To approve as a correct record and sign the Minutes of the meeting held on 8 December 2011.

The Minutes (copies of which had been circulated) of the meeting held on 8 December 2010 were approved as a correct record and signed by the Chair.

No declarations of interest were made.

Members of the public are invited to put questions to the Chair of the Committee on any matters within the powers and duties of the Committee, subject to the exclusions set out in the Code of Practice (questions must be submitted prior to the commencement of the meeting on the cards provided. These are available at the meeting and at local libraries and Information Centres)

To consider a report of the Visiting Team held on Thursday, 5 January 2012.

A representative of the Democratic Services Manager submitted a report (copies of which had been circulated) containing the recommendation made by the Visiting Team on Monday, 5 January 2012.

RESOLVED – That the report be noted.

To consider a report of the Service Director (Place Development).                                   

(a)              To consider development applications where members of the public have attended the meeting in order to hear the Committee's deliberations.

(b)              To consider the remaining development applications.

NOTE: Councillors are requested to note that if they withdraw from the meeting during the consideration of a development application upon their return they should not participate any further in the deliberation or vote on that planning application.

RESOLVED – That the item be deferred till the 26 January 2012 Planning and Highways Regulation Committee meeting.

Proposed redevelopment of part of Blackstone Field for a new community

hub incorporating a four court sports hall, gym, changing rooms, viewing area, one floodlit all weather five-a-side football pitch, one seven-a-side grassed football pitch, multi function community room and library, medical centre, pharmacy, small retail unit (200m2 net), extra care accommodation comprising 56 apartments, 60 bed care home, car parking and landscape enhancements to Blackstone Field.

In respect of plan no 48028 for the proposed redevelopment of part of Blackstone Field for a new community hub incorporating a four court sports hall, gym, changing rooms, viewing area, one floodlit all weather five-a-side football pitch, one seven-a-side grassed football pitch, multi-function community room and library, medical centre, pharmacy, small retail unit (200m2 net), extra care accommodation comprising 56 apartments, 60 bed care home, car parking and landscape enhancements at land at Blackstone Field, Offerton, it was

RESOLVED – That Planning permission be granted subject to the following:-

·         To ensure the Extra Care Accommodation genuinely fall within Class C2 rather than Class C3 Use Class. Under the circumstances the proposal should: (i) Restrict the use of the development to Class C2;

·         Restrict the minimum age of occupancy to people who have attained the age of 60 years (allowing for a younger partner) and are in need of personal care by reason of, at least, old age.

·         Ensure the development is managed by a care provider registered with the Care Quality Commission.

·         Ensure at least one employee of the care provider is present on site at all times.

Removal of concrete slab and residual structures, landscaping and

seeding of the former Dial Park School to provide local open space.

The Committee is recommended to grant planning permission subject to the following

In respect of The Dialstone Centre: (i) Commuted Sum for off site provision and maintenance of recreational open space & (ii) Affordable Housing.

In respect of plan no. 48289 for the detached dwelling at the land between 13 and 15 Berrycroft Lane, Bredbury, it was

RESOLVED – That planning permission be refused on the grounds of the scale and overdevelopment of the site, lack of amenity space and

that the proposed development had an adverse impact on the homeowners of 67 Ruskin Grove and the amenity of surrounding residents.
