·         A litter pick was scheduled to take place on 28 January 2023 at Diamond Jubilee Park. Community groups were encouraged to get involved and take part in the Big Bag Challenge.

·         The Royal Naval Association and Sea Cadets Stockport were holding a commemorative event on Sunday 19 February 2023 at Norbury Parish Church for the 80th anniversary of SS Stockport.

Update on the Sen{d} Youth Group project - Brookfield Park Shiers Family Trust

Members of the Brookfield Park Shiers Family Trust Sub Committee requested at their meeting held on 11 May 2022 that an update be provided to members of the Cheadle Area Committee following six months on operation as to how the project was progressing.

Senior Democratic Services Officer, Charlotte Griffin, provided a verbal update on the Sen{d} Youth Group Project following six months of operation.

 

Members of the Brookfield Park Shiers Family Trust Sub Committee requested that an update be given to the Cheadle Area Committee after six months of the Sen{d} Youth Group project being put in place. On the 11 May 2022, the Sub Committee granted the group organisers £2,000 from the Trust towards the cost of setting up a youth group for children with additional needs.

 

In August 2022, after a couple of months in operation, it was reported that there were over 150 members and popular weekly attendance. In the autumn, the applicant notified the council of a change to their project which could have impacted whether they were still eligible for the grant as per the criteria, namely, that the grant benefit those within the Trust’s area. The change was that, the group had moved the location where they held the Youth Club from Unity Café in Heald Green, to Benchill Community Centre in Wythenshawe. The reason for this was because costs were being introduced at the Unity Café venue from September 2022, whereas Benchill Community Centre offered the group use of their venue free of charge, as well as supporting with the provision of refreshments. Further, the group became very popular and a more spacious venue was preferable. The group organisers did not wish to start charging users for the service because they wanted to be inclusive to all families, which ultimately led them to the decision to move the group. The Sub Committee were advised that families that attended the group from Stockport still continued to attend the group, despite the move. Members carefully considered the change and its impact on the grant and decided to wish the group well for the future and advised that now the group was based outside of Stockport, they were no longer eligible for any future grant.

The report details findings of a consultation exercise undertaken to ascertain resident’s appetite for the introduction of a residents permit parking scheme on Bulkeley Road, Newboult Road and New Hey Road, Cheadle.

 

The Area Committee is requested to:

 

a)    note the report and appendix;

 

b)   acknowledge and endorse Network Management’s commendation that no further action be taken in this area, as the representations received at consultation do not meet the minimum criteria to progress a scheme as per Stockport’s Residential Parking Scheme Policy; and

 

c)    give approval to the return of the £3,000 funding previously allocated from the Cheadle and Gatley Delegated Ward Budget to progress a scheme, to the ward budget, due to the discontinuation of the scheme.

The report provides an update on the trial of the Speed Indicator Devices (SID’s) and details of the proposed implementation of SID’s across the wards.

a)    endorse the Speed Indicator Device programme; and

 

b)   request that the Highway Ward Spokespersons submit four potential locations where they would like the SIDs to be installed to Engineer Transportation Officer, Graham O’Connor.

RESOLVED - The Area Committee has authorised the Director of Place Management to determine the locations for the installation of mobile speed indicator devices within the Cheadle and Gatley, Cheadle Hulme North and Heald Green wards (four locations per ward) following consultation with the Highway Ward Spokespersons.

The report outlines the locations of council-owned parking spaces within the Cheadle Area where it is proposed to install Electric Vehicle Charging Infrastructure (EVCI).

 

The Area Committee is requested to:

 

a)    consider and comment on the proposed EVCI locations within the Area Committee's jurisdiction; and

 

b)   note that Cabinet delegated approval of final terms for the lease agreements to the Director of Place Management in consultation with Cabinet Member for Climate Action Now.

A representative of the Assistant Director for Legal and Democratic Governance submitted a report of the Head of Highways and Transportation (copies of which had been circulated) which outlined the locations of council-owned parking spaces within the Cheadle area where it was proposed to install Electric Vehicle Charging Infrastructure (EVCI).

 

It was suggested that local centres be considered for any future EVCI project, following the first wave being implemented.

 

RESOLVED – (1) That the report be noted.

 

(2) That Cabinet delegated approval of final terms for the lease agreements to the Director of Place Management in consultation with Cabinet Member for Climate Action Now be noted.
