The Minutes (copies of which had been circulated) of the meeting held on 5 November 2013 were approved as a correct record and signed by the Chair.

Urgent Decisions

To report any urgent action taken under the Constitution since the last meeting of the Committee.

To consider a report of the Democratic Services Manager.

 

The report provides an update on progress since the last meeting on decisions taken by the Area Committee and details the current position on area flexibility funding.

Minutes:

A representative of the Democratic Services Manager submitted a report (copies of which had been circulated) updating the Area Committee on progress since the last meeting on decisions taken by the Area Committee and the current position on Ward Flexibility Funding.

 

RESOLVED – (1) That the report be noted.

 

(2) That the Democratic Services Manager be requested to give consideration to the promotion of the Ward Flexibility Funding budget.

Community Engagement

5.(i)

Chair's Announcements

To receive any announcements from the Chair about local community events or issues.

 

An extraordinary meeting of the Area Committee will be held at 6.00pm on Tuesday 14 January 2014 at Bolshaw Primary School, Heald Green to consider the A6 to Manchester Airport Relief Road planning application.

Minutes:

The Chair reported on the Cheadle Victorian Christmas Market which had been held on 7 December 2013 and had received Ward Flexibility Funding from the Area Committee at its last meeting towards the cost of the event.

 

She further reported on the extraordinary meeting of the Area Committee to be held on 14 January 2014 to consider the A6 to Manchester Airport Relief Road planning application.

5.(ii)

Public Question Time

Members of the public are invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice (Questions must be submitted prior to the commencement of the meeting on the cards provided. These are available the meeting and at local libraries and information centres.  You can also submit via the Council’s website at www.stockport.gov.uk/publicquestions.

Members of the public were invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee subject to the exclusions set out in the Code of Practice.

 

One public question was submitted regarding the dog fouling signs on the lamp posts on Queens Road and Buckingham Road, Cheadle Hulme.

 

RESOLVED – That the Democratic Services Officer be requested to respond to the questioner in writing.

5.(iii)

Public Realm

The local Public Realm Inspector will attend the meeting to provide an update on matters raised at the last committee meetings. Councillors and Members of the public are invited to raise issues affecting local environmental quality.

Minutes:

David Wilson (Public Realm Inspector) attended the meeting to report on current issues and to answer questions from Councillors and members of the public in relation to public realm issues within the area represented by the Cheadle Area Committee.

 

The following comments were made/issues raised:-

 

·         Progress on the repair of the potholes on the private road in front of the Tatton cinema in Gatley.

·         The installation of new street lights on Councillor Lane, Cheadle and the time taken to remove the old concrete posts.

·         A number of the street lights on the footpath near to Coltishall House, Cheadle were in need of repair.

·         The mechanism for reporting vehicles which were untaxed.

·         The reporting of faulty street lights via the online form on the Council’s website.

·         The accumulation of litter behind the shops on Councillor Lane, Cheadle.

 

RESOLVED – That David Wilson be thanked for his attendance.

 

 

5.(iv)

Petitions

To receive petitions from members of the public and community groups.

Minutes:

A representative of the Democratic Services Manager reported upon the receipt of a petition from residents of Ladybridge Rise, Cheadle Hulme requesting residents’ permit parking.

 

RESOLVED – That the petition be noted and referred to the Corporate Director for Place Management and Regeneration for investigation.

Open Forum

In accordance with the Code of Practice no organisation has indicated that they wished to address the Area Committee as part of the Open Forum arrangements.

A representative of the Democratic Services Manager reported that no organisation had indicated that they wished to address the Area Committee as part of the Open Forum arrangements.

Ward Flexibility Funding

To consider any applications for Ward Flexibility Funding or to receive feedback from organisations who have received funding.

The Chair outlined the procedure approved by the Council for public speaking on planning applications.

To consider a report of the Assistant Chief Executive (Strategy, Policy, Partnerships & Transformation)

 

The report seeks the Area Committee’s views on the proposed polling arrangements within the Cheadle area in order to inform the Council Meeting’s determination of polling districts, polling places and polling stations for forthcoming elections.

 

The Area Committee is requested to consider and comment on the report.

A representative of the Democratic Services Manager submitted a report of the Assistant Chief Executive (Strategy, Policy, Partnerships & Transformation) (copies of which had been circulated) seeking the Area Committee’s views on the proposed polling arrangements within the Cheadle area in order to inform the Council Meeting’s determination of polling districts, polling places and polling stations for forthcoming elections.

 

The Area Committee noted the difficulties encountered by schools when being used as polling stations and the limitations of mobile polling stations, but recognised the lack of alternative buildings that could be used.

 

RESOLVED – That the Returning Officer be requested to give consideration to the comment of the Area Committee in determining the polling districts, polling places and polling stations for forthcoming elections.

Wilmslow Road/Stanley Road, Heald Green - No Waiting At Any Time Traffic Regulation Order pdf icon PDF 40 KB

To consider a report of the Corporate Director for Place Management and Regeneration

 

To report the findings of a consultation exercise following concerns that had been expressed that vehicles were parking on Wilmslow Road close to the signalised junction with Stanley Road, which was resulting in reduced highway widths.

 

The Area Committee is requested to recommend the Executive Councillor (Economic Development and Regeneration) to approve a No Waiting At Any Time Traffic Regulation Order on Wilmslow Road and Stanley Road, Heald Green.

A representative of the Democratic Services Manager submitted a report of the Corporate Director for Place Management and Regeneration (copies of which had been circulated) detailing the findings of a consultation exercise following concerns that had been expressed that vehicles were parking on Wilmslow Road close to the signalised junction with Stanley Road, which was resulting in reduced highway widths.

 

RESOLVED – That the Executive Councillor (Economic Development and Regeneration)  be recommended to approve the following No Waiting At Any Time Traffic Regulation Order on Wilmslow Road and Stanley Road, Heald Green at an approximate cost of £600 to be funded from the Strategic Route Budget:-

 

Proposed No Waiting at Any Time

 

Wilmslow Road, Heald Green - east side, from the northerly kerb line of Stanley Road for a distance of 152 metres in a north westerly, northerly then north easterly direction.

 

Stanley Road, Heald Green - north side, from the north easterly kerb line of Wilmslow Road for a distance of 40 metres in an easterly direction.

 

10.

THE METROPOLITAN BOROUGH COUNCIL OF STOCKPORT (MOSELEY ROAD, CHEADLE) (20MPH SPEED LIMIT) ORDER 2013 pdf icon PDF 20 KB

To consider a joint report of the Council Solicitor and the Corporate Director for Place Management and Regeneration

 

The report considers an objection to a proposed 20mph speed limit on Moseley Road, Cheadle.

 

The Area Committee is recommended to agree that, notwithstanding the objection received, the Order be made as advertised.

A representative of the Democratic Services Manager submitted a joint report of the Council Solicitor and the Corporate Director for Place Management and Regeneration (copies of which had been circulated) detailing an objection received to the proposal to introduce a 20 mph Speed Limit Moving Traffic Regulation Order on Moseley Road, Cheadle.

 

RESOLVED – That, notwithstanding the objection received, the Order be made as advertised.

To consider a report of the Corporate Director for Place Management and Regeneration.

 

 The report details proposals for the use of commuted sums for play provision in the Cheadle committee area and requests the Area Committee to give approval to the location of the play area where these sums are to be spent.

 

The Area Committee is recommended to give approval to the allocation of £836.55 from development no. 1105 (DC052289, 14 Moseley Road, Cheadle) towards the continued improvement of toddler and young junior play facilities at Bruntwood Park, Cheadle.

A representative of the Democratic Services Manager further invited the Area Committee to provide political nominations for the Authority vacancy at Gatley Primary School and recommend re-appointments to the Governing Bodies at Cheadle Primary School and Orrishmere Primary School.
