The report provides an update on progress since the last meeting on decisions taken by the Area Committee, including its executive Sub Committee, and details the current position on ward flexibility funding, the Brookfield Park Shiers Family Trust, and delegated budget.

To receive a verbal update (if any) from the Democratic Services Officer on the progression and/ or success of projects which have received a grant from the Brookfield Park Shiers Family Trust to assist members of the Area Committee in the monitoring of the effectiveness of the fund.

To consider an application received from S.E.A Social Events Activities for Ward Flexibility Funding for a grant of £26.31 (£17.54 from Cheadle West & Gatley and £8.77 from Heald Green ward allocations) towards the cost of organising a Christmas dinner for vulnerable and isolated people.

To consider a report of the Deputy Chief Executive.

(a)  To consider the development applications where members of the public have attended the meeting in order to speak or hear the Area Committee’s deliberations.

(b)  To consider the remaining development applications.

(c)  To consider consultations (if any) received by the Deputy Chief Executive on any planning issues relevant to the area.

The following development application will be considered by the Area Committee:

Proposed change of use from dwelling (C3) to a residential care home (C2) to provide accommodation for a maximum of three young people. 

The Area Committee is recommended to grant permission, subject to conditions and informatives as per the officer's report.

To consider a report of the Assistant Director for Legal & Democratic Governance.

The report summarises recent appeal decisions; lists current planning appeals and dates for local enquiries; informal hearings for planning appeals, and enforcement action within the Cheadle Area Committee area.

The report details the current and proposed polling arrangements within the area and seeks the views of the Area Committee in order to inform the 2024 Polling District Review.

To consider a report of the Assistant Director for Finance (Interim Section 151 Officer). 

The report provides an update on the financial standing of the Trust as at 30 September 2024. 

The Area Committee is recommended to: 

a)    Note the contents of this report; 

b)   Decide upon the amount of funding to be made available for distribution from the Trust during 2024/25;  

c)    Advise as to any changes in the investment policies adopted that they wish to make. As a reminder, the investment policies are: 

·         To maintain the value of the Trust in real terms before considering any distribution, and 

·         To reinvest the dividends received in relation to the Investment Fund back into that Investment Fund. 

d)   Approve the proposed additional guidelines for the distribution of monies from the Trust: 

·         Not to permit retrospective grant applications, and  

·         An upper limit of £5,000 be placed on the amount that can be applied for by applicants.

The report details information about a nomination received in response to the Community Right to Bid.

The Area Committee is requested to determine if the asset should be added to the List of Assets of Community Value in accordance with the provisions of the Localism Act 2011 and The Assets of Community Value (England) Regulations 2012.

To consider a report of the Director of Place Management.

The report details the findings of a consultation exercise and seeks Cabinet Member approval for the introduction of Traffic Regulation Orders (Appendix A) and Moving Traffic Regulation Orders (Appendix B) on the Bloor Homes Development, Heald Green (Foxcote Estate). 

The Area Committee is requested to recommend that the Cabinet Member for Parks, Highways & Transport Services approves the legal advertising of the Traffic Regulation Orders at Appendix A and Moving Traffic Regulation Orders at Appendix B and, that subject to no objections being made within 21 days from the advertisement date, that the order be made.

To consider a report of the Director of Place Management. 

The report details the findings of a consultation exercise and seeks Area Committee approval for the introduction of a Traffic Regulation Order ‘No Waiting at Any Time’ on Demmings Road and Brookfield Road, Cheadle. 

The Area Committee is requested to approve the legal advertising of the Traffic Regulation Order (Appendix A) on Demmings Road and Brookfield Road, Cheadle, and, subject to no objections being received within 21 days from the advertisement date, that the order be made (at a total cost of £4,000, to be funded from the Cheadle West & Gatley and Cheadle Hulme North & Cheadle East Delegated Ward Budgets).

The Area Committee is requested to approve the legal advertising of the Traffic Regulation Order (Appendix A) on Greenway Road and nearby surrounding roads, Heald Green, and, subject to no objections being received within 21 days from the advertisement date, that the order be made (at a cost of £6,550, to be funded from the Discretionary Ward Budget (Heald Green ward allocation)).
