A representative of the Deputy Chief Executive submitted a report (copies of which had been circulated) summarising recent appeal decisions, listing current planning appeals and dates for local inquiries and informal hearings according to area committees.

 

A representative of the Deputy Chief Executive reported that since the publication of the report the appeal against the refusal of planning permission to raise the existing ridge height by 2.6m to form a hipped roof at 2 Sibley Road, Heaton Moor had been allowed; and an enforcement notice had been served at 276 Styal Road in respect of the construction of an outbuilding without the benefit of planning permission.

 

The following comments were made/ issues raised:-

 

·         A discussion took place with regard to the circumstances in which the appeal against the refusal of planning permission for the erection of a first floor extension to create a 2 bedroom dwelling above the existing class A1 shop at 42A Gillbent Road, Cheadle Hulme had been dismissed.  It was confirmed that a copy of the planning inspector’s report would be circulated to members of the committee and officers would undertake an assessment to determine if there were any further implications with regard to the Council’s policies of this decision.

·         It was suggested that the Council could do more to ensure that residents within conservation areas understood their responsibilities and obligations.

Revision to 'Recreational Open Space Provision and Commuted Payments' Supplementary Planning Guidance pdf icon PDF 148 KB

To consider a report of the Corporate Director for Place Management & Regeneration.

 

Stockport Council’s ‘Recreational Open Space Provision and Commuted Payments’ Supplementary Planning Guidance (SPG), July 2006 outlines the commitment of the Council to promote a wide range of well-designed sport, leisure and play facilities.  The guidance document demonstrates how commuted sums will be used in maintaining and enhancing the open space assets across the borough.  The existing Supplementary Planning Guidance has proved successful in helping to ensure the open space needs are met across the borough. However, it needs to be refreshed to recognise considerable changes that have occurred since it was adopted.

(NOTE: The chair was of the opinion that this item, although not included on the agenda, should be considered as a metter of urgency in accordance with Section 100B(4)(b) of the Local Government Act 1972 in order that the committee had the opportunity comment on the proposed revisions to the Recreational Open Space Provision and Commuted Payments’ Supplementary Planning Guidance in advance of its consideration by the Cabinet).

 

A representative of the Corporate Director for Place Management & Regeneration submitted a report (copies of which had been circulated) detailing a proposed refreshed ‘Recreational Open Space Provision and Commuted Payments’ Supplementary Planning Guidance which outlined the commitment of the Council to promote a wide range of well-designed sport, leisure and play facilities and demonstrated how commuted sums would be used in maintaining and enhancing the open space assets across the borough.

 

The following comments were made/ issues raised:-

 

·         It was commented that the costs associated with the provision of play equipment were very high.

·         A mechanism needed to be included within the SPD to ensure that the costs identified within it were appropriately uprated on an annual basis to ensure that it did not need to be formally amended every year.

·         It was noted that the report would also be submitted to the next round of area committees.
