RESOLVED – That the Service Director (Place Development) be authorised to determine the application subject to imposition of conditions and the completion of a S106 agreement to secure the relocation of the Club to Woodley Sports Club prior to the commencement of the redevelopment of the site and the payment commuted sum in relation to off site recreational open space in line with policy SIE-2.

RESOLVED – That the Service Director (Place Development) be authorised to determine the application in accordance with recommendation of the report. This should include the use of the financial contribution secured through the proposed Section 106 agreement for the maintenance of the woodland and the footpath adjacent to the proposed development site and the requirement to link the proposed development to the closure, relocation and redevelopment of Greave Tennis Club.

Decision Making Conduct The Service Director (Legal & Democratic Services) will update the Committee on the conduct of decision making when a Councillor withdraws from a meeting during consideration of a development application.
The Committee is recommended to note the report.

Minutes: A representative of the Service Director (Legal & Democratic Services) clarified the procedure for the conduct of decision making when a Councillor withdraws from the meeting during consideration of a development application. She confirmed that if during the consideration of a development application members of the Committee left the meeting room, upon their return they should not participate any further in the deliberation of vote on that planning application.
RESOLVED – (1) That the report be noted.
(2) That the Service Director (Legal & Democratic Services) be requested to provide a written clarification concerning members’ participation in the consideration of development applications, should they leave the meeting room.

RESOLVED – (1) That the report be noted.
(2) That the Service Director (Legal & Democratic Services) be requested to submit a report to the next meeting detailing issues relating to enforcement issues at 80 - 82 Wellington Road North during the last 12 months and that the report be also circulated to the Brinnington & Central Ward Councillors.
(3) That the Service Director (Legal & Democratic Services) be requested to submit a report to the next meeting relating to enforcement issues at the Tatton Cinema site. |

Woodley Local Centre - Street Trading PDF 258 KB To consider a report of the Service Director (Place Development).
This report informs the Committee of the intention to change the status of the Woodley Local Centre from the current status as Prohibited Streets to Consent Streets for Street Trading.
The Committee is recommended to support the creation of a ‘Consent Street’ area in Woodley Local Centre to facilitate the hosting of events which are subject to the Council’s event application process and Area Committee approval.

Draft National Planning Policy Framework (NPPF) PDF 53 KB To consider a report of the Service Director (Place Management)
The government has produced a draft National Planning Policy Framework (NPPF) for consultation. The government indicates that the NPPF is a revised, and simplified planning framework, easier to understand and put into practice
The purpose of this report is to provide members of the Committee with a summary briefing, explanation and comment on the key components of the NPPF
The Committee is recommended to note the contents of the report.
