The Chair advised the Area Committee that a Family Sports Day would be held at William Scholes Playing Fields on 22 April 2017.

Members of the public are invited to put questions to the Chair of the Area Committee on any matters within the powers and duties of the Area Committee, subject to the exclusions set out in the Code of Practice (Questions must be submitted prior to the commencement of the meeting on the cards provided. Public Realm

The local Public Realm Inspector will attend the meeting to provide an update on matters raised at the last committee meetings. Councillors and Members of the public are invited to raise issues affecting local environmental quality.

David Wilson (Public Realm Inspector) attended the meeting to report on current issues and to answer questions from councillors and members of the public in relation to public realm issues within the area represented by the Cheadle Area Committee. He reported that the following routes would shortly be subject to their annual highway safety inspection:-

 

·         Cheadle and Gatley Ward – South Park Road and Pendlebury Road, Gatley

·         Cheadle Hulme North Ward – Old Wool Lane and New Hey Road, Cheadle

·         Heald Green – Gleneagles Road and Neal Avenue, Heald Green..

 

The following comments were made/issues raised:-

 

  • The Area Committee was pleased on the progress made on the public right of way from Ladybridge Road to Station Road, Cheadle Hulme.
  • The increasing amount of fly posting by waste removal operators was a cause for concern.
  • The Public Realm team was congratulated for the community litter pick in Heald Green.
  • Concern was expressed about the condition of the grass verge on Queensway, Heald Green..

 

RESOLVED – That David Wilson be thanked for his attendance.

To consider a report of the Corporate Director for Place Management & Regeneration.

 

During the Greater Manchester Spatial Framework consultation events held over November and December 2016 and through dialogue with communities and local members following these events, it is clear that there is a desire for communities to become more actively involved in the process of identifying sites.  Therefore, it has been decided that in advance of the start of any formal wider ‘call for sites’ exercise which will take place as part of the Issues and Options consultation on the Local Plan, that a specific ‘brownfield call for sites’ should be opened.  This will help to provide further information and evidence which will allow the Council to update data and provide further evidence to inform the GMSF and the Local Plan.

 

The Area Committee is recommended to note the report and put forward suggested sites.

A representative of the Democratic Services Manager submitted a report of the Corporate Director for Place Management and Regeneration (copies of which had been circulated) informing the Area Committee of efforts by the Council to identify appropriate brownfield sites in Stockport for inclusion in the Stockport Local Plan. The report requested the Area Committee to comment on the report that had previously been considered by the Environment and Economy Scrutiny Committee.

 

The following comments were made/issues raised:-

 

  • The fundamental problem was that there was no legal mechanism to ensure that brownfield sites were developed first.
  • A Member that that the assumptions behind the twenty year plan for the Greater Manchester Spatial Framework were incorrect.
  • There was no funding available to assist the clearing of brownfield sites which were on contaminated land meaning that the condition of some brownfield sites could not be tackled which would have an adverse affect on the environment as well.
  • If more houses did need to be built, more higher density housing should be explored
  • The infrastructure needed be in place to support housing developments. for example public transport, health facilities, schools, leisure facilities and employment. The discussion on the Greater Manchester Spatial Framework needed to revert back to all these issues and not concentrate solely on targets for housing development.
  • Air quality was an important issue as well, particularly with more motorists using roads as a result of housing developments.
  • The Greater Manchester context needed to be looked as a core part of the Brownfield First strategy for Stockport.
  • Many people under the age of 35 could not afford to own their own home therefore lower costs of renting houses were required.

 

The Chair reminded members of the public that as well as contacting the Council via the website or email with regarding to suggesting brownfield sites which could be developed, they could also contact their local councillors..

Car Parking in the vicinity of Stockport Road and nearby roads, Cheadle

This item has been placed on the agenda at the request of Councillor John Pantall

A representative of the Democratic Services Manager reported that this item had been placed on the agenda at the request of Councillor John Pantall.

 

Councillor Pantall reported on concerns expressed by a number of members of the public about parking by staff on roads adjoining the AA’s offices near Old Road, Cheadle. Two possible solutions included the use of shuttle buses and the use of the car park at Cheadle Town Football Club. There were no obvious traffic regulation solutions to the problem.

 

In 2011 a ‘good neighbour’ concord had been agreed between the AA and local residents. This now needed to be looked at again with Officers from the Place Directorate to try and find a solution to the problem.

 

RESOLVED – That the Corporate Director for Place Management be requested to submit a report to a future meeting of the Area Committee.

 

15.

Footpath Hale Walk to Birtles Close, Cheadle

A representative of the Democratic Services Manager reported that this item had been place on the agenda at the request of Councillor Paul Porgess.

 

Councillor Porgess reported that Hale Walk and Birtles Close contained Mossbank properties. Hale Walk could not be accessed by cars and residents had to park on Kelsall Road or at the Birtles Close car parking area. The path connecting Hale Walk with the parking area at Birtles Close was in the Ladybrook Valley and too muddy to use. He requested that chippings were spread over it to make it passable.

 

RESOLVED – That the Corporate Director for Place Management and Regeneration be requested to investigate the matter.
