To approve as a correct record and sign the Minutes of the meeting held on 1 March 2012.

The Minutes (copies of which had been circulated) of the meeting held on 1 March 2012 were approved as a correct record and signed by the Chair.

No declarations of interest were made.

Members of the public are invited to put questions to the Chair of the Committee on any matters within the powers and duties of the Committee, subject to the exclusions set out in the Code of Practice (questions must be submitted prior to the commencement of the meeting on the cards provided. These are available at the meeting and at local libraries and Information Centres).

To consider a report of the Visiting Team held on Monday, 2 April 2012.           

A representative of the Democratic Services Manager submitted a report (copies of which had been circulated) containing the recommendation made by the Visiting Team on Monday, 2 April 2012.

RESOLVED – That the report be noted.

To consider a report of the Service Director (Place Development).                                   

(a)              To consider development applications where members of the public have attended the meeting in order to hear the Committee's deliberations.

(b)              To consider the remaining development applications.

NOTE: Councillors are requested to note that if they withdraw from the meeting during the consideration of a development application upon their return they should not participate any further in the deliberation or vote on that planning application.

Outline planning application for residential development comprising up to a maximum of 210 dwellings, (all matters appearance, landscaping, layout and scale except access to be reserved for subsequent approval) including demolition of existing buildings on the site.

The Committee is recommended to grant planning permission subject to conditions and a Section 106 Agreement in respect of the provision of affordable housing (20%-25%), a commuted payment towards off site highway works, the provision of open space payments and replacement sports/pitch facilities.

In respect of plan no. 48691 for outline planning application for residential development comprising up to a maximum of 210 dwellings, (all matters appearance, landscaping, layout and scale except access to be reserved for subsequent approval) including demolition of the existing buildings on the site at land at Buckingham Road, Heaton Moor, it was

RESOLVED – (1) That the Service Director (Place Development) be authorised to determine the application subject to the conditions contained in the report, and the completion of a Section 106 Agreement to secure the provision of affordable housing (25%), a commuted payment towards off site highway works, the provision of open space payments and replacement sports/pitch facilities.

(2) That following the determination of the application, the Service Director (Place Development) be requested to circulate the decision notice to Councillor Philip Harding.

Erection of a two storey office, training and demonstration centre with car parking, landscaping and development ancillary there to.(Application to extend time limit for implementation).

The Committee is recommended to grant planning permission subject to the conditions contained in the report.

In respect of plan no. 49009 for erection of a two storey office, training and demonstration centre with car parking, landscaping and development ancillary there to (Application to extend time limit for implementation) at Brooks Drive, Cheadle Royal Business Park, it was

RESOLVED – That planning permission be granted subject to the conditions contained in the report.

New dwelling

The Committee is recommended to grant planning permission.

In respect of plan no. 478847 for new dwelling at 86a Cote Green Road, Marple Bridge, it was

RESOLVED – That planning permission be granted.

Two storey side extension, single storey front extension and pitched roof to existing rear extension.

The Committee is recommended to grant planning permission.

In respect of plan no. 48844 for two storey side extension, single storey front extension and pitched roof to existing rear extension at 33 Moor Lane, Woodford, it was

RESOLVED – That planning permission be granted.

Demolish unauthorised link extension, erect single storey link rear extension.

The Committee is recommended to grant planning permission.

In respect of plan no. 48980 for two storey side extension, single storey front extension and pitched roof to existing rear extension at 22 Central Drive, Heald Green, it was

RESOLVED – That planning permission be granted subject to the conditions contained in the report and the inclusion of a condition to ensure that the demolition of the existing extension be undertaken prior to the proposed link extension being erected.

The report summarises recent appeal decisions; lists current planning appeals and dates for local enquiries; informal hearings for planning appeals, and enforcement action by Area Committee area.
