To approve as a correct record and sign the Minutes of the meeting held on Thursday 19 December 2024.

The Minutes (copies of which had been circulated) of the meeting held on 19 December 2024 were approved as a correct record and signed by the Chair.

Councillors and officers were invited to declare any interest which they had in any of the items on the agenda for the meeting.

No declarations of interest were made.

No urgent decisions were reported.

Members of the public are invited to put questions to the Chair of the Committee on any matters within the powers and duties of the Committee, subject to the exclusions set out in the Code of Practice Questions must be submitted prior to the commencement of the meeting on the cards provided. These are available the meeting. You can also submit via the Council’s website at www.stockport.gov.uk/publicquestions.

Members of the public were invited to put questions to the Chair on any matters within the powers and duties of the Committee, subject to the exclusions set out in the Code of Practice.

A representative of the Assistant Director for Governance noted that one question had been submitted that was ruled out of order as the Chair was of the view that it related to a quasi-judicial matter, questions relating to which were not permitted under the Public Question Time Code of Practice.

No further public questions were submitted.

To consider a report of the Visiting Team.

A representative of the Assistant Director for Legal & Democratic Governance submitted a report (copies of which had been circulated) detailing the recommendations made by the Visiting Team on Monday, 17 December 2024.

RESOLVED: That the report be noted.

To consider a report of the Deputy Chief Executive.                                   

(a)              To consider development applications where members of the public have attended the meeting in order to hear the Committee's deliberations.

(b)              To consider the remaining development applications.

NOTE: Councillors are requested to note that if they withdraw from the meeting during the consideration of a development application upon their return they should not participate any further in the deliberation or vote on that planning application.

Proposed erection of 76 dwellings, together with access, parking, landscaping and drainage, and other associated works at Land To The East Of Wilmslow Road, Heald Green. 

The Committee is recommended to grant planning permission, subject to conditions and the satisfactory completion of a legal agreement.

RESOLVED - (9 for, 3 against) That planning permission be granted subject to the completion of a S.106 agreement.

Proposed change of use from dwelling (C3) to a residential care home (C2) to provide accommodation for a maximum of three young people.

The Committee is recommended to grant planning permission.

The report summarises recent appeal decisions; lists current planning appeals and dates for local enquiries; informal hearings for planning appeals, and enforcement action by Area Committee area.

The Planning & Highways Regulation Committee is recommended to note the report.

A representative of the Assistant Director for Governance submitted a report (copies of which had been circulated) of the recent appeal decisions; lists current planning appeals and dates for local enquiries; informal hearings for planning appeals, and enforcement action by Area Committee area.

It was reported that since the publication of the agenda it has been confirmed that the appeal against an enforcement noticed served relating to the installation of an air conditioning unit to the side elevation of the property at The Birches, 38B Grange Road, Bramhall had been dismissed and the enforcement notice was upheld.

It was commented that the new format of the reports was welcomed as it was easy to read.
