The report provides an update on progress since the last meeting on decisions taken by the area committee, and details the current position on ward flexibility funding and delegated budget.

A representative of the Strategic Head of Service & Monitoring Officer (Legal & Democratic Governance) submitted a report updating the area committee on progress since the last meeting on decisions taken by the committee. The report also set out the current position on the committee’s ward flexibility funding and delegated budgets.

RESOLVED – That the report be noted.

The Chair recognised that today was International Women’s Day.

Members of the public are invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the area committee, subject to the exclusions set out in the code of practice (questions must be submitted prior to the commencement of the meeting on the cards provided. These are available the meeting. You can also submit via the council’s website at www.stockport.gov.uk/publicquestions.

Members of the public were invited to put questions to the Chair on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice.

One public question was submitted in relation to the speed limit and proposed parking permits on Frances Street, Cheadle.

In response, members advised that each proposal put to the Area Committee was determined on the merits of the case. In the eventuality that proposals were not successful, it was felt that it was a councillor’s role to seek alternative solutions to the problem. Members understood local concerns raised with regards to speeding on the road and anti-social behaviour in the nearby car park. Members hoped to help make Frances Street safer for residents, as well as help to alleviate parking issues. It was noted that a proposal to implement a 20mph speed limit on Frances Street was due to be considered later in the meeting at agenda item 10.

Councillors and members of the public are invited to raise neighbourhood policing issues with the local Neighbourhood Policing Team.

Inspector Martin Baker (Greater Manchester Police) attended the meeting to answer questions from councillors and members of the public in relation to Neighbourhood Policing issues within the area represented by the Cheadle Area Committee.

The following comments were made/ issues raised:

·         An update was provided in relation to crime, Speedwatch, Anti-Social Behaviour and bogus officials.

·         The force were educating young people on how to use motorcycles responsibly in a bid to prevent anti-social behaviour. Members were pleased to hear that neighbourhood police officers were to be trained on how to use a speed gun as part of the work around Speedwatch.

RESOLVED - That Inspector Baker be thanked for his attendance.

To consider an application for Ward Flexibility Funding received from Stockport Samaritans for a grant of £1,050 (£150 from this Area Committee) towards the cost of sponsoring two spectator-facing banners on Stockport County’s Edgeley Park grounds for the 2022-23 season in order to raise awareness of the Samaritans suicide prevention work.

A representative of the Strategic Head of Service (Legal & Democratic Governance and Monitoring Officer) submitted an application received on behalf of Stockport Samaritans towards the cost of sponsoring two spectator-facing banners on Stockport County’s Edgeley Park grounds for the 2022-23 season in order to raise awareness of the Samaritans suicide prevention work.

RESOLVED - That approval be given to an application from Stockport Samaritans for a grant of £150 (£50 from each ward allocation) towards the cost of sponsoring two spectator-facing banners on Stockport County’s Edgeley Park grounds for the 2022-23 season in order to raise awareness of the Samaritans suicide prevention work.

To consider an application from Help the Hatters for a grant of £1000 (£142.83 from this Area Committee; £47.61 per ward) from the Ward Flexibility Funding Budget towards the cost of a discounted ticketing scheme to provide Stockport County tickets at a discounted rate to disadvantaged children within the community.

A representative of the Strategic Head of Service (Legal & Democratic Governance and Monitoring Officer) submitted an application received on behalf of Help the Hatters towards the cost of a discounted ticketing scheme to provide Stockport County tickets at a discounted rate to disadvantaged children within the community.

RESOLVED - That approval be given to an application received from Help the Hatters for a grant of £142.83 (£47.61 from each ward allocation) from the Ward Flexibility Funding Budget towards the cost of a discounted ticketing scheme to provide Stockport County tickets at a discounted rate to disadvantaged children within the community.

RESOLVED – (1) That the report be noted.

(2) That the Strategic Head of Service and Monitoring Officer (Legal and Democratic Services) be requested to provide an update in relation to the former standard chemicals site on Mill Lane, and 5 Mona Avenue, Heald Green, and circulated to members of the Area Committee.

To consider a report of the Director of Place Management.

To report on an objection which has been received to a Traffic Regulation Order.

The Area Committee is recommended that the Order be made as advertised, subject to the proposed amendment set out in the report.

A representative of the Director of Place Management and Regeneration submitted a report (copies of which had been circulated) which set out an objection received to the proposed introduction of a ‘No Waiting at Any Time’ Traffic Regulation Order at the junction of Councillor Lane with Dryden Avenue and Cranleigh Drive.

RESOLVED - That in the light of the objection, the order be amended as follows to reduce the extent of the proposed restrictions:

Western side from a point 32 metres North of the (projected) Northern kerb line of Dryden Avenue in a Southerly direction to a point 22 metres South of the Southern kerb line of Dryden Avenue.

Eastern side from a point 18 metres North of the Northern kerb line of Cranleigh Drive in a Southerly direction to a point 29 metres South of the (projected) Southern kerb line of Cranleigh Drive.

Dryden Avenue

Northern side from the (projected) Western kerb line of Councillor Lane for a distance of 10 metres in a Westerly direction and to tie in with the aforementioned on that side of Councillor Lane.

To consider a report of the Director of Place Management.

The report details the findings of a consultation exercise and seeks approval for the introduction of a Traffic Regulation Order (TRO).

The Area Committee is asked to consider and comment upon the proposals as per the report and approve the legal advertising of the Traffic Regulation Order (TRO) set out in Appendix A, and subject to no objections being received within 21 days from the advertisement date, the order can be made.

A representative of the Director of Place Management and Regeneration submitted a report (copies of which had been circulated) detailing the findings of a consultation exercise and seeking approval for the introduction of a ‘No Waiting At Any Time’ Traffic Regulation Order on Brown Lane at its junction with Brandon Avenue and Fernlea.

RESOLVED - That approval be given to the legal advertising of the following Traffic Regulation Order and, subject to no objections being received within 21 days from the advertisement date, the subsequent making of the orders at a cost of £810 to be funded from the Area Committee’s Delegated Budget (Heald Green Ward Allocation):

The report details the findings of a consultation exercise for the introduction of a 20mph Limit, Moving Traffic Regulation Order (MTRO).

The Area Committee is recommended to approve the  legal advertising of the Moving Traffic Regulation Order (MTRO) to implement a 20mph Limit and subject to no objections being made within 21 days from the advertisement date, the order be made as set out in Appendix A.

A representative of the Director of Place Management and Regeneration submitted a report (copies of which had been circulated) detailing the findings of a consultation exercise for the introduction of a 20mph Limit, Moving Traffic Regulation Order on Frances Street, Cheadle.

Members expressed concern in relation to the costs associated with the introduction of this scheme and requested that a breakdown of these costs be circulated to the Area Committee for their information.

RESOLVED – That approval be given to the legal advertising of the following Traffic Regulation Order, and subject to no objections being made within 21 days from the advertisement date, the subsequent making of the order at a cost of £3000 to be funded from the Area Committee’s Delegated Budget (Cheadle & Gatley Ward Allocation):

Moving Traffic Regulation Order – 20mph Speed Limit

Frances Street, Cheadle (Both Directions) from a point 23 meters south of its intersection with Stockport Road, for a distance of 193 meters in a southerly direction.

To consider a report of the Director of Place Management.

The reports details an experimental Moving Traffic Regulation Order (MTRO) for a 20mph Zone and the notification of Traffic Calming in the form of speed cushions. For the sake of expediency and, in agreement with Ward Councillors, this report has been presented to the Cabinet Member prior to the Area Committee meeting on 8 March 2022.

The Area Committee are asked to comment on, and endorse approval by the Cabinet Member (Sustainable Stockport) to the legal advertising of the Moving Traffic Regulation Order and the notification of speed cushions as set out in Appendix A.

A representative of the Director of Place Management and Regeneration submitted a report (copies of which had been circulated) detailing an experimental Moving Traffic Regulation Order (MTRO) for a 20mph Zone and traffic calming in the form of speed cushions.

The Area Committee was advised that the consultation period would be three months and not three weeks, as stated at section 2.3 of the report.

It was noted that, for the sake of expediency due to financial year drawing to a close, and in agreement with the ward councillors, the report had been presented to the Cabinet Member for Sustainable Stockport for approval prior to the Area Committee meeting on the 8 March 2022.

RESOLVED - That the decision of the Cabinet Member for Sustainable Stockport to give approval to  the legal advertising of the Moving Traffic Regulation Order and the notification of speed cushions as shown in Appendix A be endorsed.

To consider a report of the Director of Place Management.

To report the results of a recent localised consultation regarding the proposed Sparrow Crossing at Cheadle Road, Cheadle, and to request approval for the proposal.

A representative of the Director of Place Management and Regeneration submitted a report (copies of which had been circulated) detailing proposals for the implementation of a sparrow crossing on Cheadle Road, Cheadle.

Members were advised that a resident had asked if a dropped crossing for their driveway could be provided as part of the scheme. This proposed work was not shown on plan presented to the Area Committee. However, it was proposed that this work be shown on an amended plan for agreement by the Cabinet Member, so that the work could be provided as part of the scheme.

In response to a question as to whether motorists would need to give way to cyclists at the junction near to the entrance to the hotel, members were advised that the council were not proposing to formally mark with the area with give way markings due to the nature of the junction. However, it was expected that drivers would naturally slow down due to the traffic calming measures (raised table), and were more likely to informally give way to cyclists, in line with the newly issued Highway Code guidance. 

RESOLVED - (1) That the Cabinet Member for Economy and Regeneration be recommended to give approval to the proposals for the scheme between Shiers Drive and Bruntwood Lane, including the controlled crossing of Cheadle Road as shown in Appendix B.

(2) That the Cabinet Member for Economy and Regeneration be recommended to give approval to the legal advertising of the associated Traffic Regulation Orders relating to Local Distributor and Local Access Roads (Appendix C).

(3) That the Cabinet Member for Economy and Regeneration be recommended to give approval to the legal advertising of the associated Traffic Regulation Orders relating to Strategic Highways and District Distributor Roads (Appendix C) and subject to no objections being received within 21 days from the advertisement date, the subsequent making of the orders.
