To approve as a correct record and sign the Minutes of the meeting held on 14 January 2016.

The Minutes (copies of which had been circulated) of the meeting held on 14 January 2016 were approved as a correct record and signed by the Chair.

Councillors and officers were invited to declare any interests which they had in any of the items on the agenda for the meeting.

To consider reports of the Visiting Team held on 12 October 2015 (in respect of DC057891 - 14 Lynton Vale, Gatley) and 22 February 2016.

The Democratic Services Manager submitted two reports (copies of which had been circulated) detailing recommendations made by the Visiting Team on Monday, 12 October 2015, in respect of plan no. 57891 (14 Lynton Vale, Gatley); and on Monday, 22 February 2016 in respect of plan nos. 60361 (Far Bradshaw Farm, Mellor), 60009 (Bredbury Curve, Bredbury) and 60410 (6-12 Whitefield, Heaton Chapel).

RESOLVED – That the reports be noted.

In respect of plan no. 57891 for an outline application including details of access and scale for the erection of single dwelling in garden to the rear of 14 Lynton Vale Avenue, Gatley (Amended Description), it was

RESOLVED – That planning permission be refused on the grounds that the proposed development would have a detrimental impact on residential amenity.

Filling of existing railway cutting with inert materials and construction of 60 no. dwellings with associated new highways, junction with Stockport Road East, landscaping, parking and amenities.

The Area Committee is requested to recommend that the Planning & Highways Regulation Committee grant planning permission.

In respect of plan no. 60009 for the filling of existing railway cutting with inert materials and construction of 60 no. dwellings with associated new highways, junction with Stockport Road East, landscaping, parking and amenities at the Bredbury Curve, Land at former railway cutting to North East of Stockport Road East, Bredbury, it was

RESOLVED – (7 for, 3 against) That consideration of this application be deferred until a future meeting of the Committee pending further discussions with the applicant in relation to the Committee’s concerns with regard to highway access and the proposed mechanical ventilation of a proportion of the properties on the site.

Amendments to planning permission DC058208 for the demolition of the existing outbuilding and erection of a new enlarged outbuilding.

The Area Committee is requested to recommend that the Planning & Highways Regulation Committee grant planning permission.

With the consent of the Committee, this item was withdrawn.

Two storey extensions, front porch remodelling, raising of ridge height and internal refurbishment

The Area Committee is requested to recommend the Planning and Highways Regulation Committee to grant planning permission, subject to the conditions contained in the report.

In respect of plan no. 59845 for two storey extensions, front porch remodelling, raising of ridge height and internal refurbishment at 157 Stanley Road, Heald Green, it was

RESOLVED – That planning permission be granted.

In connection with plan no. 60410 for demolition of existing repairs workshop and erection of 3 No. 3 bed houses at 6-12 Whitefield, Heaton Chapel.

The Area Committee are recommended to grant planning permission subject to the conditions detailed in the report.

In respect of plan no. 60410 for the demolition of existing repairs workshop and erection of 3 No. 3 bed houses at 6-12 Whitefield, Heaton Chapel, it was

RESOLVED – That the Chief Executive be authorised to determine the application upon the applicant paying a commuted sum in respect of open space provision or entering into a Section 106 to do so.

In connection with plan no. 060361 for proposed barn and implement store at Far Bradshaw Farm, Chatterton Lane, Mellor.

The Area Committee are requested to recommend that the Planning and Highways Regulation Committee grants planning permission.

RESOLVED – That planning permission be granted.

Conversion of and extensions to existing buildings in conjunction with existing wedding venue use, including additional parking.

The Area Committee is requested to recommend that the Planning & Highways Regulation Committee grant planning permission.

In respect of plan no. 60263 for the conversion of and extensions to existing buildings in conjunction with existing wedding venue use, including additional parking at Hydebank, Romiley, Stockport, it was

RESOLVED – That planning permission be granted.

To consider a report of the Service Director (Legal & Democratic Services)

The report summarises recent appeal decisions; lists current planning appeals and dates for local enquiries; informal hearings for planning appeals, and enforcement action by Area Committee area.

The Area Committee is recommended to note the report.

A representative of the Deputy Chief Executive submitted a report (copies of which had been circulated) summarising recent appeal decisions, listing current planning appeals and dates for local inquiries and informal hearings according to area committees.

The representative of the Deputy Chief Executive reported that there were a number of updates to the report since the publication of the agenda:-

·         The planning appeal in respect of Werneth Hall Barn, Cowlishaw Brow, Romiley had been dismissed.

·         A claim for costs had not yet been received in respect of the successful planning appeal at Sainsburys Supermarket, London Road Hazel Grove.

·         The enforcement appeal in respect of The Sangam 202 Wilmslow Road, Heald Green had been dismissed.

·         A decision was awaited in respect of the enforcement appeal heard on 18 February 2016 in respect of 1 St Petersgate, Stockport.

·         The enforcement notice in respect of 2 Massie Street, Cheadle had been complied with.

·         The enforcement notice in respect of Cale Green Nursing Home, 47 Adswood Lane West, Stockport had been complied with.

·         The enforcement notice in respect of 24 Devenshire Park Road, Davenport, Stockport had been complied with.
