented for consideration by the Committee. These provide an update on key activity during the fourth and final quarter of the year, with a summary of progress in delivering portfolio priority outcomes through the Investing in Stockport programme and other key projects since the mid-year report. They include out-turn performance and financial data for the Portfolios, along with an update on the portfolio savings programmes.
The Reports are based on the 2015/16 Portfolio Performance and Resource Agreements (PPRAs). These were considered by the Committee on 8 July 2015 and approved by the Executive on 21 July 2015.
The Scrutiny Committee are invited to consider and comment on the report.

The following comments were made/issues raised:- · Portfolio Agreements for 2016/17 are currently being developed. The agreement(s) within the remit of the Committee would be presented for consideration and comment at its next meeting. · Councillors noted that The number of CAFs completed during 2015/16 has significantly increased compared to · 2014/15. 2145 CAFs were completed during 2015/16 compared to 1696 during 2014/15. The increase in the number of CAFs completed is attributed to the weekly allocation meetings that have been taking place since September 2014, combined with the Stockport Family focus on high quality CAF assessments. · Evaluation of the Stockport Family business case – a report would be brought to the Scrutiny Committee in the autumn. · The Service Level Agreement between the Education Psychology Service and Schools and the recruitment of Educational Psychologists. Councillors noted that An Educational Psychology Service Level Agreement (SLA) for 2016/17 has been published for maintained, non-maintained and independent schools; and schools started to purchase educational psychology sessions from the Council in March. · Benchmarking between North West Local Authorities in respect to performance of CAF completions. The role of the Supporting Families Executive Board.

Executive Response to the Scrutiny Review 'Support Provided to Care Leavers' PDF 84 KB To consider a report of the Executive Councillor (Supporting Children)
The report sets out the Executive’s proposed response to the recommendations made by the Children & Young People’s Scrutiny Committee as part of its Review into the support provided to those leaving local authority care, that were received by the Executive at its meeting on 22 March 2016.
The Scrutiny Committee are invited to consider and comment on the report.

The following comments were made/issues raised.
· Councillors noted that a local FNP Advisory Board was in operation which monitored the performance of the local programme. · Clients came from all areas of Stockport, although there were proportionally more from the boroughs more deprived areas. The programme was now full and there would now be a period when access to the programme was very limited. · Councillors welcomed the programme and an excellent piece of work which helped to meet the needs of some highly vulnerable families in the borough.
