RESOLVED – That the Service Director (Place Development) be authorised to determine the application subject to the conditions detailed in the report and the inclusion of an additional material condition for the methane gas holder to be constructed using a green polyester membrane and the completion of a legal agreement securing compensatory planting on /off site.

The Service Director (Place Development) submitted a report (copies of which had been circulated) inviting the Committee to comment on the draft Woodford Aerodrome Opportunity Site Draft Supplementary Planning Document.

 

The following comments were made / issues discussed:-

 

·         Clarification was sought and provided regarding the purpose of the Supplementary Planning Document (SPD), the decision making process and anticipated timeframe for considering applications for the Woodford Aerodrome site.

  • Members made reference for the need to ensure that the provision of an SPD had followed the correct legal process in light of Counsel’s opinion being provided by the Community Council. 
  • Concern was expressed in terms of the decision to move away from a mixed use form of development and it was considered that the document lacked the narrative to explain how the proposals had evolved.
  • Members noted that this will be the largest housing development in the North West and stressed the importance of getting the development right.
  • Members stressed the importance of having  a comprehensive adopted SPD.
  • The potential implications of the non-completion of the A555 bypass on the proposed development.
  • Clarification was sought and provided regarding the percentage of affordable housing required under adopted policy.  The benefits of social housing was discussed and the need to ensure diversity in tenures was welcomed however concern was expressed in respect of the proposed number of houses on site.
  • The Village Green area and Garden Village were praised and Councillors welcomed that the Heritage Centre was being retained.  It was suggested that a number of roads and buildings should be named after aircrafts and individuals involved in both the design and construction of the aircraft as well as pilots and test pilots.  The requirement for public art to depict the history of the site should be included in the SPD such as aeroplane structures.
  • A Member expressed her wishes for the SPD to ensure that the development which should be delivered was both innovative and environmentally sustainable.
  • A Member expressed concern that there was conflict between the Stockport Core Strategy and the draft SPD.  He expressed concern in respect of the increase in the number of proposed houses, employment, infrastructure / congestion and the impact on current provisions of services such as education.  He highlighted the importance of the public consultations and the need to acknowledged residents’ varying opinions in order to achieve a viable solution.
  • Concern was raised that there was no reference to health care services being provided on site.
  • Members were invited to attend further public consultations at Woodford Community Centre on Saturday 29 September 2012 from 10.00am until 3.00pm. They were also advised that the draft SPD would also be considered at Bramhall and Cheadle Hulme South Area Committee on Thursday, 11 October 2012
  • On submission of an application Members suggested that a presentation be made by the developer and that a site visit be organised to enable the Committee to be fully briefed prior to the application being considered.

 

RESOLVED – (1) That the report be noted and that the Service Director (Place Development) be requested to give consideration to the comments made in relation to the Woodford Aerodrome Opportunity Site Draft Supplementary Planning Document.

 

(2) That the Service Director (Place Development) be requested to inform Councillors of the public consultation dates.

The report summarises recent appeal decisions; lists current planning appeals and dates for local enquiries; informal hearings for planning appeals, and enforcement action by Area Committee area.

9.

Consultation On Development Applications

This item has been placed on the agenda at the request of the Councillor Kate Butler.

Minutes:

A representative of the Democratic Services Manager reported that this item was placed on the agenda at the request of Councillor Kate Butler.

 

Councillor Butler sought clarification in respect of the consultation process when considering development and questioned what degree of flexibility there was if any to extend the number of consulteesconsulted on sensitive applications. 

 

A representative of the Service Director (Place Development) confirmed that the consultation process for all applications already exceeded statutory minimum requirements.

 

RESOLVED – (1) That the Service Director (Place Development) be requested to send Councillor Butler the adopted consultation document.

 

(2) That the Democratic Services Manager and the Service Director (Legal and Democratic Services) be requested to organise and run a training session for all Councillors to address the recent changes in planning law and policy and the Localism Act 2011. 

 

(3) That the Service Director (Place Development) be requested to provide the Chair and Members of the Heatons and Reddish Councillors a briefing note explaining the Council’s planning policy relating to drug rehabilitation units.
