A representative of the Deputy Chief Executive submitted a report (copies of which had been circulated) updating the Area Committee on progress since the last meeting on decision taken by the Area Committee and the current position on Ward Flexibility Funding.

 

RESOLVED – (1) That the report be noted.

 

(2) That the Corporate Director for Place Management and Regeneration be requested to provide a detailed update to the next meeting of the Area Committee on the following traffic schemes in particular:-

 

·         Vaudrey Drive, Cheadle Hulme – Residents’ Parking

·         Gatley Green, Gatley – installation of a small build-out at the end of Gatley Green.

·         Francis Street/Stockport Road, Cheadle – investigation works to look at improving the exiting of vehicles.

·         Highgrove Road between Gatley Road/Broadway – proposals to install  priority chicanes/traffic calming (2 no. locations).

·         Turnfield Road/Cringle Drive, Cheadle – extension of existing double yellow lines.

·         Milton Crescent, Cheadle – objection report needs to be submitted to the Area Committee.

·         Daylesford Crescent, Cheadle – investigation of visibility issues turning right onto Schools Hill.

Members of the public were invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice.

 

The first public question submitted was regarding the speed of traffic on Gatley Road, Cheadle on the section from the A34 junction to the High Street, Cheadle (in both directions) and requested the Area Committee to consider the following:-

 

·         reduce the speed limit to 20mph

·         install/erect speed limit signs

·         install a digital speed indicator

·         place the mobile speed camera in the bus stop area.

·         use a community speed camera operated by local residents.

 

The questioner was advised that whilst a 20mph speed limit had been put on High Street, Cheadle, this was in a location where there was a lot of crossing movements which had caused a road casualty problem and it would be inappropriate in this location. The road had an urban 30mph speed limit and repeater signs were not permitted on such roads. A Speed Indicator Sign could be erected for a period of time on the road and could be erected if requested by the Cheadle and Gatley Ward Councillors. The questioner was further advised that there were strict rules governing the erection of safety cameras relating to casualty figures. It was unlikely that this would qualify, but the casualty statistics could be checked by Officers and if there was a problem referred to the Greater Manchester Casualty Reduction Partnership in order to investigate further. The questioner was further advised that Community Speedwatch was organised by Greater Manchester Police not the Council.

 

The second question submitted was regarding the paving slabs on the pavement along both sides of the end of Gatley Road/start of the High Street in Cheadle which were loose with some in a dangerous condition as they were a trip hazard.

 

The questioner was advised that the area was regularly inspected and any defects that met the Council’s investigatory levels were picked up for repair. As with any surface or construction type, deterioration was to be expected and maintenance was required to keep the surface in a serviceable condition over its life span. Damage to flagged footways was usually caused by vehicles driving onto the footpath but also by utility companies who carried out new connections/repairs etc and disturbed the paving and foundation. Water discharging onto the footway from surrounding buildings was also a factor.

 

The flags were laid on a substantial foundation but this would not protect indefinitely against vehicle overrun. Flags became de-bonded from the foundation/bedding and grit etc got under the flags causing then to rock. Inspection of the foundation during recent maintenance works had shown that the foundations were still in a serviceable condition. The Council expected to continue carrying out maintenance to the flags in line with expected deterioration.

 

RESOLVED – (1) That the public questions and the responses given be noted.

 

(2) That the Corporate Director for Place Management and Regeneration

be requested to examine the possibility of installing a Speed Indicator Sign on a section of Gatley Road from the A34 junction to the High Street, Cheadle.

The report provides details of a new structure in Place Management to bring together the Public Realm, Environmental Enforcement, Greenspace and Waste Management teams into a Neighbourhood Team.

 

The relevant Neighbourhood Manager will attend the meeting to answer any questions from councillors.

Mark Glynn (Director of Place Management, Stockport Council) and Peter Cooke (West Neighbourhood Manager) attended the meeting to provide an overview of a new structure in Place Management to bring together the Public Realm, Environmental Enforcement, Greenspace and Waste Management teams into a Neighbourhood Team and outlined how the new service aimed to work closely with Members to address those concerns that were of greatest concern to local residents.

 

The following comments were made/ issues raised:-

 

·         The approach set out in the report was generally welcomed.

·         The retention of the specialist knowledge and the role of the Public Realm Inspectors as Members’ first port of call was supported. The differing areas of expertise should help solve some of the more intractable problems.

·         The decision not to include highways officers and traffic enforcement officers in the teams was queried.

 

RESOVLED – That Mark Glynn and Peter Cooke be thanked for their attendance.

Public Realm

The local Public Realm Inspector will attend the meeting to provide an update on matters raised at the last committee meetings. Councillors and Members of the public are invited to raise issues affecting local environmental quality.

Paul Clarke (Public Realm Inspector) attended the meeting to report on current issues and to answer questions from Councillors and members of the public in relation to public realm issues within the area represented by the Cheadle Area Committee.

 

The following comments were made/issues raised.

 

·         Damage to the verges at the top of Queensway, Heald Green was highlighted.

·         There should be a way of informing Councillors if, for example, a refuse collection round had to be cancelled because of adverse weather conditions.

The Greater Manchester Plan for Homes, Jobs and the Environment: The Greater Manchester Spatial Framework (GMSF) was approved for public consultation at a meeting of the Joint Greater Manchester Combined Authority (GMCA)/Association of Greater Manchester Authorities Joint Board on 11 January 2019. The formal consultation on the document commenced on 21 January 2019 and will run until 18 March 2019.This is the next stage of the process which follows on from an initial consultation on a first Draft GMSF, which ran from October 2016 to January 2017.

A representative of the Corporate Director for Place Management & Regeneration submitted a report (copies of which had been circulated) detailing the consultation process on the latest iteration of ‘The Greater Manchester Plan for Homes, Jobs and the Environment: The Greater Manchester Spatial Framework.  It was stated that the formal consultation on the document had commenced on 21 January 2019 and would run until 18 March 2019.

 

It was also reported that since the publication of the report, the dates for the consultation events in Heald Green had now been agreed. These would include a local drop in event at Christ Church Hall on 12 February, a public meeting on 12 February at Heald Green Village Hall and a drop in event on 13 February at Heald Green Village Hall.
